‘A meeting was held under the Chairmanship of CGM (I) cum RO, Jaipur in
Regional Office, Jaipur on 08.02.2019 with representative of Concessionaire M/s Uchit
Expressway Pvt. Ltd., Independent Engineer and NHAI official as per the list enclosed at
Annex-A for project of Chittorgarh-Udaipur section of NH-76
The issues were discussed for the subject project wise and outcome of the
meeting is as under:-
|. Widening of Approaches of Structures at 4 locations: The Concessionaire raised the
issue of widening of approaches of Structure af Design Chainage 231, 232, 280 &
307 under Change of scope. The Independent Engineer and PD, PIU, Udaipur
inferred that the structures width at Km 231, 292 & 260 wie imuie than 10 rir wide
‘and thus has to be retained as per Provision of Schedule-D. IE has mentioned that
the approaches of these three structures which are less than 10 m are fo be
widened and are under the scope of Concessionalre to widen the existing
carriageway to élane. The Concessionaire submitted that as per provision of
Schedvle-D the approaches of such structures (having carriageway width more
than 10m) are to be retained hence if, these approaches are to be widened: it has
to be considered under COS. The maiter was deliberated and i! was decided thal
the Concessionaire shall commence the work of widening of approaches and the
matter will he referred to intorprot. nN committee, NAL HQ for cluification se as
to avoid delay and ensure timely completion of project highway. Further the IE
and the Concessionaire was advised to explore the possibility of widening on inner
side with providing proper tapering to minimize the cost and to use available ROW.
AS regard to siructure at Km 307 (VUIP with ROB), the IE informed that tho
Cartiageway width of the VUP as mentioned in the Schedule-A of the CA is 11.35 m
and hence no widening/reconstruction has been proposed in Schedule-B,
However, at site the width of the VUP is 8.4m on LHS and 8.7 m on RHS and the
width of approaches is 13.<0 + 8,5 from ROB to VUP and 8.8 m from VUP to start of

Opproach towards Chittorgarh. PD/IE has expressed that the widening of this
structure is must as it is less than 10m but the widening of this structure is not
mentioned in Schedule-B of the CA. However, the widening of approaches is
covered under widening mandate of Concessionaire os per CA. It was directed to
the Concessionaire and the IE to submit separate proposal for this location with
Proper justification for appraisal & approval of the Competent Authority.
2. Decision of PUP/CUP at Km 301 & Km 302; As per provision of the CA, PUP of size
7m x 4.5 mis to be constructed at Km 301+470. At this location there is Petrol pump
(on RHS and on LHS there is a small Village road which ends after 300 mts. The
Hon'ble MP, Chittorgarh has desired vide VIP reference to construct one additional
PUP at Sheesham Ki Ghati at Km 302+360 as there is connecting road of 10 to 12
villages at this junction. A meeting in this regard was also held in the Ministry and
Was directed to resolve the matter. The residents of these 10 to 12 villages had also
staged Dhama for long time and only on the assurance by the Hon'ble MP,
Chittorgarh the Dhama was called off. After deliberation uf Ihe issue it was
observed that upon shifling of the PUP from Km 301+470 to 302+360 (Sheesham ki
Ghati jn.) there will be smooth passage of vehicular and pedestrian traffic coming
Mefrom 10 to 12 villages. The proposal was agreed principally by Authority and asked
Independent Engineer to submit detail justification to this effect and concessionaire
tosubmit the drawings accordingly for appraisal to C.A, and for approval
Shitfing_of EHV Ines: The Competent Authority NHAI has conveyed approval for
depositing Supervision charges and Shutdown charges of 08 Nos out of 11 Nos
RRVPNL technically approved EHV line.
