SUBJECT : Authorized Persons Outside Residence During the


Implementation of Enhanced Community Quarantine (As of
April 2, 2020)

DATE : April 2, 2020

1. Reference: Memorandum from TDO dated April 2, 2020 with subject


same as above.

2. This pertains to the declaration of Enhanced Community Quarantine


(ECQ) over the entire Luzon wherein a strict home quarantine shall be observed in
all households, movement shall be limited to accessing basic necessities, provision
for food and essential health services shall be regulated, and there will be
heightened presence of uniformed personnel to enforce quarantine procedures.

3. In this regard, persons who may be authorized to be outside of their


residences during the implementation of ECQ in the entire Luzon are but not limited
to the following:

A. BASIC SERVICES
1) Medical Services
a. All DOH Officials and Staff
b. All health and service personnel stationed at LGU Health
Facilities
c. All PRC vehicles bearing the Red Cross Logo and Staff with
Red Cross IDs
d. Core Staff from the WHO Country and Regional Offices
e. Doctors and their drivers
f. Hospital Staff and Employees including janitors
g. Medical Professionals and other Employees
h. Private Care Givers.

2) Emergency Responders
a. DILG 911 and DILG Emergency Operation Center (EOC)
Personnel
b. BFP
c. DRRMC

other Law Enforcemnet Agency Personnel;
b. Company Security Officers and Security Guards; and
c. Force Multipliers (Brgy. Officials, Brgy. Tanods).

4) Funeral Services
a. Employees
b. Immediate family of the deceased
c. Officiating Priests, Imam, Pastors and other religious Ministers

B. DAILY ESSENTIALS
1) Banks
a. Bank Employees;
b. Technical Service Support Crew;
c. ATM Service Provider Crew; and
d. Armored Vehicle Crew.

2) Money Transfer Services Employees;

3) Hypermarkets/Supermarkets/Groceries/Convenience/Stores/Sari-
Sari Store Employees;

4) Public Markets Vendors;

5) Pharmacies/Drugstores Pharmacies and Employees; and

6) Food Chain/Restaurants/Carinderia engaged in delivery and take-


out Staff and Crew.

C. ESSENTIAL GOODS
1) Delivery Personnel of cargoes – with or without load (maximum of 3
including the driver);

2) Employees working at the manufacturing establishments engaged


in the production and distribution of the following;
a. Food;
b. Essential and Hygiene Products (soap and detergents, diapers,
feminine hygiene products, tissues, wipes and disinfectants);
c. Medicines and Vitamins; and
d. Medical Product such as PPEs, masks, gloves and others

3) Logistics/Warehouse Establishment Employees;

4) Delivery services personnel of food, water, medicine and other


basic necessities.

a) Electric Power Generation, Transmission and Distribution

b) Exploration, Coal Operation and Trading Employees and
Delivery Drivers
c) Third party contractors
d) Petroluem Tanker Drivers; and
e) Gasoline Attendants.

4) Sanitation
a) Industrial, Residential, Hospital and Toxic Garbage/Waste
Collectors and Drivers

E. OTHER AUTHORIZED PERSONS


1) Private Individual availing the services of the mentioned
establishments (1 per households);

2) Government Skeletal Force fo the Executive Branch;

3) Capital Market Personnel (based on skeletal workforce) :


a. Banko Sentral ng Pilipinas;
b. Securities and Exchange Commission;
c. Philippine Stock Exchange
d. Philippine Dealing and Exchange Corporation
e. Philippine Securities Settlement Corporation
f. Philippine Depository and Trust Corporation

4) DOLE Skeletal Staff for Tulong Hanapbuhay sa Ating


disadvantage/displaced Workers (TUPAD)

5) Other Government Officials (and their support staff)


a. Senators and Congressmen with their CoS
b. Dept. Secretaries, USEC, ASEC and Bureau Directors
c. Ombudsman and Deputy Ombudsman
d. Justices of SC, CA, CTA and Sandigan Bayan
e. Judges of the Regional, Metropolitan, City and Municipal Trial
Courts and Prosecutors
f. Local Chief Executives

11)Hotel employees and tenants who have existing long term leases
and booking accommodations as of March 17, 2020;

12)Distressed OFWs;

13)Outbound and Inbound International passengers and driver;

14)Civil Aviation Related Services Personnel


a. Pilots and Crew of Airline ground personnel
b. Air traffic services personnel and other personnel of the Civil
Aviation Authority of the Philippines
c. Airport personnel who will perform other airport operations and
other personnel of the Manila International Airport Authority
(MIAA), Civil Aviation Authority of the Philippines (CAAP), and
Luzon International Premiere Airport Development (LIPAD)
d. Civil Aeronautics Board (CAB) personnel who man the Malasakit
Help Desks
