Reply of Observations on estimate of “Desiltation of Mundeswari River from

chainage 0.00 km to 1.00 km & u/s of bifurcation point for a length of 370m in
the district of Purba Burdwan -Package X; Lot 1” dated 7 th October, 2020
(reference Mail dated….)

(1) Package- X of flood protection work is Desiltation of Mundeswari river from


chainage 0 km to 5 km. The work is divided into three lot.
Lot- 1: Desiltation of Mundeswari River from chainage 0.00 km to 1.00 km & u/s of
bifurcation point for a length of 370m in the district of Purba Burdwan,
Lot-2: Desiltation of Mundeswari River from chainage 1.00 KM to 3.00 Km in the
district of Purba Burdwan.
Lot-3: Desiltation of Mundeswari River from chainage 3.00 KM to 5.00 Km in the
district of Purba Burdwan.
In the Lot-1 work 150 mt wide river from chainage 0.0 km to 1.0 km has to be desilted
and in upstream 370 mt, widening width 150 mt at Ch 0.00km and 390 mt at Ch (-)
0.370 km. In this package, there is no other permanent flood protection work and the
only work is to deepen and widen the river, remove the excavated desilting materials,
temporary deposit on proposed spoil banks and latter final disposal in Government
land and private land with a maximum lead of 5 km.
 The total cost of the Lot-1 is Rs. 25.72 Crores in which the excavation and disposal
of river bed materials is Rs. 22.39 Crores (87%). Before deepening the before
desilting the river, it is proposing to temporarily construct two cross bunds across the
river. It is also proposing a haul road 10 mt while along the bank for transportation of
desilting materials from the river bank. The haul road also includes a ramp and
approach road.
The excavated river bed is the first temporary stack on the spoil bank; it is proposing
a 150 mt wide and 2 mt height spoil bank. If a spoil bank is required on both the
banks then the width is proposed 75 mt each maximum 2 mt height. Both the spoil
bank is 10 mt away from the river channel to keep provision road haul road. The
excavation work in the river is divided in 2 parts (A) Dry excavation between Ch.- 0.0
km 1.00 km (B) Wet excavation in the of stream bifurcation 370 mt river.
The temporary stack excavated materials there after transport 5 km and dispose in
Government available land or private land or sell the excavated materials. It is
understood that there is an item of pumping to remove water between cross bund. In
the estimate the bailing out item is only Rs. 1.33 Lacs. The stipulated period to
complete the work is proposed 7 months. It is mandatory to carry out work in dry
season only (No raining season permissible). Hence the work order has to be plan
keeping dry season construction month only.       

I have gone through the estimate Measurement sheet, Rate Analysis and Drawings. There
are some observations, in which department clarifications / revise estimate is required.

(1) In the estimate the item 1 is excavation of desilting river bed materials from Ch
0.00 km to Ch. 1.00 km and deposited temporarily in Spoil banks in the river. The
description of river bad excavation item No. 1 is narrated below.
“Item No. 1 Earthwork in re-excavation / silt clearance of drainage channels in
all kinds of soil including sludge and slush but excluding slush mixed with
industrial wastes, sewage, municipal garbage, carcasses, etc. and depositing
the same as per profile in proper place as directed by the Engineer-in-charge
without causing hindrance to traffic and posing health hazard  and  making  
arrangement  to  maintain  the  site  in  workable condition including removal
of  poly packs, brickbats, stone  ballasts & boulders, remnants of  bullah & 
bamboo pins and all kinds  of  water hyacinth, solid / semi solid compact
mass formed due to water hyacinth and burning them to ashes or removing
outside Govt land where necessary  and  removal  of  thick  &  thorny 
jungles  up to  30  cm  girth including shoring and shuttering, if required, and
including initial removal of sludge and slush etc. by pan or bucket if required,
and making arrangement for bailing out of any seepage water and removal of
sand or soil blown from underneath, all complete. (Measurement:   Pre-work  
and   Post-work level section.  Pre-work section to be taken after removal of
water hyacinth and all other floating materials etc.)
(b) By mechanical means using hydraulic excavators within an initial
lead of 30 M The item and an initial lift of 3.0 M”

This item stipulated an initial lead of 30 mt only. The excavated width of the River is
planned 150 mt (Final). The haul road on the bank is planned to be 10.0 mt wide. and
temporary stacking Spoil Bank is 150 mt (Max) wide and 2.0 mt ht. Looking at the above
it is difficult to justify 30.0 mt lead in the tender for this item. Generally, lead is
calculated considering the crow fly distance between the CG (centre of gravity) work
area to CG of spoil banks (dumping zone). The lead may be.

(a)  If deposited on both side spoil Banks


Lead = 150/2/2 + 10 + 75/2
=37.5 + 10 + 37.5
= 85 mt
(b)  If spoil bank is only one bank, the lead is
= 150/2 + 10 + 150/2
= 75 + 10 +75
= 160 mt

Department may request to justify the 30 mt lead stipulated in item No. 1 or revise
otherwise on the Day – 1st the contractor may raise a claim for extra lead.

Reply to the comment:

The observation is justified and the relevant correction has been made in the estimate.

