CIRCULAR LETTER

CONCERNING
PROTECTION OF WORKERS / WORKERS AND BUSINESS CONTINUITY IN
PREVENTION AND CONTROL OF COVID‐19
Concerning the spread of Corona Virus Disease 2019 (COVID‐19) in several regions in Indonesia and based
on the official WHO announcement related to COVID‐19 as global pandemic, there are mandatory aspects
must be implemented to protect workers / laborers and business continuity. In this regard, obligatory of
governors are to:
I. Striving to prevent the spread and handling of cases due to COVID‐19 in the work environment.
1. To provide guidance and supervision to the implementation of laws and regulations in the field
of occupational safety and health (K3).
2. Disseminate information to all levels of the organization and related parties who are in the area
of fostering under your supervision.
3. Record and report to relevant department of every case or suspected case of COVID‐19 in the
workplace.
4. Instruct every company management to anticipate the spread of COVID‐19 to workers / laborers
by taking preventive measures such as a clean and healthy lifestyle by integrating in the K3
program, empowering the occupational safety and health committee (P2K3) and optimizing the
function of health services work.
5. Encourage every company management to immediately structure protective measurement of
COVID‐19 pandemic with the aim of minimizing the risk of transmission in the workplace and
maintaining business continuity.
6. In the event that there are workers / laborers or employers who are at risk, are suspected or
experienced illness due to COVID‐19, then steps are taken and advised accordingly based on
health protocols issued by the Ministry of Health.
II. Implementing wage protection for workers / laborers due to the COVID‐19 pandemic
1. For workers / laborers who are categorized as people under surveillance (ODP) COVID‐19 (based
on a doctor's statement) and that they cannot come to work for a maximum of 14 (fourteen)
days or according to protocols of the Ministry of Health, their wages shall be paid in full.
2. For workers / laborers who are categorized as suspected cases of COVID‐19 and in quarantine /
isolation according to doctor's statement and a test, the wages shall be paid in full.
3. For workers / laborers who do not come to work due to being sick with COVID‐19 and proven by
a doctor's statement and a test, then their wages shall be paid in full according to statutory
regulations.
4. For companies that limit their business activities due to government policies in their respective
regions for the prevention and control of COVID‐19, causing some or all workers / laborers
unable to come to work, taking into account business continuity, changes in the amount of
wages and methods of paying workers / labor is carried out in accordance with the agreement
between the company and the worker / laborer.
In connection with the above matters, this circular letter is to be implemented and shared to the
Regent / Mayor and other relevant stakeholders in your area.
Thus this circular, to be implemented accordingly.