4s regard to (1) Modification of 220 KV D/C Debari-Madti line for NH crossing (NH
ch. 304670) (2) Modification of 132 KV S/C Debari-Sukher and 132 KV §/C Dear -
Madri line for NH crossing (NH ch, 304+721 and 304+698) (3) Modification of 132 KV
SIC Debari-HZl line for NH crossing (NH ch. 305+200), the matter was discussed
clong with Electrical expert. The Concessionaire informed that os per earlier
Proposal the proposed centerine {PCL) it was possible to construct 5.5 m wide
Service Road (SR) on LHS and avoid shifting of EHV towers. However, with the
fecent problem of Land Acquisition on RHS near canal crossing the PCL is fo be
shifted on LHS (towards the EHV Towers) by some 2.1 m to 2.5 m, thus there will be
No space left for construction of Service Road on LHS. The Service road on RHS is
already disconnected due to LA problem, Therefore, shifting of all the three lines is
@ bare necessity for the construction of Service Road on LHS, which is also
compulsorily required for the diversion of traffic for construction of VUP including its
approaches at Km 305+973. Ample space is available in utility corridor for shifting
of all the 3 EHV towers. The site was also inspected by the Electrical oxpert along
with the RRVPML staff and the Shifting wus fuunid lo be: Justitied.
in view of Ihe above, It Was decided to consider the shifting of above mentioned
08 Nos of EHV lines, which hos already been technically sanctioned by RRVPNL.
The PD was directed to re-submit the proposal for approval of the Competent
Authority keeping in view of the actual site requirement.
ind for CUP by Hon’! IP: The additlonal structures as Proposed by
Hon'ble MP have. alreckly Leen approved under COS. Al this stage, the
Construction of further more additional structures demanded by Hon'ble MP under
COS will not be feasible as it may require additional time from the slipulated period
Cf completion. As regard to siructure at vilage-Delwas, the Hon'hle MP curing tite
vill Of St.U1-2014 it wus uppised that possibilty will be explored for providing the
service road to be extended along approach of Major bridge and connected
through 1st span of Major bridge. the Concessionaire was advised to submit the
Proposal along with technical justification,
Additional structure in -Vana: In vilage-Vana there are already two existing
CUP along with one proposed PUP within siretch of 300 mis. The matter wes
Giscussed and the demand of villagers and Hon'ble MP for addifional CUP in this
stretch was not found technically feasible. The Concessionaire was advised to take
Recessary administrative help from District administration if the work is stopped by
ihe vilogers. I! was also assured to take up this issue with State Government during
the next meeting of High Power Committee.
‘Structures in Nardharl jes: These two structures have been
Proposed by Hon'ble MP, Chittorgarh under VIP reference and has already been
approved by Competent Authority NHAI under COS. The Concessionaire informed
the problem of land for access near the Subway entry and exit point. The PD/IE
was directed fo examine the site condition technically and take necessary action
accordingly.
Mae7. Works of Saniora Ka kheco & Haraikhedi; The land in tho ROW of Banjaro Ka
Kheda on RHS side is Government land for which the occupants are demanding
‘compensation of land whereas during the acquisition of land for 4-4ane project no
compensation was given for Government land. Ouring é4ane, the cost of the
structures on the Govt. land has been sanctioned and deposited in the CALA
account under Ex-gratia, Even after the sanction of Ex-gratia amount the
occupants are not vacating the land. The Concessionaire informed that they have
Proposed two slage constructions of PUP approaches without any additional
financial implication and ensuring proper safely of traffic within the given
timeframe for which the IE has also consented, The PD was directed to liaison with
District Administration for vacating the occupanis from the acquired Govt. land in
Banjaro Ka Kheda & for possession of land within ROW at Hazaikheci.
8. 5 man Te id Maz ns: It was advised to construct
the Service road as per LA availability. Meanwhile, for slow moving traffic a 2.5m
wide lane may be considered together with 3-anes at Mazaar Location only. The
service road fo be constructed to the full length on both sides of Temple, Mazcar
and necr Mazaar merges with MCW. Beyond mazaar towards Udaipur side the
service road shall be formed by hill cutting. The shifting of the Temple issue shall be
taken with district administration.
9. Reduction in Servi in colions: The concessionaire was
advised to identify the stretches where there is hindrance in construction of Service
road due to land acquisition. It was decided to construct service road with width
no! less than 5.5 m in these locations and for the balance land, proposal for
acquisition through gazette notification may be initicted at the earliest. And in
case ROW is not sufficient for even 5.5m service road then proposal under
Purchase through mutual consent may be Initiated and submitted for approval of
Competent Authority as per the NHAI guidelines issued in this regard.