(2) Item No. 2 excavation in u/s 370 mt is stated as wet excavation. Department has
used the following USoR item for this excavation.  
“Earthwork in excavation or re-excavation of drainage channels/rivers in all
kind of soil including silt, sand, slush etc. mixed with all sorts of industrial
wastes, sewerages, municipal garbage, carcasses, tannery effluents, jungles,
bushes, semi-solid/solid compact mass, water hyacinth, cow dung deposits,
decomposed vegetation, polythene, brick bats, gravels, stone ballast, crates,
remnant of bullah and bamboo pins etc. by means of suitable excavator
mounted on pontoon (min depth of water 0.75m) specially made to suit
the site condition in tidal or non-tidal channel/river bed and carrying of
the excavated materials to suitable locations of the channel/river bank
from the point of excavation by diesel machine operated boats or similar
arrangement in a manner suited for the purpose and placing the excavated
materials from the boat etc. on the top of the bank in case of disposal at
suitable places arranged by the agency at his own cost, on the bank at
available locations from the point of re-excavation as shown below, by means
of excavator or any other machines or manually as may be required, including
all lifts.
(c) For distance beyond 100 metre but within 200 metre from the point of re-
excavation to the placing point on the bank.
(d) For distance beyond 200 metre but within 300 metre from the point of re-
excavation to the placing point on the bank
(e) For distance beyond 300 metre but within 400 metre from the point of re-
excavation to the placing point on the bank
(f) For distance beyond 400 metre but within 500 metre from the point of re-
excavation to the placing point on the bank.”
Department has considered the excavation to be carried out in u/s 370 mt length of
Mundeswari River up to bifurcation point will be wet. But in the tender Appendix
11.7/2 page 188 it is stipulated as below.  

“Damodar being a rain fed river, remains almost dry throughout the year
except few low-lying areas. However, it holds and carries huge water
specially during monsoon season. Due to elevated bed height in initial
20 km. stretch (with respect to Damodar) Mundeswari river remains
almost dry even during rainy season. Mundeswari becomes devastating
only when there is heavy discharge from upstream dam and barrage.”
Looking at the above tender stipulations on Page No. 188, it is seen that the excavation
in u/s 370 mt has to be carried out similar to excavation in riverbed between Ch. 0.000
km to Ch. 1.000 km in the dry format. Wet excavation can be (item No. 2) justifiable only
if excavation has to be executed using an excavator mounted on a pontoon and further
the depth of pond water will be minimum 0. 75m.Such type excavation also requires
diesel machine operated boats or similar arrangement in a manner suited for the
purpose and placing the excavated materials from the boat.

Department in this item has considered unit rate Rs 178/Cu-m (USoR I & WD Item 1.15)
for lead of 100 to 200 mt. This excavation of desilting may not require boats and have no
minimum depth of water 0.75 mt. This rate is very high. If we consider similar Item No. 1
excavations for Ch. 0.000 km to Ch. 1.000 km then the rate is only Rs. 121.00/Cum
(USoR I&WD Item No. 1.11). The difference in amount roughly Rs. 1.50 Crores to Rs.
1.60 Crores if rate adopted Rs. 121/Cum for item 2. This item unit rate may be similar to
Item No.1 that is Rs. 121 per Cu-m in dry excavation.  Hence the department may use
for u/s 370 mt reach where rate is Rs. 121/Cum. The rate of Rs. 178/Cum is not
justifiable.

Reply to the comment:

The wet excavation is proposed for a length of 370m in the undivided part of Damodar for
development of deep channel so as to guide the flow from undivided Damodar River towards the
River Mundeswari. Although the Damodar is rain fed river, it carries some dry weather discharge
mainly for supply of water for Boro irrigation and also part of river share. As such, dry excavation
in this undivided course of river Damodar is not possible as ingression of the dry weather flow into
the excavation zone cannot be stopped. Moreover, removal of the cross bundh at the upstream of
the working zone (at Ch 0.00, i.e. the offtake point of Mundeswari), would have substantial water
accumulated at its riverside (facing undivided Damodar) during the execution period, which can
fully be removed after completion of the work, only by the pontoon mounted excavator. The
pontoon mounted excavator will make its own draft by deepening river bed where it would be
deployed initially and then it would move towards the zone of work, from upstream to
downstream. This is the standard operating procedure being adopted throughout the State for
similar works, and wet excavation of river bed by employing pontoon mounted excavator is the
only viable option in this zone.

(3) The quantity in Item No. 2 between Ch. 0.000 km to u/s Ch. (-) 0.370 km is 285340.30
Cum.  But as per cross section plotting, pre-work area and post work calculation sheet,
the Chainage is shown Ch. (-) 0.275 km and not the Ch. (-) 0.370 km. Department has
used area 1025.262 Sqm   of Ch. (-) 0.275 km as area of Ch. (-) 370 mt and calculated
quantity of 285340.30 Cum.  Department has to clarify that area 1025.262 m 2 is for Ch.
(-) 0.275 km or Ch. (-) 0.370 km. The total quantity of Item No. 2 will be changed if area
of 1025.262 Sqm is for Ch. (-) 0.275 km.
Reply to the comment:

It is confirmed that the area of 1025.262 sqm used to calculate the volume of earthwork is the area
of chainage (-) 0.370km which was inadvertently shown as chainage (-) 0.275km in cross section
plotting of pre & post area calculation sheet. The correction has been made in the relevant
worksheet.

