Subject: DIVISION OF TASKS AND RESPONSIBILITIES

FOR THE DEPED TV PROJECT

In view of the awarding of the DepEd TV Project to Ei2 Tech, Inc., the Office
of the Undersecretary for Administration (OUA) hereby defines and releases the
following division of tasks and responsibilities between the DepEd TV Private
Contractor (Ei2 Tech, Inc.), the DepEd TV Project End User (ICTS-EdTech), and the
DepEd TV Portfolio Management (OUA-ICTS) teams for purposes of contract
implementation, project operationalization, and harmonization of works:

1. Tasks and Responsibilities of DepEd TV Private Contractor (Ei2 Tech,

Inc.)

a. The DepEd TV Private Contractor shall be responsible for the delivery

of services according to the specifications in the terms of reference and
contract provisions of the DepEd TV Project 2020c-ICTS (003)-BI-
NPEC-034;

b. The DepEd TV Private Contractor shall be the overall-in-charge of

management of the DepEd TV Project;

c. The DepEd TV Private Contractor shall hire or engage, in a sub-

contract agreement, under its own terms and conditions, and within
what is allowed under its contract with DepEd, various professionals
eligible to deliver needed services to fully comply with the requirements
of the DepEd TV Project. All employees and sub-contractors shall
remain to be under the full authority of the DepEd TV Private
Contractor and shall receive all instructions and directives from the
DepEd TV Private Contractor only. Payment thereof shall also be under

 the sole responsibility of the DepEd TV Private Contractor, thus DepEd
does not have any obligation to anyone employed or contracted by Ei2
Tech Inc.;

d. The DepEd TV Private Contractor, after a selection process, shall

recommend Teacher-Broadcasters who will undergo DepEd TV
training and classify them as On-camera, Understudies, Production,
Post- Production, and/or Volunteers;

e. The DepEd TV Private Contractor shall issue instructions and

directives for compliance of DepEd employees, such as Teacher-
Broadcasters classified as On-camera, Understudies, Production,
Post- Production, and/or Volunteers;

f. All production work pertaining to DepEd TV, except those assigned to

DepEd employees, shall be performed by employees/sub-contractors
hired/engaged by the DepEd TV Private Contractor;

g. The DepEd TV Private Contractor may request for replacement or

promotion of any of the Teacher-Broadcasters assigned after a
thorough evaluation of their performance by their respective
production heads and by the DepEd TV Project End User;

h. The DepEd TV Private Contractor shall take responsibility in providing

a “Quality Assurance Team” that will intricately examine every
television lesson prior to the shooting and airing of episodes. The team
shall be composed of experts and professionals related to the subject
content of the television lesson;

i. The DepEd TV Private Contractor shall immediately correct any errors

found in episodes that were aired/broadcasted and/or uploaded in
online platforms. It shall immediately provide the DepEd TV Project
End User and DepEd TV Portfolio Management with DepEd TV Error
and Correction Report enumerating the details of the error and the
corrections to be made or have been applied. Such report will be
transmitted by the DepEd TV Portfolio Management to the OSEC, the
Curriculum and Instruction Strand, and/or to the Public Affairs
Service for internal guidance and/or public announcement;

j. The DepEd TV Private Contractor shall tap the Teacher-Broadcasters

within the standard working hours of DepEd, exceptions due to the
exigency of the service may be requested, but the total number of
working hours per week must be taken into consideration. It shall take
into consideration, as much as possible, a no work policy during
Sundays and holidays to promote family bonding in those days;

k. The DepEd TV Private Contractor shall provide meals (for production

members and Teacher-Broadcasters), transportation (for production
 members), hair and make-up services (for Teacher-Broadcasters),
directors of photography, and audio-video equipment for shoots and
complete post-production services;

l. The DepEd TV Private Contractor shall export and format all television
lessons based on the specific requirements of the partner TV networks,
channels and/or cable channels, as well as the requirements of DepEd
online platforms including, but not limited to, DepEd Commons and
DepEd TV YouTube Channel;

m. The DepEd TV Private Contractor shall coordinate with partner

network/s on the submission of television lessons; and

n. The DepEd TV Private Contractor shall provide any and all portable
storage devices for the distribution of television lessons to television
and cable channel partners.

2. Tasks and Responsibilities of the DepEd TV Project End User (ICTS-

EdTech)

a. The DepEd TV Project End User shall provide the lineup of lessons,
referred to in production as the Program Grid, and approval of the
schedule of lessons to be aired;

b. The DepEd TV Project End User shall coordinate with other

government agencies and offices and/or external private partners, and
facilitate the processing of permits for shoot locations;

c. The DepEd TV Project End User shall provide the logistics and
coordination pertaining to the shoots of Teacher-Broadcasters;

d. The DepEd TV Project End User shall regularly upload the produced
television lessons to DepEd Commons, DepEd TV YouTube Channel,
DepEd TV Facebook Page, and all other official DepEd platforms;

e. The DepEd TV Project End User shall provide any and all Cloud storage
required for the raw footage, assets, and/or edited materials of DepEd
TV;

f. The DepEd TV Project End User shall study and recommend the
approval of requests for Teacher- Broadcasters to go beyond the
normal working hours of DepEd; and

g. The DepEd TV Project End User shall review if the deliverables of the
DepEd TV Private Contractor comply with the specifications in the
terms of reference and provision of its contract.
3. Tasks and Responsibilities of DepEd TV Portfolio Management (OUA-
ICTS)

a. The DepEd TV Portfolio Management team shall immediately

constitute the DepEd TV Production Management Board to be
composed of the Undersecretary for Administration as Chairman,
Director of ICTS as Vice Chairman, President of the Ei2 Tech Inc., Head
of the ICTS-EdTech, and the OUA ICT Designated Consultant as
Members. The ICTS Director, Ei2 President, and ICTS-EdTech Head
may recommend alternative representatives to the board. The
Chairman may change the membership structure and/or terminate
the role of any incumbent member of the board;

b. The DepEd TV Portfolio Management team shall ensure that all

provisions of the DepEd TV Project 2020c-ICTS (003)-BI-NPEC-034
documents, reference materials, terms of reference, and contracts are
followed to the letter;

c. The DepEd TV Portfolio Management team shall coordinate with all

other DepEd offices, particularly the Curriculum and Instruction (CI)
Strand, for the contents of DepEd TV episodes and all other related
undertakings that fall under the jurisdiction of the said strand;

d. The DepEd TV Portfolio Management team shall coordinate with the

Office of the Secretary (OSEC), Execom, Mancom, and all other offices
of the DepEd for the status, welfare, benefits, and all related matters
to DepEd employees involved in the DepEd TV Project, such as but not
limited to, Teacher-Broadcasters, Production Staff, etc.;

e. The DepEd TV Portfolio Management team shall approve the selection

and assignment of the Teacher-Broadcasters. It will then endorse the
selected DepEd employees to the DepEd TV Private Contractor;

f. The DepEd TV Portfolio Management shall approve requests for the

replacement or promotion of any of the Teacher-Broadcasters, and the
approval of extension hours beyond the normal daily or weekly working
hours of DepEd employees; and

g. The DepEd TV Portfolio Management will ensure that DepEd’s

obligation under the signed Memoranda of Agreement (MOAs) with
various TV network partners are properly complied with.
