BAMBOO 2021 RESOLUTION

Planter focused towards capacitating the planter to be part of this business cycle

WHEREAS, given that Republic Act 8371, known as the Indigenous Peoples'
Rights Act (IPRA), was promulgated in 1997 which has been lauded for its support for
respect of indigenous peoples’ cultural integrity, right to their lands and right to self-
directed development of those lands, the lands available are either in the hands of
Indigenous Peoples in terms of CADTs and because of in the hands of Agrarian
Reform Communities

WHEREAS, given that planters often don’t have a financial history, the people do
not have access to capital because they are not in the position to be able to credible
borrowers from existing government financial institutions.

WHEREAS, the business side will not fund this element because it is a social
cause and must be borne by the government thereby it is resolved that there will be a
program towards capacitating the land holders that do not have access to capital to be
able to form into cooperatives to be a able to have a juridical entity and borrow capital.

WHEREAS, given that planters often have limited outlets for their produce and are
often bound by traditional trading practices, coordinating the relationship between the
market and the planters shown to have positive benefits for planters, traders and
policymakers. Up-to-date, or current, market information enables planters to negotiate
with traders from a position of greater strength.

Capitalization- loan instrument DBP and Land Bank

WHEREAS, agriculture is not a business that banks generally work with, financial
institutions should tailor design loans and credit packages to meet the farmer’s needs
and capacities, at the same time decreasing the level of risk with the investment. There
should be a resolution to bring in financial institutions and to be able to put down a
particular loan window that is going to be specific which will prepare clients to fit in the
said loaning window.

WHEREAS, the resolution will target the accessing of capital guiding banking
institutions to align and tailor their financing windows to the needs of planters

Policies- for enabling environment resolution with the DENR, DA and MinDA

WHEREAS, given that agriculture remans of crucial importance in the economy of


the Philippines, policy makers, private investors and civil society organizations should
support farmers to access capital and invest in sustainable agriculture. There is a great
need to improve agricultural policy performance to enhance the sector’s long-term
productivity growth.
Presently there are conflicting laws wherein DENR has already classified bamboo as a
commercial crop but there are still Regional Offices that have not been informed about
this where government agencies such as Mindanao Development Authority (MinDA)
can help.

WHEREAS, given that there is a need to improve agricultural institutions and


governance systems, DENR should be brought in to be able to be specific as to the
requirements of the market to also be able to implement quality control in bamboo
nurseries that is strictly compliant with what that market wants to buy since there are
numerous varieties of bamboo.

Private Sector- focused towards the need of the private sector such as funding

WHEREAS, given that there is increased recognition of the importance of private


sector in the Agriculture Industry, it is necessary to provide financial assistance to the
private sector to set up more critical post harvest facilities ensuring that the market and
the planter are in one, concerted efforts are needed. Improving the business
environment is a priority.

WHEREAS, given that a holistic approach is designed to restore degraded


grasslands using a method that integrates economic, social, and environmental
variables, each bamboo nursery or plantation will have to qualify with an ESG
(Environmental, Social and Governance) Score Card wherein as to Governance, each
bamboo nursery and plantation shall be geotagged that shall be performed by ENRO.

As to Environmental and Social, climate change presents an existent threat to farmers


around the world. Agriculture is highly dependent on good weather, including high and
low temperatures, rainfall, wind intensity, and many other variables. Hence, there is a
need to improve agricultural sector’s capacity to adapt to climate change by making
climate-adaptation policy objectives consistent across programs and institutions.