(4) Only two cross section areas have been used to work out the quantity of Item
No. 2 (285340 Cum). The area of cross section at Ch. (-) 370 mt is 1025.262 Sq
m and for cross section at Ch. 0.000 km is 517.118 Sqm. They are used to work
out 285340 Cum quantities. The width of the (post excavation) river in the u/s
chainage is varying from 150 mt (Ch. 0.00) to 390 mt (Ch. -0.370km). It will be a
taper type channel. Hence only two cross sections that are at Ch. 0.0 km and Ch.
(-) 0.370 km is not sufficient to get a realistic quantity of item 2. In the L section
drawing of the river, the existing ground level is changing at 370 mt, 275 mt, 180
mt and 0.0 mt.
Therefore, the correct quantities can be worked out only if four cross section
areas at (1) Ch. (-) 370 mt (2) Ch. (-) 275 mt (3) Ch. (-) 180 mt and (4) Ch. 0.0 mt.
has to be used for item 2 quantity.
Department may have requested to rework the quantity of item No. 2 (285340
Cum) using the cross section area as stated above and accordingly reworked out
the quantity of Item No.2.
Reply to the comment:

The cross section has been taken @ 500m interval in calculation of earthwork. Accordingly, two
nos. sections have been taken for earthwork calculation in the funnel part. However, for more
precision the sections at chainage (-) 0.180km & (-) 0.275km are considered in the revised
estimate.

(5) In the estimate, construction of 5.0 m wide haul road on both the banks is
proposed to be used for the transportation of desilting river bed materials.
Department has identified three land parcels on the right bank (Mouza Gotan,
Jashapur, Chak Narashinhapur and Muidipur) and one land parcel on the left
bank of the river (Modipur) for disposal of desilting river bed materials. The length
of 1000 mt (in a straight reach) haul road on the bank is adopted in the
measurement sheet for calculation of construction of road quantity. Actually haul
road is shown on both the banks in the drawing for transporting materials from
stockpiles to final disposal sites. Department may clarify if the haul road is
required on both the banks than the length of haul road should be 2000 mt
instead of 1000 mt as adopted in the measurement sheet of Item No. 4, Item 5
and Item 6 are required to modify.
Reply to the comment:

Haul road is considered along the actual stretch of the river proposed to be excavated that is
1000m in this instant estimate along with a number of ramps which would require to be
constructed so as to make access to the approach roads leading to permanent disposal points
located on the both sides of the river. The contractor will have to make suitable crossovers over the
zone of excavation as per suitability and convenience. That is why both sides haul roads in the
instant case is not required. The excavated river bed material deposited on right bank will be
transported through the left side haul and the correction has been made in the drawing and also the
location of haul road and spoil bank are marked in the layout plan.

(6)   As seen above point 5, there are three land parcels on the right river bank site
and one land parcel in the left bank river site. The desilting materials from the
river bed have to be taken out mainly from both the banks. To transport the
materials tippers/trucks has to travel from one bank to another bank on cross
bunds top road. The haul road on both the banks are planned 5.0 mt wide but the
road on the cross bunds are proposed only 3.0 mt. This is not a sufficient width
for transporting the desilting materials from one bank to another bank through
trucks/tippers. Top width of cross bunds roads are required to re-examine.  
Reply to the comment:

Transportation of excavated river bed materials will in no case be allowed over the cross bundhs as
those are temporary structures meant for withstanding the lateral thrusts of water, not any vertical
load coming from earth filled heavy trucks/ dumpers, rather the dumpers/ trucks would ply on the
river bed and the temporary crossovers to be made by the contractor at suitable locations.

(7) 370 mt length (Upstream of chainage 0.0) up to bifurcation point is included in the
lot but in the measurement sheet in Item No. 4, no haul road has a plan in this
upstream 370 mt river banks. It will be difficult to excavate the desilting material
and stack in spoil banks without keeping any excavator on haul road. Further
transporting materials from spoil bank to permanent disposal site will be possible
only if haul road has to be planned to construct in 370 mt length bank.
Department may request a clarification.

Reply to the comment:

The wet excavation has been proposed in the undivided part of River Damodar and the excavated
materials will be disposed to suitable locations of the said river bank from the point of excavation
by diesel machine operated boats. Hence the haul road for this reach was not considered in the
estimate. The location of lifting and disposal point of excavated material is shown in the layout
plan.

(8) Item No. 2 is related to the 370 mt u/s bifurcation point river channel. The bottom
width of the river (Post) varies from 150 mt to 390 mt. The quantity of the item is
285340 Cum. Department has divided the item in the following four parts.
“(c) For distance beyond 100 metre but within 200 metre from the
point of re- excavation to the placing point on the bank @ 5% of total
excavated quantity (14267.02 Cum)
(d) For distance beyond 200 metre but within 300 metre from the point
of re- excavation to the placing point on the bank @ 10% of total
excavated quantity (28534.03 Cum)
(e) For distance beyond 300 metre but within 400 metre from the point
of re- excavation to the placing point on the bank @ 15% of total
excavated quantity (42801.05 Cum)
(f) For distance beyond 400 metre but within 500 metre from the point
of re- excavation to the placing point on the bank @ 70% of total
excavated quantity” (199738.21 Cum)       
Department has not given any justification for four parts. Further how the lead
in each part is calculated is also not given in the estimate.

