Macapagal Arroyo na matapos at
magamit ang NorthRail tulad ng
kanyang ipinangako sa pagsi-
simula nito.
“Determinado kaming ituloy
at tapusin ang proyekto tulad ng
pangako ni PGMA,” ani Pamin-
tuan.
Binanggit din niya na na hindi
pa tuluyang inaabandona ng mga
Tsino ang proyekto at patuloy pa
silang nakikipag-usap sa mga ito.
“Hindi pa kanselado ang kon-
trata,” aniya.
Patungkol naman sa bumubuo
ng pamunuan ng NorthRail, ipi-
nahiwatig niya na may mga mapa-
palitan nang sabihin niya na,
“We’ll bring in a new board and
set the basic mechanisms to get it
off the ground.”
Ang konsepto ng proyektong
NorthRail Project ay nabuo noong
kalagitnaan ng dekada ’90. Ito ay
naglalayon na makapagbigay ng
mabilis at maayos na sasakyang
bibiyahe sa pagitan ng Kalakhang
Maynila at Gitnang Luzon sa pa-

ang pagsasapera ng nasabing IRA
dahil batay sa Local Government
Code dapat ay ibinibigay iyon ng
buo sa mga pamahalaang lokal at
walang bawas.

na P44 milyon ay mapupunta sa

dahil kapag nakuha ang pera at

gunian. Hindi naman nagsisikibo,
pinasusuweldo ng taumbayan.
Ilan sa kanila ay hindi nag-

siding officer ng, “May umaayon
ba?”

Hinahatiran pa sila ng mer-

Sabi ng isa pa, may posibilidad

Don’t tread on the ducks
“THREE women asked St. Peter
at the Pearly Gates for entry and
got a surprise condition,” begins
the story emailed by a friend. “You
must not step on the ducks.”
“What have we got to lose?” the
three agreed after protracted con-
sultation. So, they signed the con-
sent form. And the gates opened.
The place was more than they ex-
pected. “Eye has not seen nor ear
heard the joys that the Lord pre-
pares for those who love Him.”
There were also ducks all over
the place. A week later, one lady
got careless and trampled on a
duck. In a split second, St. Peter
appeared. Without a word, he hand-
cuffed the erring lady to the ugli-
est man they’d ever seen, and left.
Three days later, the second lady
squashed a duck. In a split second,
the same drill happened. Only this
time, the man, on the other end of
the handcuff, was even uglier.
Cebu Calling
THE practice of labeling and
branding is a fact of life. But I
personally don’t quite like it, es-
pecially when applied to people,
precisely because it tends to con-
fine and stereotype us.
We are persons, not things, not
animals. As such, we are intelli-
gent beings and free spirits that
could not and should not be re-
duced and straitjacketed to a set
image or type.
There may be something per-
manent in us, or characteristics
that are stable, but we should
never forget that we also change,
and in fact in certain aspects, we
need to change.
We have to learn to grapple and
blend these two facets. It’s no
easy task, and given their ticklish
linkage and the profuse confusion
around, we really need to have the
appropriate understanding and
skills to carry it out.
Of the permanent category
would be our nature as rational
beings, as persons with intelli-
gence and will, and as beings sub-
ject not only to reason but also to
faith. We also are social beings,
and not just individuals. These
should always be a given, and con-
tinually reinforced.
But alas, nowadays and espe-
cially in some supposedly think-
ing circles, a few of these perma-
nent features are doubted and
questioned. Categories that used
to be traditionally or culturally
obvious and taken for granted are
now put in reservation.
Our more stable characteris-
tics would be in the area of our
character, personality, social back-

THE man was rather upset and
was on the verge of flaring up as
he narrated to me an argument
he had with his driver.
“Oh no, Father …,” he said try-
ing his best to remain calm. “It
wasn’t at all about his driving. It
was due to his destructive initia-
tive of cutting down my Saraka
sapling.”
“Saraka sapling?” It was my
first time to hear of such a plant.
“It’s a rare tree, Father. It’s
famous for being the king of flow-
ering trees.”
“Then why did he cut it
down?”
“He thought the tree had al-
ready withered up. But in reality
it was only going through its ‘dor-

