Office of the Municipal Administrator

Mandate:
Assist in the coordination of work of all the officials of the government unit, under the
supervision, direction, and control of the mayor, and for this purpose, he/she may convene the
chiefs of offices and other officials of the local government unit.

Vision:
To establish and maintain a sound personnel program for the local government unit
designed to promote career development and uphold the merit principle in the local
government service.

Mission:
Conduct a continuing organizational development of the local government unit with the
end in view of instituting effective administrative reforms.

Organizational Outcome:
Develop plans and strategies and upon approval thereof by the mayor, as the case may
be, implement the same particular those which have to do with the management and
administration-related programs and projects which the governor or mayor is empowered to
implement and which the sanggunian is empowered to provide for the Code R.A. 7160.

Office of the Sangguniang Bayan

Mandate:
The Sanggunian’s office is mandated to enact ordinances, approve resolutions, and
appropriate funds for the general welfare of the municipality and its inhabitants pursuant to
section 16 of R.A. 7160 and in the proper exercise of the corporate powers of the municipality
as provided for under section 22 of this Code.

Vision:
To provide efficient and effective delivery of the basic services and facilities and to
maintain peace and order of the entire municipality.

Mission:
To initiate legislation particularly on the improvement of local resources and apply the
same to the implementation of the development plans, program objectives and priorities and
peace and order measures in order to bring about necessary economic and political progress.

Organizational Outcome:
Approve ordinances and pass resolutions necessary for an efficient and effective
municipal government and maintain peace and order by enacting measures to prevent and
suppress lawlessness, disorder, riot, violence, rebellion or sedition and impose penalties for the
violation of said ordinances.
Office of the Municipal Planning and Development Coordinator

Mandate:
Exercise and provide general administration and support services in the office of the
MPDO; Formulate integrated economic, social, physical, and other develop plans and policies
for consideration of the local government development council; conduct continuing studies,
researches, and training programs for implementation; integrate and coordinate all sectors
concerned in accordance with the approved development plan; prepare comprehensive plans
and development planning documents for the consideration of the local government council;
analyze the income and expenditure pattern, and formulate and recommend fiscal plans and
policies for consideration of the finance committee of the local government unit concerned as
provided under Title Five Book 11 of RA 7160; Promote people participation in development
planning with the LGU concerned; exercise supervision and control over the secretariat of the
Local Development Council; and exercise such other power and perform such other functions
and duties as may be prescribed by law or ordinance.

To become a dynamic and reformist municipality, peaceful, healthy society, educated
transparent leaders and empowered citizens with strong governance supported by proactive
allies.

Mission:
To provide plan and recommend development programs/ projects and set needs of the
same to uplift socio-economic welfare of the municipality.

Office of the Municipal Civil Registrar

Mandate:
The LCR Office is mandated to: exercise and provide general administration and support
services in the Municipal Local Civil Registrar; develop plans and strategies and upon approval
thereof by the mayor, implement the same, particularly those which have to do with civil
registry programs and projects which the mayor is empowered to implement and which the
Sanggunian is empowered to provide for under the Code; file, keep, and preserve in a secure
place the book required by law; transcribe and enter immediately upon receipt all registerable
documents and judicial decrees affecting the civil status of a person in the appropriate registry
vook; and exercise such other power and perform such other functions and duties as may be
prescribed by law or ordinance.
Vision:
The office shall serve to the highest degree of ethical standard and integrity to ensure
competence and accountable governance in providing services in a oen-stop-shop to our
customer/ client.

Mission:
To provide effective and well-organized delivery of service with regards to civil registry
programs and activities; and to administer justice within the territorial limit of the LGU;

Organizational Outcome:
Prompt and accurate registrable documents in the civil registry.

Office of the Municipal Treasurer

Mandate:
The Municipal Treasurer’s office is mandated to: exercise and provide general
administration and support services in the office of Municipal Treasurer; advice the municipal
mayor, the sanggunian, and the department heads concern regarding disposition of local
government fund, and on such other matters relative to public finance; take custody and
exercise proper management of fund of the LGUs; take charge the disbursement of all local
government funds and such other funds as custody of which may be enlisted to him by law and
other competent authority; inspect private, commercial and industrial establishment within the
jurisdiction of the local government unit concern in relation to the implementation of tax
ordinances, pursuant to the provision under book 11 of the Code; maintain and update the tax
information system of the local government unit concern; to assist the 5 barangays in the
development of local financial resources and to establish efficient tax collection; provide the
delivery of basic service relative to treasury as provided in Section 479 of the RA 7160; exercise
such other power and perform such other functions and duties as may be prescribed by law or
ordinance.