It is better to divided 370 mt length in 3 zones (Zone 1 (Chainage 0.0 to (-)


180 mt), Zone-2 (Chainage (-) 180 mt to (-) 275 mt) and Zone-3 (Chainage (-)
275 to (-) 370 mt). (In the L/S of the river channel drawing such zone widths
are already indicated). Department may request to re-examine the above
zone classification and work out quantity as well as accurate lead up to spoil
bank for temporary stacking.

Reply to the comment:

In wet excavation the excavated river bed material will be carried to lifting point by boat carriage.
Depending upon the location of lifting points and distance thereof from the cutting point, provision
has been made in item No 2 of the estimate. The location of lifting and disposal point of excavated
material is shown in the layout plan.

(9) In the tender Appendix 11/7 Page No. 181 the following stipulation may read
“Materials excavated from the riverbed would be brought to the
temporary soil bank zone, either by multiple handling with earth cutting
machinery or by dumpers. The materials shall be removed
periodically from the temporary storage site within a maximum
period of 5 days. The temporary spoil bank, formed on one / both
sides of the cutting zone should have a maximum base width of
100% / 50% of the design bed width of the desilted section. Side slope
should be 1.5 (H): 1 (V) and maximum height should not generally
exceed 2.0m”.

As seen from the above tender clause, the materials shall allow to stack a
maximum period of 5 days in spoil banks. This material has to be disposed of
to the permanent location (at a lead of 5 km) by week time.

Item No. 1 (Dry materials) and Item No. 2 (Wet materials) are related to the
desilting materials deposit up to spoil banks. Whereas item No. 16 (Item No.
16.1 Private land and 16.2 Government identified land) are related to
transportation and disposal of materials from spoil banks to final locations. In
the tender, a provision has to be made that the payment of the Item No. 1 and
2 should be released only after the materials dispose of to the final locations
(Maximum 5 days).
Department priority will be, not to keep any desilting materials on the spoil
bank or in river, whereas contractor may be more interested for payment of
Item No. 1 and 2 compare to payment of Item No. 16 due to lot of efforts
require for transporting materials (10 to 12 km to and fro, travelling time for
each excavator 40 to 60 minutes). Therefore, the payment of Item No 1 and 2
should be linkup with Item No. 16 to safeguard department interest.

Item No 1 and Item No 2 relates to excavation of riverbed upto the desired bed and profile whereas
Item No 16 conforms to disposal of excavated earth to the permanent locations. Those two items
as stated are in no case associated or correlated to each other but all attempts and drives will be
taken so that the spoil banks are disposed off from the river bed so as to ensure uninterrupted flow
during monsoon.

(10)There are two Rate analysis for Item No. 16. Item 16.1 is for disposal of desilting
materials from temporary stake on spoil Banks to final 5 Km lead private land.
Whereas item No. 16.2 is for disposal of desilting materials from temporary stake
on spoil Banks to final 5 Km lead Government identify lands. There is no other
difference except final destination points. But in both R.A. There are different
rates and quantities are used for Loading, Transport and Unloading which can be
seen below.

Estimate, Abstract & Measurement sheet have all been prepared by PMC, signed copies of which
are enclosed. These have also been review and approved by the component authority of the PMU
setup. All RAs duly prepared by PMC and also been reviewed, approved and signed by relevant
officers of IWD. Signed copies of RAs are attached.

(11)The milestones are given in the estimate and drawings. Further the milestones
are also stipulated in the tender Section – VII Works Requirements. The date of
milestones in some of the activities are not matching with estimated bar charts
and tender stipulations which can be seen as below.

I have gone through the draft tender and my observations are submitted below. 

(1) In the tender, plan showing the C/L of river channel, river width, inspection road on
banks, spoil banks, location of cross bundhs, approach roads and permanent identify
dumping areas sites are required. Bidders can understand at glance the work vicinity
and accordingly work out construction methodology. It is therefore necessary to put
up such a plan in tender.

The location of deep channel, river width, inspection road, location of cross bundhs & spoil banks is
marked in the layout plan. List of plot numbers for permanent disposal of excavated river bed material
is shown in Table: E5 of bid document all of which are within the distance of 5km from the temporary
spoil bank.

(2) In the tender Appendix 11/7 Page No. 181 the following stipulation may read
“Materials excavated from the riverbed would be brought to the
temporary soil bank zone, either by multiple handling with earth cutting
machinery or by dumpers. The materials shall be removed
periodically from the temporary storage site within a maximum
period of 5 days.”.

This provision is made only in Section C: “ESHS”. But provision has to be


included in Section VII- Works Requirements in Specification also. As seen
from the above tender clause, the materials shall allow to stack a maximum
period of 5 days in spoil banks. This material has to be disposed of to the
permanent location (at a lead of 5 km) by week time.

“Bill of Quantities” Item 1 of three lots are related to excavating river bed
desilting materials and depositing temporarily to spoil banks. Whereas item
No. 16 (Item No. 16.1 Private land and 16.2 Government identified land) of all
lots are related to transportation from desilting materials from spoil banks to
disposal to final 5 km lead permanent locations. In the Technical
Specification, a clear provision has to be made that the payment of the Item
No. 1 and 2 (Excavating river bed desilting materials and deposit temporary to
spoil banks) should be released only after the materials dispose of to the final
locations (Maximum 5 days).

Therefore, the payment of Item No 1 and 2 should be linked up with Item No.
16 in Specification of Section VII to safeguard department interest.