all these, became extremely care-
ful. Months passed without inci-
dent. Suddenly, St Peter showed
up and, without a word, handcuffed
her to the handsomest man she
had ever seen.
“Was this a reward?” she cooed
while fluttering her eyelashes at
the gorgeous hulk.
“I don’t know about you lady,”
the man replied. “But I stepped
on a duck.”
In reaction to this story, a stu-
dent asked. Who then can stay in
heaven? “Ask the blind rabbit,”
was the reply from my story-teller
friend.
“One morning, a sightless
bunny hopped down the trail —
and tripped over a large snake. He
landed right on the snake’s twitch-
ing nose.”
“Sorry. Please excuse me,” said
the bunny. “I didn’t mean to trip

ground, IQ, physical and biologi-
cal constitution, etc. In our deal-
ings with one another we should
also consider all these to attain
greater propriety in our relations.
But there are many things that
change. Flux dominates our physi-
cal and affective life. And this is
more so in our ideas, thoughts,
desires and plans. And yet in this
flow, certain steady traits can be
noted, giving rise to the need for
labeling and branding.
This is where we have to be
most careful. This practice of clas-
sifying, pigeonholing and packag-
ing should be pursued with the
constant awareness that there are
elements in us that change, or are
capable of changing and should
change. This needs frequent self-
checking and self-renewals.
Especially in our social life, and
in politics to be more specific, this
unavoidable business of labeling
and branding has to be pursued
with extreme care.
Now that our politics is enter-
ing a more intriguing phase, es-
pecially in the more developed
countries like the U.S. where poli-
tics is increasingly reflecting a
culture of war, we need to be most
charitable.
There, it is common to brand
people as either conservative or
liberal, right-wing or left-wing,
etc. While there are valid reasons
to do so, we should not allow this
labeling to deteriorate into name-
calling, insulting, carping and
things like those.
We need to continually remind
ourselves in our political discus-
sions that we are dealing with

“That’s perfectly all right,” re-
plied the snake. “To be sure, it was

you coming. By the way, what kind
of animal are you?”
“Well, I really don’t know,” said
the rabbit. “I’ve been blind since
birth and I’ve never seen myself.
Maybe you could examine me and
find out.”
So the snake felt the rabbit all
over and said: “Well, you’re soft,
cuddly, and have long silky ears,
with a fluffy tail and a twitchy nose.
You must be a rabbit!”
“I can’t thank you enough,” the
rabbit replied. “But by the way,
what kind of animal are you?”
The snake replied that he
didn’t know either. So, the bunny
agreed to examine him and when

persons, and not just a faceless
crowd, a mob that can be treated
without attention to refinement
and charity, or mere points. We
are all brothers and sisters, all
children of God.
Our differences and conflicts
should not undermine this basic
requirement. Thus our Lord put
it as the acme of charity to “love
your enemy.” We just have to find
a way to resolve our differences
with patience, knowing that truth
and charity cannot and should not
be separated.
We have to go beyond top-of-
mind responses, and learn to pro-
cess and deliberate our reactions.
We have to be good-mannered al-
ways, seeing to it that our emo-
tions, while allowed to show al-
ways, should be under control.
Our arguments and reasons
should be crafted with clear ori-
entation to the common good. We
have to learn to listen to one an-
other, and to be magnanimous. We
have to purify our discussions of
any accumulating traces of re-
sentment and bitterness.
The forcefulness with which
we infuse our views, if we know,
can be done with affection. It can
even be given with a dash of hu-
mor. The result will always be a
smashing hit that gladdens every-
one, including our opponents.
What is more, discussions un-
der these conditions facilitate the
search for more fruitful and use-
ful findings. They also foster soli-
darity among ourselves so we can
attain our common good more
easily.

The book of all seasons
IN the third century, there was a
monk named Antony who lived a
lifetime all alone in the endless
desert of Egypt. Despite his iso-
lation, he kept up a lively corre-
spondence with many of the
prominent personalities of the
day. Emperor Constantine would
write to ask for his advice. Other
hermits would write asking for his
prayers.
One day, one of the monk’s
pupils expressed surprise that
even kings and emperors wrote
him. The saintly hermit an-
swered, “Think nothing of it.
What the emperor writes is noth-
ing special. And what the other
famous people write about is not
even worth mentioning. As a mat-
ter of fact, I know of only one let-
ter which is really worth reading,
and re-reading, and thinking
about.”
Coming from the mouth of the
monk, he was surprised to hear
that such letter existed. He
wanted to know who could have
written such a special kind of let-
ter. So, Antony told him, “The let-
ter that I am talking about was
written for us, humans, by God
Himself. We call it the Bible.”
“The gospel is not a book; it is
a living being, with an action, a
power, which invades every thing
that opposes its extension, be-
hold! It is upon this table: This
book, surpassing all others. I never
omit to read it, and every day with
some pleasure,” said French em-
peror Napoleon Bonaparte.
American presidents believe in
the sanctity of the Bible. Nobel
Peace Prize winner Woodrow Wil-
son said, “When you have read the
Bible, you know it is the word of
God, because it is the key to your
heart, your own happiness, and
your own duty.” Even before him,
there was Abraham Lincoln, who
admitted, “I believe the Bible is
the best gift God has ever given
to man. All the good of the Savior
of the world is communicated to
us through the Book.”
Famous authors also draw in-
spiration from the Bible. French
writer Victor Hugo said, “England
has two books; the Bible and
Shakespeare. England made
Shakespeare, but the Bible made
England.” German writer and
scientist Goethe commented, “I
look upon all four Gospels as thor-
oughly genuine, for there shines
forth from them the reflected
splendor of a sublimity proceed-
ing from Jesus Christ.”
At one time, a man was asked
to tell his favorite Bible verse.
“And it came to pass,” the man
replied. This surprised the inter-
viewer because it is not a quoted
passage; although it is mentioned

