Guide Notes and Assignment for the Advocacy Workshop

1.) OSH Bill Analysis


Read the attached version of the OSH bill as approved in bicameral discussion. Conduct a policy
analysis using the template provided in Annex 1. In addition to answering the template, please
provide answers to the following questions:
1.) How does the bill protect and promote the safety and health of young workers?
2.) Are the priorities in the bill consistent with the challenges of occupational safety and
health in the country?
3.) How can you help ensure the implementation of the policy?

2.) Case Presentation


Select a workplace in your community or area of operation. Prepare and write a case
presentation discussing the occupational safety and health conditions in the workplace using
the following guide questions.
1.) What is/are the OSH-related issues and challenges that you have observed in the
workplace?
2.) What are the causes and effects of the problems you have identified?
3.) Does the employer adhere to OSH policies and standards? If not, please explain why.
4.) How do these OSH-related issues and challenges affect young workers?
5.) If you will recommend solutions to the manager of the workplace, what will be your
recommendations to enhance or improve the OSH standards in the workplace?

3.) Advocacy Plan


Each organization will develop an advocacy plan to help implement the commitments made
during the Learning Forum and Validation Workshop. The commitments may be revised or
enhanced as you deem fit. There will be a session on advocacy planning in the advocacy
workshop. To prepare for that session, we have attached an advocacy strategy template in
Annex II for you to fill-out and answer before the advocacy workshop.
4.) Advocacy Materials
During the advocacy workshop, all the participants will be grouped into 4 groups. Each of the
four groups will be required to develop advocacy materials for OSH promotion, including the
following:

 Short advocacy video on OSH


 1 general infographic on OSH
 1 information material for out-of-school youth
 1 information material for in-school youth
You can design posters, memes, or other infographic materials and formats depending on your
preference. You may use Adobe Sparks, which is an easy-to-use program to create short videos.
In addition, you may use the materials on OSH to develop advocacy materials. Please bring a
laptop in the advocacy workshop. The finished materials will be used by ILO as well as the
selected youth organizations in carrying out the OSH advocacy.

Advocacy Strategy Template
Background of the Issue:
Describe the issue that this advocacy plan will try to address.
Provide a brief context and situational analysis.

What is the problem?

What needs to change? What has to change to fix the issue you have identified
Why advocate on the issue?

Aim and objectives of Advocacy:

What is the long-term goal that your organization wants to contribute towards OSH promotion and

Targets: Identify your targets of change.
