JOINT RDC AND RPOC RESOLUTION NO. IV-A-02-2019
“CREATING THE REGIONAL TASK FORCE ON WHOLE-OF-NATION APPROACH IN
ATTAINING INCLUSIVE AND SUSTAINABLE PEACE AND DEVELOPMENT”
WHEREAS,
WHEREAS,
Executive Order No. 70 provides for the institutionalization of the Whole-of-
Nation Approach in attaining inclusive and sustainable peace, creation of
National Task Force to End Local Communist Armed Conflict, and directs for
the formulation of a National Peace Framework,
the Whole-of-Nation approach addresses the root causes of insurgencies,
internal disturbances and tensions, and other armed conflicts and threat by
prioritizing and harmonizing the delivery of basic services and social
development packages by the government, facilitating societal inclusivity, and
ensuring active participants of all sectors of the society in the pursuit of
peace agenda;
WHEREAS, the National Peace Framework contains principles, polices, plans, programs,
and mechanisms to localize peace agreements and interventions that will
bring inclusive and sustainable peace, and address the root causes of
insurgencies, internal disturbances, tensions and other armed conflicts threats
in identified areas;
NOW, THEREFORE, on a motion duly seconded, BE IT RESOLVED, AS IT IS HEREBY
RESOLVED, to create the Regional Task Force on Whole-of-Nation Approach
in attaining inclusive and sustainable peace and development.
RESOLVED FURTHER, that the Regional Task Force shall be composed of the
Presidential Adviser for Southern Tagalog as Chairman, Commander Joint
Task Force Katagalugan, Regional Director of the Police Regional Office IV-
A, CALABARZON Regional Peace and Order Council Chairman and
CALABARZON Regional Development Council Chairman as Co-Vice
Chairpersons, and the following as members:
a. RPOC Full Council Members with all component units under them,
b. RDC Full Council Members with all component units under them.
RESOLVED FINALLY, that the attached Terms of Reference forms an integral part of

Terms of Reference
Section 1. Creation of the Regional Task Force to End Local Communist
Armed ‘Conflict 4A. To ensure efficient and effective implementation of the Whole
of-Nation approach, a Regional Task Force to End Local Communist Armed Conflict
(NTF ELCAC) is hereby created under the powers and functions of the National
Task Force.
Section 2, Composition. The Regional Task Force shall be composed of
Presidential Adviser for Southern Tagalog as Chairman; the Commander Joint Task
Force Katagalugan, Regional Director, Police Regional Office 44, RPOC 4A
Chairman and RDC 4A Chairman as Co-Vice-Chairpersons, and the following
as members:
a, RPOC Full Council Members with all component units under them;
b. RDC Full Council Members with all component units under them;

Section 3. Powers and Functions. The Regional Task Force shall have the
following powers and functions:
a. Within six (6) months from the creation of the Regional Task Force,
formulate and implement a regional peace framework anchored on the
Whole-of-Nation approach;b. Determine convergence areas for peace and development in Region IV-A;
c. Ensure inter-agency convergence in the implementation of the regional
peace framework in conflict-affected and vulnerable communities in
Region IV-A;
d. Enlist the assistance of any department, bureau, office, agency, or
instrumentality of the government in Region IV- A, including LGUs,
government-owned or controlled corporations (GOCCs), and state
universities and colleges (SUCs) in accordance with their respective
mandates, in the implementation of the regional peace framework;
@, Evaluate, define modify or integrate policies, programs and activities
contained in the regional peace framework;
f. Organize ad hoc interagency and multi-sectoral clusters, councils,
committees and groups in regional, provincial and local levels, or modify
existing ones, whenever necessary, to fulfill its mandates;
g. Develop strategic communication, advocacy, and peace constituency
plans, as well as capacity-building measures, to enable local chief
executives and local peace bodies/organizations to engage and facilitate
local peace engagements or negotiations and interventions;
h. Harmonize the roles and functions of regional offices undertaking peace
efforts to avoid duplication and ensure synchronization and integration of
programs and projects;
i. As may be necessary, issue supplemental guidelines, protocols or policies
in the furtherance of this joint resolution;
j. Recommend to the Office of the Presidential Adviser on the Peace
Process projects and conflictaffected areas where the PAyapa at
MAsaganang PAmayaNan Program may be implemented, subject to the
provisions of the General Appropriations Act; and
k. Perform such other duties and functions as the National Task Force may
direct.
Section 4, The Regional Peace Framework. The same shall contain
principles, policies, plans and programs that will bring in inclusive and sustainable
peace and development, and address the root causes of insurgencies, internal
disturbances and tensions as well as other armed conflicts and threats in identified
areas. To this end, the Regional Peace Framework shall include a mechanism for
localized peace engagements or negotiations and interventions that is regionally
orchestrated, directed and supervised, while being locally implemented,
Section 5. Convergence. All departments, bureaus, offices, agencies or
instrumentalities of the government, including GOCCs and SUCs, are hereby
directed to render the necessary support to the Regional Task Force.The private sector, non-government organizations and other stakeholders are
encouraged to participate in all peace-building programs, plans and activities, in the
implementation of the Regional Peace Framework.
Section 6. Regional Secretariat. The Regional Task Force shall be assisted
by a Regional Secretariat, headed by an Executive Director, who shall be appointed
by the Chairman of the Regional Task Force. The Executive Director shall submit to
the Chaitman an organization and composition of the Regional Secretariat within one
(1) month from his/her appointment. The members of the Regional Secretariat shall
come from selected member agencies of the Regional Task Force under detail or
other appropriate arrangement.
Section 7. Functions of the Regional Secretariat. The Regional Secretariat
shall have the following functions:
a. Provide technical and effective administrative support and assistance to
the Regional Task Force in the performance of its tasks, coordinate with
relevant agencies on the status of its plans and programs, and provide
updates to the Regional Task Force on the implementation of the Regional
Peace Framework.
b. Ensure that all policies, directives, plans, and programs formulated by the
Regional Task Force are faithfully carried out; and
¢. Perform such other functions as may be directed by the Regional Task
Force.
Section 8. Oversight and Advisory Committee. An Oversight and Advisory
Committee shall be composed of DIPO-SL, COMSOLCOM, and representatives
from the following sectors: academe, religious, business, youth, media and CSOs.
They shall provide oversight and advisory functions to the Regional Task Force.
Section 9. Funding. The initial funding requirements for the implementation
Of this joint resolution shall be charged against existing appropriations of member-
agencies of the Regional Task Force and such other appropriate funding sources as
the National Task Force may provide, and when necessary, the Contingent Fund,
‘subject to relevant laws, rules and regulations.
The succeeding year's appropriations for the operation of the Regional
Secretariat shall be included in the budget proposals of RDC and RPOC. The
funding requirement for the implementation of the programs, plans and activities in
the Regional Peace Framework shall be included in the respective annual budgets of
the concerned agencies, subject to the usual budget preparation process.