not a verse. Yet, the man insisted
that “and it came to pass” was
one of the meaningful to him.
In every trouble, he explained,
he thinks of this Biblical line. The
problem, the difficulty, did not
come to stay; it came to pass. It
came to leave its imprint upon
his personality and his character.
It came to teach its particular les-
son. But it was not, of itself a fi-
nality. It did not come to stay. It
came to pass.
And so it came to pass that a
prisoner was locked up to a soli-
tary confinement and was given a
Bible as his only companion. So,
he studied it very carefully for sev-
eral years. Long before the days
of computers, he discovered the
following facts:
The Bible contains 3,586,489
letters and 773,692 words. It has
31,173 verses and 1,189 verses.
The word “and” occurs 46,277
times. The middle verse in the
entire Bible is verse 8 of Psalm
118. All the letters of the alpha-
bet are found in Ezra 8:21. The
longest verse is Esther 8:9 while
the shortest is in John 11:35.
The prisoner discovered all
these facts but nowhere in the
story revealed that the message
of the Bible touched the prisoner’s
heart. Yes, he missed the main
point. “I am the way, the truth,
and the life,” Jesus said (John
14:6).
Is the Bible inspired by God
for real? Robert Dick Wilson, flu-
ent in more than 45 languages
and dialects, concluded after a
lifetime study of the Old Testa-
ment: “I may add that the result
of my 45 years of study of the Bible
has led me all the time to a firmer
faith that in the Old Testament,
we have a true historical account
of the history of the Israelite
people.” And respectable
newsweekly Time declared:
“Reputable scholars now believe
that the New Testament account
is reliable history.”
“This book had to be written
by one of three people: good men,
bad men or God,” British religious
leader John Wesley said. “It
couldn’t have been written by
good men because they said it was
inspired by the revelation of God.
Good men don’t lie and deceive.
It couldn’t have been writ-
ten by bad men because bad
men would not write some-
thing that would condemn
themselves. It leaves only one
conclusion. It was given by di-
vine inspiration of God.”

Jesus sought to fill himself with fruits

to find any, our Lord curses the tree

Surely our Lord, being the Creator
of all things, would be more knowl-
edgeable than anyone else about the
nature of trees. Thus, it would have
been only natural for Him to under-
stand and respect the laws innate in
creatures. But here, our Lord isn’t
teaching us botany, but to use the par-

