The document shown in the attached list is reviewed in accordance with the applicable

requirements of the following:

· Regulations 4 and 5.2 of the Hong Kong International Convention for the Safe and

Environmentally Sound Recycling of Ships, 2009 (Hong Kong Ship Recycling

Convention).
· IMO Resolution MEPC.269(68).
· Regulation (EU) No. 1 257/201 3 to cover the presence/absence of the three hazardous

materials namely hydrochlorofluorocarbon (HCFC), perfluorooctane (PFOS) and

brominated flame retardant (HBCDD).

Please note our review is based on the following conditions:

1 ) It is noted that the presence/absence of the following hazardous materials have not

been confirmed by sampling during the onboard check and the VSCP and the IHM

have been endorsed to reflect locations that may potentially contain hazardous

materials with “potentially containing hazardous material (PCHM)”. Any equipment,

system and/or area classed as "PCHM" may be investigated or subjected to a sampling

check at the request of the Shipowner during a later survey (e.g. during repair, refit or

conversion), as per 4.2.8.3 of the annex to IMO Resolution MEPC.269(68):


a. “Mercury and mercury compounds” under item 1 of Table 8.1 .2.
b. “Asbestos” under items 2, 3 and 4 of Table 8.1 .2.

2) As per Regulation 5.3 of the Hong Kong Ship Recycling Convention, Part I of the IHM

shall be properly maintained and updated throughout the operational life of the vessel,

reflecting new installations containing Hazardous Materials and relevant changes in

ship structure and equipment, taking into account the Guidelines developed by IMO (as

per 4.3 of the annex to IMO Resolution MEPC.269(68) and / or subsequent IMO

Guidelines).

3) As per Regulation 5.4 of the Hong Kong Ship Recycling Convention, prior to recycling,

the IHM shall, in addition to the properly maintained and updated Part I, incorporate

Part II for operationally generated wastes and Part III for stores, and be verified either

by the Administration or by any person or organization authorized by it, taking into

account the Guidelines developed by IMO (as per 4.4 and 4.5 of the annex to IMO

Resolution MEPC.269(68) and / or subsequent IMO Guidelines).

4) For the issuance of a Statement of Compliance for Inventory of Hazardous Materials,

we have to advise as follows:

a. An onboard auditing survey is to be conducted by an ABS Surveyor to generally

verify that the locations and approximate quantity/volume of hazardous material

as detailed in the stamped IHM booklet reflect those found on the vessel.

b. As per sections 4.3 and 5.2 of the annex to IMO Resolution MEPC.269(68), a

maintenance manual is to be available on board specifying the designated

person responsible for maintaining and updating Part I of the IHM and including

procedures to ensure the necessary updating of the IHM in the event of new

installation or deleted entries and relevant record keeping.

5) From the date the Statement of Compliance on the Inventory of Hazardous Materials

pursuant to Regulation (EU) No. 1 257/201 3 (EU SRR) is issued, the IHM Part I is to be

properly maintained and updated in accordance with the EU SRR.

Materials (IHM) Part I
Asbestos was noted reported on board during review of IHM Part I. As

required per SOLAS Regulation II-1 /3-5 and MSC.1 /Circ.1 374, Asbestos has

to be removed within 3 years from the time it was detected. The attending

Surveyor is to confirm the presence of an Asbestos Management Plan (AMP)

on board the vessel.