To strengthen the financial management services of the municipal government.

Mission:
To come up with revenue generation program and intensify the collection of delinquent
taxes.

Treasury and Financial Management services.
Office of the Municipal Accountant

Mandate:
The Municipal Accountant is mandated to: Exercise and provide general administration
and support services in the office of the Municipal Accountant; maintain internal audit system
in the local government as provided in Section 424 of the local government code of 1991;
prepare and submit financial statement to the mayor and to the Sanggunian concerned; apprise
the Sanggunian and other local government officials on the financial condition of the LGU
concerned; omply as to the auditability of budgetary allotment to which expenditures and
obligations may be properly charged; review supporting documents before preparation of
vouchers and liquidations of the some and other adjustments related thereat; post individual
disbursements in the ledgers and index cars; maintain individual ledgers for officials and
employees of the LGU; exercise such other power and perform such other functions and duties
as may be prescribed by law or ordinance.

orderly, ethical, economical, efficient, and effective auditing.

Mission:
To deliver sound, reliable, and economical accounting and auditing services.

To provide reliable and effective accounting and auditing services.

Office of the Municipal Assessor

Mandate:
The Municipal Assessor is mandated to: Exercise and provide general administration and
support services in the office of the Municipal Assessor; to initiate and recommend changes in
policies and objectives , plans and programs, techniques, procedures and practices in the
valuation and assessment of real property for taxation purposes; to establish a systematic
method of real property assessment, install and maintain a real property classification and
accounting system; prepare, install, and maintain a system of tax mapping, showing
geographically all property subject to assessment and gather all data concerning the same;
conduct frequent physical survey to verify and determine whether all real properties within the
municipality are orderly listed; exercise the function of appraisal and assessment primarily for
taxation purposes of all real properties in the LGU concerned; prepare a schedule of fair market
value for the different real properties in accordance with book 11 of the Code; issue upon
request of any interested party, certified copies of assessment, record of real property and all
other records relative assessment upon payment of a service charge by the treasurer; submit
every semester a report of assessment, as well as cancellations and modifications to the LCE
and tge Sanggunian concerned; exercise such other power and perform such other functions
and duties as may be prescribed by law or ordinance.

equitable real property assessment and taxation.

Office of the Municipal Engineer

Mandate:
The Municipal Engineer is mandated to: exercise and provide general administration
and support services in the office of the Municipal Engineer; initiate, review and recommend
changes in policies and objectives, plans, programs, techniques, and practices in infrastructure
development and public works in general of the LGU concerned as provided under Section 477
(b) (1) of the RA 7160; advise the mayor, as the case may be, on infrastructure, public works,
and other engineering matters; administer, coordinate, supervise, and control the construction,
maintenance, improvement, and repair of roads, bridges, and other engineering and public
works projects of the local government unit concerned; provide engineering services to the
local government unit concerned, including investigation and survey, engineering designs,
feasibility studies, and project management; and to exercise such other power and perform
such other functions and duties as may be prescribed by law or ordinance.

To enhance the well-being and welfare of our constituents through sound
infrastructure.

Office of the Secretary to the Sangguniang Bayan

Mandate:
The office of the Secretary to the Sangguniang Bayan as mandated shall provide efficient
and effective secretariat support to the Sangguniang Bayan in carrying out its duties and
responsibilities as a legislative body in accordance with RA 7160 or otherwise known as Local
Government Unit Code of 1991; and to exercise such other power and perform such other
functions and duties as may be prescribed by law or ordinance.

Vision:
We envision the office of the Secretary to the Sangguniang Bayan as a functional and
effective Legislative Secretariat that supports the mandate of the Sangguniang Bayan in making
relevant legislations towards a progressive municipality of Hadji Panglima Tahil.

Mission:
The office of the Secretary to the Sangguniang Bayan shall ensure compliance with
pertinent rules and regulations in the enactment of ordinances and resolutions and shall
efficiently perform all other functions congruent to the directives under the Local Government
Code of 1991.

Organizational Outcome:
Efficient and effective delivery of secretariat services to the legislative body members
that will augment them in carrying out their duties and responsibilities.