BGP sa lalawigan ay may alokasyong 80
hangggang 100 kabang bigas na ibine-
benta sa loob ng isang linggo, at ang mga
TN ay may 30 kabang alokasyon, habang
ang mga TNP ay may 40 kaban.
Ipinaliwanag ni Ed Camua, informa-
tion officer ng NFA-Bulacan, na ang bigas
ng NFA na nagkakahalaga ng P18.25
bawat kilo ay sa mga TN at TNP outlet
na lamang sa barangay ibinebenta,
samantalang ang ibinebenta ng mga
BGP sa mga palengke na NFA rice ay
P25 bawat kilo. Ang pagbebenta ng bigas
na P25 bawat kilo sa mga BGP, ani
Camua, ay isang hakbang upang mahila
pababa ang presyo ng commercial rice
na ibinebenta ng mga komersyante sa
halagang P30 pataas bawat kilo.
Idinagdag pa niya na isa sa mga
dahilan kung bakit sa mga barangay na
lamang ibinebenta ang bigas ng NFA na
may halagang P18.25 ay upang mas
mapakinabangan iyon ng mas mahihirap
na mamamayan.
Sa kabila ng pagbabago ng presyo ng
bigas ng NFA sa mga palengke, sinabi ni
Camua na patuloy iyong tinatangkilik
ng mga Bulakenyo dahil sa murang
presyo nito.
“Marami ang nagtitipid sa gastos kaya
mas pinipili nila ngayon ang murang
bigas mula sa NFA,” ani Camua.
Binigyang diin naman niya na kahit
mura ang bigas ng NFA ay halos kapareho
nito ang kalidad ng mga bigas na ibine-
benta ng mga komersyante sa komersyal
na presyo.
“Di tulad noon, maputi at maganda
ang butil ng bigas ng NFA ngayon” ani
Camua patungkol sa klase ng bigas na
dating ibinebenta ng kanilang tang-
gapan, na karaniwan ay pinipintasan ng
mga mamimili.
Sinabi niya na higit na mababa ang
presyo ng bigas ng NFA kumpara sa bigas
na ibinebenta ng mga komersyante na
nagkakahalaga ng P30 hanggang P39
bawat kilo.
Tungkol naman sa presyo ng palay,
sinabi ni Camua na umaabot na sa P21
hanggang P22 ang bili bawat kilo ng mga
komersyante sa Bocaue, habang nana-
natili sa P17 bawat kilo ang bili ng NFA.
“Pabor sa mga magsasaka ang presyo
ng palay sa Bocaue, pero pabor naman sa
mga consumer ang benta ng NFA sa
bawat kilo ng bigas,” ani Camua.
Matatandaan na may namatay na
mag-asawa sa Marilao, samantalang 717
pamilya ang pansamantalang inilikas sa
iba’t ibang bayan sa lalawigan noong
Hunyo 22 sanhi ng pananalasa ng
bagyong Frank. Umabot sa mahigit P170
milyon ang halaga ng nasalantang
pananim at mga isda sa mga bukirin at
mga palaisdaan, samantalang may 115

ORDER
In a verified Petition dated June 17, 2008, of the petitioner Christopher
Funtilar Caguimbal, alleging among others, that petitioner is of legal
age, single, Filipino, and with residence and postal address at Blk. 17
Lot 14, Ph 3-B Brgy. Dela Paz, Antipolo City where he may be served
with summons and other court processes; the respondent Local Civil
Registrar of Balagtas, Bulacan, on the other hand, is a public officer
charged with the civil registration within his territorial jurisdiction and
is holding the office at Balagtas, Bulacan, where he/she may be
served with summons and other court processes; the repondent
National Statistics Office, represented by its Administrator and Civil
Registrar General-Carmelita N. Ericta, is a government agency tasked
with the duty of keeping statistical records of documents, and the
generation of statistics, and may be served with summons and other
court processes at National Statistic Office, East Avenue, Diliman,
Quezon City; the respondents Sps. Carlos Miyahira Caguimbal and
Emma N. Funtilar who are indispensable party in this petition, and
may be served with summons and other legal processes at Block 17,
Lot 14, P-3B, Purok Imelda, Brgy. Dela Paz, Antipolo City; that peti-
tioner was born on August 27, 1983 at Balagtas, Bulacan to the
Spouses Carlos Miyahira Caguimbal and Emma N. Funtilar. Upon
securing a copy of his Birth Certificate sometime in January 2007 he
was surprised to find out that in his Certificate of live Birth issued by
the National Statistic Office, the middle name and birth place of his
father as appearing therein were entered as “Mejahera” (Annex “A-
2”) and “Naga City” (Annex “A-3”) respectively but in truth and in
fact, in the Certificate of Live Birth of his father (Annex “B”), the
same were entered as “Miyahira” and “Bombon, Camarines Sur”
respectively, which is the truth and correct middle name and birth
place of his Father. Likewise, the date of marriage of his parents as
appearing therein was entered as “March 7, 1983” (Annex “A-4”)
instead of April 7, 1998 which is thrue and correct date of marriage of
his parents; that the error in the above entries in the Certificate of live
Birth was due to a misunderstanding between the informant and the
records officer; to avoid confusion and to put things in legal perspec-
tive and to conform to his official records and documents, it is
necessary that a change in the entries be made in the Certificate of
Live Birth from the middle name of his father as appearing therein
entered as “Mejahera” be corrected to “Miyahira” and his father’s
birthplace from “Naga City” be corrected to “Bombon, Camarines
Sur”, likewise, the date of marriage of his parents as appearing
therein as “March 7, 1983” be changed to “April 7, 1998”, that such
change and /or correction is not being done in order to perpetuate
fraud, or any miscarriage of justice, or even to evade prosecution,
petitioner is not unmindful that as a consequence of filling this peti-
tion, he is required by law to pay the docket fess and other necessary
legal fees in order for the said petition to prosper. However, he cannot
afford to pay the said fees as he is an indigent. Besides, pursuant to
OCA CIRCULAR NO. 121-2007 (Annex “E”), he, being a client of
Public Attorney’s Office is exempt from payment of docket and other
fees incidental to instituting an action in court and other quasi-judicial
bodies, as an original proceeding or on appeal; petitioner prays of this
Honorable Court, after publication, due notice and hearing that an
order be issued directing the Local Civil Registrar of Balagtas, Bulacan
that the corrected entries be made in the Certificate of Live Birth of
the herein petitioner from the middle name of his father as appearing
therein entered as “Mejahera” be corrected to “Miyahira” and the
birthplace of his father from “Naga City” be corrected to “Bombon,
Camarines Sur”, likewise, the date of marriage of his parents as
appearing therein as “March 7, 1983” be corrected to “April 7, 1998”.
It appearing that the petition is sufficient in form and substance, SET
this case for hearing on August 20, 2008 at 10:00 a.m. at which date
and time, all persons interested and who may have opposition thereto
may appear and show cause, if there be any, why the same should
not be granted. Let a copy of this Order be published at the expense
of the petitioner in any newspaper of general circulation within the
province of Bulacan once a week for three (3) consecutive weeks.
Furnish the Office of the Solicitor General, Office of the Provincial
Prosecutor of Bulacan, National Statistics Office, the Local Civil

