Successes

- Having one dispatcher answering radio calls and disseminating information


- Having sufficient food and water available for all resources
- Briefings were efficient and informative
- Staging area size and parking lot
- ICP technology and use of street cameras and aerial platforms
- Emphasizing to all not to self-dispatch kept LE response appropriate and scaled
- Having a press tent and media point of contact
- Guidance and experience of veteran officers greatly assisted newer officers
- No injuries despite the tension, heat and geographic area to cover
- Every officer went home at the end of their shift

Improvements for future events

- Consider assigning different talk groups to different incident functions
- Locate all incident commanders at the same unified command table
- Place the unified command table near (b) (7)(E)
- Conduct smaller planning meetings with key agencies/players to refine specific objectives and
tactics
- Larger meetings with many agency representatives should be considered briefings
- Develop objectives and then determine resource requirements based on those objectives
- When determining objectives, be sure to provide coverage/response for normal incident load
- Incorporate Adams County Emergency Management into planning as soon as possible

- At the conclusion of the event, issue a proactive joint press release listing agencies involved,
summarizing incidents during the event and explaining what happened
- In the press release include thanks to those who donated items as well as non LE agencies
- Consider crowd control and small unit tactics training for local LE
- Fully incorporate the incident command system with all agencies integrated into one plan
- Develop one incident action plan with common objectives
- Consider ICS 100, 200 and 300 training locally. NPS has instructors available
- Conduct interagency table top exercises which emphasize the use of ICS and unified command
- Assign a staging area manager
- Determine if there are additional (b) (7)(E) radios available to be assigned to assisting officers