Item No 1 and Item No 2 relates to excavation of riverbed upto the desired bed and profile whereas
Item No 16 conforms to disposal of excavated earth to the permanent locations. Those two items
as stated are in no case associated or correlated to each other but all attempts and drives will be
taken so that the spoil banks are disposed off from the river bed so as to ensure uninterrupted flow
during monsoon.

(3) The milestones are given in the estimate and drawings. Further the milestones are
also stipulated in the tender Section – VII Works Requirements. The date of
milestones in some of the activities are not matching with estimated bar charts and
tender stipulations which can be seen as below.

(4) In the tender in Lot 1 two cross bundhs across the river are proposed to prevent in
surface water from u/s Damodar river in the Mundeswari River. Further it is stated in
tender that “Damodar being a rain fed river, remains almost dry throughout the
year except few low-lying areas. However, it holds and carries huge amounts of
water especially during monsoon season. Due to elevated bed height in the
initial 20 km. stretch (with respect to Damodar). Mundeswari river remains
almost dry even during the rainy season”. The bailing out water/dewatering
quantity of three lots is very negligible.

The Department has proposed temporally Cross Bundhs across the river so that
any accumulated water in between cross bundhs can pump out. There are two
cross bundhs in Lot-1 and one each in Lot-2 and 3. The following items in bill of
quantities are related to construction of cross bundhs.

Damodar being a rain fed river, remaining almost dry throughout the year except
few lying areas. This work has to be executed only in the dry working season
therefore three is no rain water dewatering issue in the working zone. The depth
of cutting is worked out and is varying only 2.0 mt to 4.0 mt. Hence there is no
scope of ground water seepage.
The work in contract is only excavation in the river channel and there is no
concrete lining in bed/slopes or in structure concrete. Hence dry working area
contract is not much important.
Further the depth of cutting in the river channel is hardly 2 to 4 mt at every 250 mt
to 500 mt the existing ground level in 10 mt to 15 mt width keeps uncut
(temporary) than it serves as temporary earthen bunds. Which can be used for
transport of vehicles from one bank to another and also used u/s with some sump
to dewater any water reaching from u/s.
Looking at the above it is not the correct decision to construct cross bundhs in
Lot-2 and Lot-3. The cost of cross bundhs is huge compared to the benefits.
Department may request to review the provision of cross bund in Lot-2 and Lot-3.
Accordingly, Item No. 6 to 14 will be deleted in Bill of Quantities of Lot-2 and Lot-
3. Whereas item 15 quantity of disposal of desilting materials to final permanent
locations has also to revise. (The height of cross bundhs is 4 mt. If the water is
accumulating in cross bundhs of Lot-2 then the entire river in the upstream of Lot-
1 will submerge hence technically also cross bundhs in Lot-2 and Lot-3 cannot be
the correct proposal for bailing out water).

It is agreed that there will be no chance for groundwater seepage, but there is every
possibility of encountering base flow which may emerge as surface flow at the
downstream when excavation works approach design bed level, evidence of which
can be observed at the downstream stretch of river Mundeswari where there is always
minor discharge even during dry whether season with dry river bed at its offtake. It
cannot be assured at this stage that works under Lot 1, 2 & 3 will be commenced
simultaneously. It is also planned that excavation works will be taken up compartment
wise in each Lot when available accumulated water from the compartment under
consideration for excavation works will be bailed out to the adjacent compartments to
facilitate excavation works to continue under dry condition. Hence it is prudent to
keep provision of cross bundhs in Lot 2 & Lot 3 at this stage.

(5) Item 16 is divided in two parts. Item 16.1 is for disposal of desilting materials
(20%)from temporary stake on spoil Banks to final 5 Km lead private land. Whereas
item No. 16.2 is for disposal of desilting materials (80%) from temporary stake on
spoil Banks to final 5 Km lead Government identify lands. There is no other
difference except final destination points. But in both R.A. There are different rates
and quantities are used for Loading, Transport and Unloading which can be seen
below.

(6) In the “Bill of Quantities” the Item 1 of Lot -1,2 and 3 is excavation of desilting river
bed materials and deposited temporarily in Spoil banks in the river. The description of
Item of is narrated below. 

“Earthwork in re-excavation / silt clearance of drainage channels in all kinds


of soil including sludge and slush but excluding slush mixed with industrial
wastes, sewage, municipal garbage, carcasses, etc. and depositing the same
as per profile in proper place as directed by the Engineer-in-charge without
causing hindrance to traffic and posing health hazard  and  making  
arrangement  to  maintain  the  site  in  workable condition including removal
of  poly packs, brickbats, stone  ballasts & boulders, remnants of  bullah & 
bamboo pins and all kinds  of  water hyacinth, solid / semi solid compact
mass formed due to water hyacinth and burning them to ashes or removing
outside Govt. land where necessary  and  removal  of  thick  &  thorny 
jungles  up to  30  cm  girth including shoring and shuttering, if required, and
including initial removal of sludge and slush etc. by pan or bucket if required,
and making arrangement for bailing out of any seepage water and removal of
sand or soil blown from underneath, all complete.
(b) By mechanical means using hydraulic excavators within an initial
lead of 30 M The item and an initial lift of 3.0 M”

The stipulated initial lead is only 30 mt. The excavated width of the River is planned
150 mt, haul road on the bank 10.0 mt and temporary stacking Spoil Bank is 150 mt
wide. The lead worked out as below.

