4 Steps to Achieve the First Source Hiring (FSH) Goal

Demonstrate Good Faith Effort

Step 1: Give verbal and written requests for East Palo Alto residents to the San Mateo
Building Trades Local Union. If there are no EPA “94303” residents
available in that trade, go to Step 2.

Step 2: Next give verbal and written requests for local union members who reside in
San Mateo County. If there are no San Mateo union members available, you
may request other available workers.

Step 3: Maintain your ratio of existing workers and new hires. Retain East Palo Alto
residents throughout duration of the project.

Step 4: Patronize East Palo Alto businesses (Togo’s, Home Depot, Chevron, etc.)

and/or
Demonstrate Good Faith Effort

Step 1: Review the list of Local Construction Businesses in East Palo Alto
(provided by city of EPA) or contact the city for a specific business type

Step 2: Contact the EPA LBE’s to joint venture, subcontract and perform specific
scope of work

Step 3: Document to/Devcon Construction if unable to utilize East Palo Alto Local
Business Enterprise (record progress on monthly reporting forms)

Step 4: Patronize the local East Palo Alto retail business community whenever
possible (Shell Gas, McDonald’s, Taco Bell, Office Depot, etc.)