NLEX mula sa Balintawak hanggang sa Sta. Ines sa
Mabalacat, Pampanga. Itong pagbaba ng toll fee sa NLEX
ay ikalawa mula noong Enero 1, 2007. Ang kasalukuyang
toll fee reduction ay ipatutupad hanggang sa Disyembre
31, 2010.
Batay sa ulat ng MNTC, babawasan ng P6 ang toll fee
ng mga sasakyang Class 1 o mga kotse na bumibiyahe sa
kahabaan ng NLEX. Ang toll sa mga Class 2 o mas
malalaking sasakyan ay babawasan ng P14, samantalang
ang bayad ng Class 3 vehicle o mga truck ay babawasan ng

ism (PCIJ) won the top
awards in the 19th Jaime
V. Ongpin Awards for Ex-
cellence in Journalism
(JVOAEJ) for works pub-
lished in 2007.
The CMFR announced
the results during the an-
nual JVOAEJ ceremonies at
the Asian Institute of Man-
agement in Makati, Metro
Manila on June 26. The
CMFR has been the admin-
istrative and technical sec-
retariat of the JVOAEJ
since 1990.
The JVOAEJ this year
scanned the print media
for investigative and ex-
planatory articles pub-
lished in 2007, and then
focused on the urgent is-
sues of human rights, the
environment and gover-
nance and corruption to
encourage reporting on
these concerns.
“Trapped in a web of
lives” by Glenda M.
Gloria, which was pub-
lished in the December
2007-February 2008 issue
of Newsbreak and “The
battle for Manila’s gate-
way” by Roel Landingin
and published in the Sep-
tember-December 2007
issue of N e w s b r e a k ,
were judged the best hu-
man rights and gover-
nance reports, respec-
tively. Each received a
plaque of distinction and
a cash prize of P70,000.

Marshall McLuhan Prize,
a travel study tour of
Canada, will go to Glenda
M. Gloria. This is the 12th
year that the Canadian
Embassy has awarded the
Marshall McLuhan Prize
in the JVOAEJ.
The Australian Em-
bassy named Roel Landi-
ngin as the recipient of the
Australian Ambassador’s
Award, a travel grant to
Australia. It was the sixth
time that the Australian
Embassy presented the
Australian Ambassador’s
Award in the JVOAEJ.
The first JVOAEJ was
launched in 1990 to honor
the late Jaime V. Ongpin
who was secretary of fi-
nance during the Aquino
administration.
A press freedom advo-
cate, Ongpin was involved
in the struggle against the
Marcos dictatorship and
was instrumental in har-
nessing public support for
the restoration of democ-
racy in the country.
The JVOAEJ this year
was sponsored by the Open
Society Foundation Media
Program and the Ateneo de
Manila University.
