Introduction

Labour welfare and social security

Welfare in Indian Industry implies the provision of medical and educational services, a congenial
work atmosphere etc., The need for providing such services and facilities arises from the social
responsibility of industry, a desire for upholding democratic and a concern for employees the
encyclopedia of social science defines labor welfare as the voluntary efforts of the employees to
establish within the existing industrial system, working and sometimes living and cultural
conditions of the employees beyond that which is required by law, the custom of industry and the
condition of market. The report of the committee of labor welfare set up by the Government of
India. In 1969 refers to welfare as a broad concept a condition of well-being, it speeds of
measures, which “Promote the physical psychological and general well-being of the working
population”.

Labor welfare includes provisions of various facilities and amenities in and around the work
place for the better life of the workers. It comprise all human efforts the work place for the better
life of the worker. It comprises all human efforts of body and mind, which is exchanged for
combination in terms of cash or kind or both. With the growth of industrialization and
mechanization, it has acquired added importance. The worker, both in industry and agriculture,
can’t cope with the pace of modern life with minimum sustenance amenities. Welfare is a board
concept, referring to a condition of living of an individual or group, in desirable and happy state
of relationship with the whole.

Today, welfare has been generally accepted by employers. The state only intervenes to “widen
the area of applicability”.1 It is now accepted that it is asocial right. The committee on Labor
Welfare (CLW) formed in 1969 to review the labor welfare scheme, described it as social
security measures that contribute to improve the conditions under which workers are employed
in India. Vaid considers it as an “expression of the assumption by industry of its responsibility
for its employees”2. Though industrial workers are generally better paid, their conditions of
work, and often poorer living conditions necessitate more than minimum amenities and hence
most statutory legislation applies to them.

critical applications in State Electricity Boards Defence, Railways, PSU’s and other Govt.
organizations.

Aska have revolutionized the Fire fighting concept by introducing an award winning Fire
Fighting Bike which is meant for narrow roads and congested by-lanes which cannot be
accessed by normal Fire Tenders. This has been termed as the “Best New Launch Product”
during DEF EXPO 2010 and has strengthened the endeavor to become the most trusted name in
Fire Fighting arena.

Health and Medical Facilities


A healthy workforce is of utmost importance to Aska. Aska provide sickness and health
insurance to the employee, wheather they are at top level or at lower level of the management.

emergency medical care in case of accidents or sudden illness inside factory premises

medical facilities were provided under the Employees State Insurance Act, (1948). This Act
extends the following benefits to industrial workers (1) maternity benefits (ii) disablement
benefits (iii) dependents' benefits (iv) sickness benefits and (v) medical benefits. Medical care
and cash benefits are provided to workers for such reasons as sickness, maternity and
disablement and death or injury due to employment. The families of workers are also covered to
some extent under this Act.

Sanitary and Hygiene facilities


The maintenance of a clean, sanitary and hygiene work environment is an important basic
welfare amenity. These include toilets and water for drinking facility available in working
environment in Aska. The factories Act requires that every factory must be kept clean and free
from effective flowing from any drain or privy; that a sufficient supply of wholesome drinking
water must be made available at suitable and convenient points; that separate latrine and urinals
for male and female workers must be provided; that spittoons must be kept in convenient places
in clean and hygienic conditions, and that adequate, suitable, clean, conveniently accessible.

Canteen facility

In Aska there is canteen facility is available , where with few chairs and tables workers can
sit and eat in comfort, the food they have brought from home or they can buy from the
canteen. The food is available at very nominal price for the workers 50 Rs for a thali
consisting of vegetable, daal, raita, rice and chapatti. The construction of canteens is
compulsory as per the Factories Act (1948), the Mines Act (1952), Motor Transport Workers
Act (1 961) and the Plantation Labour Act (1951).

