Fire Water Piping System (Water Based Piping System) ‘© Chilled Water Piping System 2. Purpose The purpose of this document is to describe the quality control procedure to be followed for protective coating and painting of steel pipes, welded joints and supports. This Method Statement details instructions to follow and the documentation to employ in order to ensure that safe coating is executed in accordance with the project specification. 3. To maintain comprehensive inspection and test records for the purpose of reference and documentation. 5.4 The Safety Engineer/Inspector Safety officer will assist to project execution team to finish the job safely by implementing the approved method statement & risk assessment and HSE plan He will assist to supervisor and engineer to train the workforce at site and to create the awareness related to use and importance of PEs. He will do the random inspection on site to check the safety implementation in accordance with HSE plan. If there is any deviation according to the approved method statement, he will report to PM immediately and stop the job if observed IDLH situation. 5.6 The Site Supervisor/Foreman Shall have the knowledge of paint application requirements and can instruct his subordinates to follow them To ensure that work is carried out properly and according to instructions received from the site engineer. To ensure that tools, labor and materials are available, To control the disposal of waste materials according to the instructions of site engineer. Coordinate fully with the safety officer in order to maintain safe working condition and proper housekeeping of the site. 6. Safety Prior to the commencement of any activities, the work force will receive Too! Box Talk on the project safety requirements. This Tool Box Talk will include both activity issues as well as general safety requirements All painting materials shall be stored in a chemical storage area, continuously conditioned well ventilated space far from any flame source, and smoking shall be forbidden in that place. The area designated for coating shall be coordinated with Safety personals to be confined far away from any welding activities and flame/smoke source. The space for coating shall be ventilated either forced or natural. In case of natural ventilation, openings shall be designed to allow free circulation of clean fresh air such that air inlet opening shall be on the top of the confined space and the outlet shall be near the bottom In case of forced ventilation, the fan capacity shall be sufficient for the proper air circulation Coating applicators should follow safety requirements mentioned in HSE plan. Workers shall not perform coating activities in closed places where no air circulation is provided, Access doors for the confined place shall be closed and coating activities shall be stopped whenever there is a sand storm. All equipment used for the purpose of coating such as air compressor and blaster shall be periodically checked. Procedures 7.1 Coating Material Receiving, Storing and Handling, All Coating material received on site shall be checked for full compliance with approved submittals. Check material for conformance to purchase order. The expiry date shall be mentioned on each paint container, and maximum expiry date shall be within 1 year from the manufacturing date. The containers shall be rejected in case they were found that there is a sign of leakage or improper sealing of the cover of the containers. The paint and coating containers shall be stored as per the instruction of manufacturer in conditioned and well ventilated space. The storage place shall be free of any flame source. Only the required amount of paint containers shall be opened for usage, and if some paint remains in the container, the container shall be recovered properly and shall be returned back to the conditioned space. 7.2 Preparations Prior to Coating 7.2.1 General Requirements All surfaces required to be coated such as exterior surface of pipe’s bracket supports and welded joints shall be cleaned and prepared prior to coating application All protective coatings applicator personnel shall be. All paint materials for each coating system shall be supplied by the same manufacturer unless otherwise approved by the supervision consultant engineer. The dry film thickness shall be within the minimum and maximum limits allowed in the applicable APCS. Dry him thickness shall be checked in accordance with the manufacturer recommendation. Repair Procedure for Coatings shall follow the surface preparation and application requirements in the relevant applicable APCS and the manufacturer's technical data sheet. Then sand paper shall be used to remove rusty layer, air blasting cleaning will be decided by the coating inspector if the substrate requires so. In case the abrasive blasting is used for cleaning, the personnel performing blasting shall be skilled and all personnel shall wear protective equipment mentioned in the previous section 7.2.3 Coating Material Preparation Mix and prepare painting materials in accordance with manufacturer's directions. Do not use paint materials produced by different manufacturers. Maintain containers used in mixing and application of paint in a clean condition, free of foreign materials and residue. Stir materials, before application to produce a mixture of uniform density, and stir as required during application. Do not stir surface film into material. Remove film and strain material before using. Partial mixing and use of two-component and multi-component coatings is prohibited. 7.3 Primer Application Coating shall not be applied if one or more of the following conditions exist: a. The substrate temperature is less than 10°C or more than the temperature limits recommended by paint. b. The substrate contains oil, grease, dirt, loose coating, loose rust, or other surface contaminants, The substrate temperature is less than 3°C above dew point. d. Adverse weather conditions exist such as: 1) strong wind enough to blow sand, salt spray, or dust and debris onto the surface being coated, 2) strong wind enough to disturb the spray pattern when applying the coating with spray gun. Pipes which are prepared for coating shall be directly coated with primer to avoid the oxidation of steel especially in severe moist environment. Before applying primer coating the inspector shall check the surface to be completely clean and dry. The coating shall be done in stages such each time a layer is done after reaching to the required thickness; the pipes shall be placed ina location where no sand or dust can accumulate. After primer dries, inspector shall measure the dry film thickness using the proper calibrated tool. The thickness shall be as required by the project specification with an acceptable error. If the thickness was found satisfactory, the inspector shall allow application of top coating. Welded joints of pipes and supports shall not be coated with protective coating unless the relevant test or visual inspection has been successfully completed, 7.4 Top Coating Application The inspector shall also perform a final visual inspection after the required top coating is applied, In addition to visual checking, he must measure the thickness of paint and mark on the pipe by marker that checked. Top coating shall be also sprayed. The inspector shall not allow any painted pipe to be transfer to site before complete curing of paint. 7.5 Touch up Paint After the pipes are transferred to site, and installed, touch up paint maybe applied to the damaged painted surface. Only approved top coating shall be applied by skilled manpower using a brush. In case a big portion of painted surface was damaged, the pipe shall be returned back to store for repainting. 7.6 Inspections Work execution Inspection and Test shall be monitored and witnessed as per approved Inspection & Test Plan) and recorded in the Inspection check list (IC) as applicable. AFET shall issue a written IR within 24 hour in advance of test/inspection to permit supervision consultant engineer to verify the readiness of the test/inspection. 8.