The observation is justified and the relevant correction has been made in the estimate.

(7) “Bill of Quantities” the Item 2 of Lot -1 Item No. 2 is related excavation in u/s of
bifurcation point for a length of 370 mt is stipulated as below.  
“Earthwork in excavation or re-excavation of drainage channels/rivers in all
kind of soil including silt, sand, slush etc. mixed with all sorts of industrial
wastes, sewerages, municipal garbage, carcasses, tannery effluents, jungles,
bushes, semi-solid/solid compact mass, water hyacinth, cow dung deposits,
decomposed vegetation, polythene, brick bats, gravels, stone ballast, crates,
remnant of bullah and bamboo pins etc. by means of suitable excavator
mounted on pontoon (min depth of water 0.75m) specially made to suit
the site condition in tidal or non-tidal channel/river bed and carrying of
the excavated materials to suitable locations of the channel/river bank
from the point of excavation by diesel machine operated boats or similar
arrangement in a manner suited for the purpose and placing the excavated
materials from the boat etc. on the top of the bank in case of disposal at
suitable places arranged by the agency at his own cost, on the bank at
available locations from the point of re-excavation as shown below, by means
of excavator or any other machines or manually as may be required, including
all lifts.”
In the tender Appendix 11.7/2 page 188 it is stipulated as below.  
“Damodar being a rain fed river, remains almost dry throughout the year
except few low-lying areas. However, it holds and carries huge water
specially during monsoon season. Due to elevated bed height in initial
20 km. stretch (with respect to Damodar). Mundeswari river remains
almost dry even during rainy season.”
Looking at the above tender stipulations, it is seen that the excavation in u/s 370 mt
has to be carried out similar to excavation in riverbed between Ch. 0.000 km to Ch.
1.000 km in the dry format. Wet excavation can be justifiable only if excavation has to
be executed using an excavator mounted on a pontoon, depth of pond water
minimum 0. 75m and excavation requires diesel machine operated boats.

This item unit rate is considered Rs 178/Cu-m (USoR, I & WD Item 1.15) for lead of
100 to 200 mt. This rate is very high. If we consider similar Item No. 1 excavations for
Ch. 0.000 km to Ch. 1.000 km, then the rate is only Rs. 121.00/Cum (USoR, I&WD
Item No. 1.11). This item unit rate may be similar to Item No.1 that is Rs. 121 per Cu-
m in dry excavation.  Hence the department may modify the description of Item 2 of
Lot 1 in “Bill of Quantities”

(8) The wet excavation is proposed for a length of 370m in the undivided part of Damodar for
development of deep channel so as to guide the flow from undivided Damodar River towards
the River Mundeswari. Although the Damodar is rain fed river, it carries some dry weather
discharge mainly for supply of water for Boro irrigation and also part of river share. As such,
dry excavation in this undivided course of river Damodar is not possible as ingression of the
dry weather flow into the excavation zone cannot be stopped. Moreover, removal of the cross
bundh at the upstream of the working zone (at Ch 0.00, i.e. the offtake point of Mundeswari),
would have substantial water accumulated at its riverside (facing undivided Damodar) during
the execution period, which can fully be removed after completion of the work, only by the
pontoon mounted excavator. The pontoon mounted excavator will make its own draft by
deepening river bed where it would be deployed initially and then it would move towards the
zone of work, from upstream to downstream. This is the standard operating procedure being
adopted throughout the State for similar works, and wet excavation of river bed by employing
pontoon mounted excavator is the only viable option in this zone.
(9) The quantity in Item No. 2 of Lot 1 is 285340.30 Cum. Only two cross sections at Ch.
(-) 370 mt and at Ch. 0.000 km have been used to work out the quantity. The width of
the (post excavation) river in the u/s chainage is varying from 150 mt (Ch. 0.00) to
390 mt (Ch. -0.370km). It will be a taper type channel. Hence only two cross sections
are not sufficient to get a realistic quantity of item 2. In the L section drawing of the
river, the existing ground level is changing at 370 mt, 275 mt, 180 mt and 0.0 mt.
Therefore, the correct quantities can be worked out only if four cross section areas at
(1) Ch. (-) 370 mt (2) Ch. (-) 275 mt (3) Ch. (-) 180 mt and (4) Ch. 0.0 mt. has to be
used. 
Department may have requested to rework the quantity and put up revise quantity in
“Bill of Quantities” the Item 2 of Lot -1.

The cross section has been taken @ 500m interval in calculation of earthwork. Accordingly, two
nos. sections have been taken for earthwork calculation in the funnel part. However, for more
precision the sections at chainage (-) 0.180km & (-) 0.275km are considered in the revised
estimate.

(10)  The desilting materials from the river bed have to be taken out mainly from
both the banks. To transport the materials tippers/trucks has to travel from one bank
to another bank on cross bundh top road. The haul road on both the banks are
planned 5.0 mt wide but the road on the cross bundhs are proposed only 3.0 mt. This
is not a sufficient width for transporting the desilting materials from one bank to
another bank through trucks/tippers. Top width of cross bunds roads are required to
re-examine.  
Reply to the comment:

Transportation of excavated river bed materials will in no case be allowed over the cross bundhs
as those are temporary structures meant for withstanding the lateral thrusts of water, not any
vertical load coming from earth filled heavy trucks/ dumpers, rather the dumpers/ trucks would
ply on the river bed and the temporary crossovers to be made by the contractor at suitable
locations. The excavated river bed material deposited on right bank will be transported through
the left side haul and the correction has been made in the drawing and also the location of haul
road and spoil bank are marked in the layout plan.

