The « best » choice depends strongly on the application

To take away...
 prEN 50598 provides
The Extended product Approach: a system-level method to estimate the Energy
Efficiency of Motor Systems within any application.

prEN 50598 shall be used by

Extended Product Committees: to establish their own Energy Efficiency
standards
Manufacturers: (motors, drives, motor systems, extended products) to estimate
the E.E. of their products and provide standardized data to other stakeholders.
Application designers: to compare several architectures for an application and
select the most efficient one.

The most efficient Motor Control solution must be determined from the
application requirements.
Motor starters are the most efficient solution for applications that do
not really require varying the speed.