Occupational health services


Thesc are essentially preventive schemes very common in the industrially advanced western
countries and are gaining in importance and recognition in large sized organisations in India.
One of the main functions of these health services is to protect workers against the health hazards
arising out of the nature of their work or the work environment. As aska is deal with fire safety
equipment so they are using chemicals to fill in the fire extinguishers and other safety
components. The service includes carrying out of periodical medical checks of certain categories
of workers( basically shop floor) to detect early signs of ill-health and prevent the outbreak of
serious health complaints. Section 87 of the Factories Act refers to dangerous occupations and
states that the state government is empowered to make rules in respect of any or all classes of
factories in which any operation exposes persons to serious risks of bodily, injury, poisoning or
disease.
Transport facilities

Transport facilities to and from the place of work are given to workers as one of the desirable
welfare amenities. This facility is gaining in popularity because of growing urbanization,
location of industries, transport loads and traffic congestion. The main purpose of this amenity is
to enable workers reach their place of work without undue delay or fatigue. The growth of
industrial state and workshops outside the city has made commuting a problem for workers. In
India, since the public transport system is not fully developed and hardly efficient, the fatigue of
travel to and from work has a detrimental effect on the attendance pattern of workers. Aska
equipment Ltd. after studying the situation, 3 years ago introduce a bus facility for their workers
to travel from home to factory and from factory to home.

Personnel counseling
By means of this service workers are able to receive advice and counsel on some of the
personnel and sometimes also on personal problems inside and outside their place of work. In
Aska equipment employees can directly talk to the general manager Mr. R R Chimpa
when they are facing some issues weather the issues are professional or personal .
Counseling helps a workers to overcome his anxiety and troubles.

Social security measures in Aska


Social security forms an important part of labor welfare providing the "security" which is of
great importance to the worker's and their families well-being. The concept of social security
measure is well reflected in the ILO definition. "It can be taken to mean the protection which
society provides for its members, through a series of public measures, against the economic and
social distress that otherwise would be caused by the stoppage or substantial 'reduction of
earnings resulting from sickness, maternity, employment injury, unemployment, invalidity, old
age and death; the provision of medical care, and the provision of subsidies for families with
children "
Social Security Programs in Aska equipment Ltd. Include Medicare and insurance benefits,
Medical help at the time of injury and accident and provision financial compensation and relief.
Other schemes include Pension in case of disablement, Unemployment insurance or allowance,
Maternity benefits, Death payments and family pension, Retirement benefits or old age relief etc.

Challenges/issues faced by the labor force in Aska equipment Ltd.

• Housing facility is not available


• Giving less stress to educate employees to the new technology
• Employees are not aware about gratuity fund.
• No family welfare programs for employees

Recommendation/Suggestion

Aska is doing good in field of labor welfare and social security they are giving all the major
benefits to work force like travel facility, health and security benefits, canteen facility, rest room
facility, retirement fund, maternity benefits, employee state insurance benefits and Sanitary and
Hygiene facilities. Apart from that they are also showing their concern on employee safety
within the work environment as they are providing special cloths, mask and gloves while testing
the fire safety equipment.

Employees are not more aware about the new technology being used in fire safety industry as
they are still using the old technology which is more time consuming for Ex: Aska is not still not
using automated pressure fill machines rather they are doing it manually in this way it will
consume more time.

Housing facility is another main concern of the employees in Aska because the factory is located
in the outskirts of Roorkee and the employees are coming from haridwar, roorkee,jwalapur,
Saharanpur etc so they are facing difficulty in peak time of the year.Some special quarted can be
built so that in peak time employees can stay in these quarters.
The wives of all the staff are encouraged to become members of the Aska family welfare centre.
( l ) To make the wives and children feel that they are a part of the Aska family.
(2) To encourage their participation in the family welfare activity.
(3) To meet as a forum to nurture their talent and interests.
(4) A family welfare co-ordinator who is assisted by a committee consisting of the general
manager's spouse, the plant personnel manager and other elected members manage the centre.
These centre organize monthly activities in line with the Aska ladies forum. However, emphasis
is given to:
- Self developmental programmes
- Health programes like eye, dental and gynecoloyical camps with follow up facility.
- Economic activities to enable spouses also to earn and augment the family income and
recreational activities.
This center also organizes programmes for the children, which include career guidance,
educational camps, sports and recreational activities. The activities of all the family welfare
center are overseen by the director welfare.

In order to increase efficiency of workers, the management has to be constantly in touch with the
workers on many vital issues. The workers must have free access to the management. The
management must show patience to hear the grievance of the workers. Whenever workers offer
suggestions the management would do well to entertain such suggestions and consider them
without bias. Flow of information between these groups must be made easy so that their level of
work life will considerably improve.