(11) Lot 1, Item No. 2 is related to the 370 mt u/s bifurcation point river channel.
The quantity of the item is 285340 Cum and divided the item in the following four
parts.
“(c) For distance beyond 100 metre but within 200 metre from the
point of re- excavation to the placing point on the bank @ 5% of total
excavated quantity (14267.02 Cum)
(d) For distance beyond 200 metre but within 300 metre from the point
of re- excavation to the placing point on the bank @ 10% of total
excavated quantity (28534.03 Cum)
(e) For distance beyond 300 metre but within 400 metre from the point
of re- excavation to the placing point on the bank @ 15% of total
excavated quantity (42801.05 Cum)
(f) For distance beyond 400 metre but within 500 metre from the point
of re- excavation to the placing point on the bank @ 70% of total
excavated quantity” (199738.21 Cum)       

There is no convincing justification for four parts and the lead in each part is calculated. It is
better to divided 370 mt length in 3 zones (Zone 1 (Chainage 0.0 to (-) 180 mt), Zone-2
(Chainage (-) 180 mt to (-) 275 mt) and Zone-3 (Chainage (-) 275 to (-) 370 mt) and work out
quantity as well as accurate lead up to spoil bank for temporary stacking.

In wet excavation the excavated river bed material will be carried to lifting point by boat carriage.
Depending upon the location of lifting points and distance thereof from the cutting point, provision
has been made in item No 2 of the estimate. The location of lifting and disposal point of excavated
material is shown in the layout plan.
Observations on Estimate Package X; Lot 2 “Desiltation of Mundeswari River
from Ch 1.00 KM to 3.00 Km” dated 12th October, 2020 (Reference Mail
dated……)

The work of 150 mt wide river channel excavation from Ch 1.00 km to 3.00 km has
been provided in the Lot-2. There is no other permanent flood protection work. Only
work is to deepen and widen the river, remove the excavated desilting materials,
temporary deposit on proposed spoil banks and latter final disposal in Government
identified lands and/or private lands with a maximum lead of 5 km. The total cost is
Rs. 29.27 Crores in which the excavation is Rs. 26.36 Crores (90%). It is proposed to
temporarily construct one cross bunds across the river. It is also a 5 mt wide haul
road provided along the bank for transportation of desilting materials. The haul road
also includes a ramp and approach road. An item of bailing out/pumping to remove
water u/s of cross bund amounting Rs. 2.99 Lacs is estimated. The stipulated period
to complete the work is proposed 7 months. It is mandatory to carry out work in dry
season only (No raining season permissible). Hence the work order has to be plan
keeping dry season construction month only.       
I have gone through the estimate Measurement sheet, Rate Analysis and Drawings and
observations are as below.

(1)
(a) The Item No. 1 is excavated in River bed and description of item is as below.
“Earthwork in re-excavation / silt clearance of drainage channels in all
kinds of soil including sludge and slush but excluding slush mixed with
industrial wastes, sewage, municipal garbage, carcasses, etc. and
depositing the same as per profile in proper place as directed by the
Engineer-in-charge
(b) By mechanical means using hydraulic excavators within an initial
lead of 30 M and an initial lift of 3.0 M”
The above item is to excavate river bed materials and stack within initial lead 30
mt initial lead of 3 mt. The total quantity is 10, 42,395 Cum.
(b) Please refer to Item No. 6 which related earthwork (Earth filling) in cross bundh with
lead of 30 mt. The description of the item is as below.  
“Earthwork in making new embankment / ring bundh/ retired
embankment by excavation of earth from borrow pits in all kinds of soil
including making berms and depositing the same in layers not exceeding
25 cm. as per profile within an initial lead of 30 metre and lift of 1.5
metre A. Where land for earth owned/arranged by the Department.”
The above item is to do the Earth Filling in Cross Bundh with 30 m lead and
quantity 14,030 Cum.
When we compare Item No. 1 which is excavation and disposal in 30 mt
lead, the quantity is 10,42,395 Cum. Now the Item No. 6 earth filling in cross
bund is also in the same river channel and uses the river bed materials
within 30 mt lead. It is not understood why the payment of Item No. 6 is to
be made as the materials excavated in the river bed (In Item-1) can be used
for filling in the cross bundh in the same area in Item-6. The amount of Rs.
17,55,714.20 for Item No. 6 earth filling with river bed material in the cross
bundh utilising the same river bed materials of 30 mt lead does not justify.
Further item 15 is Disposal of stack materials in spoil bank or cross bundh to the
final location with lead of 5 km. The cross bundh quantity 14,030 is already
included in the quantity 10,42,365 Cum for disposal of material at 5 km lead.
Hence in Item No. 15, the total quantity of disposal materials at the final location
should be 10,42,395 Cum and not as adopted 10,56,425 Cum. Accordingly in
the estimate Item No. 15.1 and 15.2 quantity and amount has to rework out.
(This observation is also applicable in Lot-1) Item No. 6 has to be deleted
from “Bill of Quantity”.

As per the tender provision the river bed would be sun dried before commencement of
desiltation works and pre-work will be taken thereafter. Hence the cross bundh should be
constructed first. Accordingly, the provision has been made in the estimate to use
borrowed earth for construction of cross bundh.
(2) In the tender in Lot 1 two cross bundhs across the river are proposed to prevent in
surface water from u/s Damodar River in the Mundeswari River. The Department has

The cost of cross bundhs and the estimated cost of Bailing out of water/dewatering
are compared for each lot.

cannot be assured at this stage that works under Lot1, 2 & 3 will be commenced
simultaneously. It is also planned that excavation works will be taken up compartment wise
in each Lot when available accumulated water from the compartment under consideration for
excavation works will be belt out to the adjacent compartments to facilitate excavation works
to continue under dry condition. Hence it is prudent to keep provision of cross bundhs in Lot
2 & Lot 3 at this stage.

(3) In the tender Appendix 11/7 Page No. 181 the following stipulation may read
“Materials excavated from the riverbed would be brought to the
temporary soil bank zone, either by multiple handling with earth cutting
machinery or by dumpers. The materials shall be removed
periodically from the temporary storage site within a maximum
period of 5 days.”

As seen from the above tender clause, the materials shall allow to stack a
maximum period of 5 days in spoil banks. This material has to be disposed of
to the permanent location (at a lead of 5 km) by week time.

Item 1 is related to excavating river bed desilting materials and depositing


temporarily to spoil banks. Whereas item No. 15 (Item No. 15.1 Private land
and 15.2 Government identified land) is related to transportation materials
from spoil banks to final 5 km lead permanent locations. In the Technical
Specification, a clear provision has to be made that the payment of the Item
No. 1 (Excavating river bed desilting materials and deposit temporary to spoil
banks) should be released only after the materials dispose of to the final
locations (Maximum 5 days). Therefore, the payment of Item No 1 has to be
linked up with Item No. 15 payment.

Item No 1 and Item No 2 relates to excavation of riverbed upto the desired bed and profile whereas
Item No 16 conforms to disposal of excavated earth to the permanent locations. Those two items
as stated are in no case associated or correlated to each other but all attempts and drives will be
taken so that the spoil banks are disposed off from the river bed so as to ensure uninterrupted flow
during monsoon.

(4) Item 1 is excavation of desilting river bed materials and deposited temporarily in Spoil
banks in the river. The description of Item of is narrated below. 
“Earthwork in re-excavation / silt clearance of drainage channels in all kinds
of soil including sludge and slush but excluding slush mixed with industrial
wastes, sewage, municipal garbage, carcasses, etc. and depositing the same
as per profile in proper place as directed by the Engineer-in-charge…….
(b) By mechanical means using hydraulic excavators within an initial
lead of 30 M The item and an initial lift of 3.0 M”

The stipulated initial lead is only 30 mt. The excavated width of the River is planned
150 mt, haul road on the bank 10.0 mt and temporary stacking Spoil Bank is 150 mt
wide. The lead worked out as below.

150/2 X 2 + 10 + 75/2
= 85 mt
(b)  Lead if spoil bank is only one bank,
= 150/2 + 10 + 150/2
= 160 mt
Department may request to verify the lead and if required may revise the lead of Item
1.

The observation is justified and the relevant correction has been made in the estimate.
(5) There are two Rate analysis for Item No. 15. Item 15.1 is for disposal of desilting
materials from temporary stake on spoil Banks to final 5 Km lead private land.
Whereas item No. 15.2 is for disposal in Government identify lands. There is no other
difference except final destination points.
But in both R.A. there are different rates and quantities are used for Loading,
Transport and Unloading. Which can be seen below.

The analysis of rates has been corrected and incorporated in the revised estimate.

(6) In the estimate, construction of 5.0 m wide haul road on both the banks is proposed
to be used for the transportation of desilting river bed materials. Department has
identified three land parcels on the right bank (Mouza Gotan, Jashapur, Chak
Narashinhapur and Muidipur) and one land parcel on the left bank of the river
(Modipur) for disposal of desilting river bed materials. The length of 2000 mt (in a
straight reach) haul road on the bank is adopted in the measurement sheet for
calculation of construction of road quantity. Actually haul road is shown on both the
banks in the drawing for transporting materials from stockpiles to final disposal sites.
Department may clarify if the haul road is required on both the banks then the length
of haul road should be 4000 mt instead of 2000 mt as adopted in the measurement
sheet of Item No. 4, Item 5 and Item 6 are required to modify.

Haul road is considered along the actual stretch of the river proposed to be excavated that is
2000m in this instant estimate along with a number of ramps which would require to be
constructed so as to make access to the approach roads leading to permanent disposal points.
In Lot 2 the spoil bank will be constructed along the left bank of the river and the leads for
temporary storage has been calculated accordingly. That is why both sides haul roads in the
instant case is not required. The location of haul road and spoil bank are shown in the layout
plan.

(7) The milestones are given in the estimate and drawings. Further the milestones are
also stipulated in the tender Section – VII Works Requirements. The date of
milestones in some of the activities are not matching with estimated bar charts and
tender stipulations which can be seen as below.

(8) It is required that the Estimate, Abstract, Measurement Sheet as well as Rate
