SUBJECT : NATIONAL TASK FORCE TO END LOCAL COMMUNIST ARMED


CONFLICT (NTF-ELCAC) GUIDELINES IN THE ESTABLISHMENT
AND MANAGEMENT OF OPERATION CENTERS

TO : CORDS, 17 JOINT REGIONAL TASK FORCES (JRTF)


HEADS, 12 NATIONAL CLUSTERS

I. LEGAL BASES:

a. Executive Order No. 70 entitled “Institutionalizing the Whole-Of-Nation-


Approach in Attaining Inclusive and Sustainable Peace, Creating a National
Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and
Directing the Adoption of a National Peace Framework” issued on December
04, 2018; and

b. Section 15 of the Joint Memorandum Circular No. 01 series of 2019 states that
“the Regional Task Force-ELCAC (RTF-ELCAC) shall establish its operations
center to closely monitor and supervise the implementation of programs,
projects, and activities at the regional and sub-regional levels. The RTF-ELCAC
shall designate personnel who will run and manage the operations center on a
24/7 operations.”

II. PURPOSE:
This Memorandum Circular sets forth the guidelines for the establishment and
management of the NTF-ELCAC Operations Centers (OPCEN) at the national
level down to regional, provincial, city, and municipal task forces nationwide, in
order to have a systematic, efficient and centralized communications monitoring
and reporting system.

III. GENERAL GUIDELINES:

Section 1. Establishment and Management of the Operations Center


The Operations Center (OPCEN) shall be established at the national level down
to the regional, provincial, and city/municipal levels.

a. The NTF OPCEN is situated at the Presidential Situation Room, PSG,
Malacañang Park, under the operational supervision of the Directorate for
Operations, NTF-ELCAC Secretariat. It shall operate 24/7 and is responsible
in the consolidation of the daily activity report, monthly, quarterly and annual
accomplishment reports of the 12 National Clusters and 17 JRTFs, for the
information and consumption of the Task Force Leadership. The 12 National
Clusters shall designate focal persons as coordinators to communicate with
the NTF-ELCAC OpCen.

b. The Joint Regional Task Force (JRTF) OPCEN shall operate 24/7 and
responsible in the consolidation and submission of daily activity reports,
monthly, quarterly and annual accomplishment reports of the Provincial Task
Force (PTF) and City Task Force (CTF) to the NTF OPCEN.

c. The PTF OPCEN shall operate 24/7 and responsible in the consolidation and
submission of the daily activity report, monthly, quarterly and annual
accomplishment reports of the Municipal Task Force (MTF) to the JRTF
OPCEN.

d. The CTF OPCEN shall operate 24/7 and responsible in the consolidation and
submission of the daily activity report, monthly, quarterly and annual
accomplishment reports of the Barangay Task Force (BTF) to the JRTF
OPCEN.

e. The MTF OPCEN shall operate 24/7, and responsible in the consolidation
and submission of the daily activity report, monthly, quarterly and annual
accomplishment reports of BTF-ELCAC to the PTF OPCEN.

f. The BTF-ELCAC shall designate a focal person as coordinator to


communicate with the MTF OPCEN.

Section 2. Organizational Structure and Staffing Pattern.

a. The NTF-ELCAC OPCEN at the national level shall be manned by at least


seven (7) personnel broken down to: one (1) Chief; one (1) Assistant Chief;
and one (1) admin and four (4) operation staff (See Annex “B”).

b. The staffing/manning pattern of the OPCEN at the regional, provincial, city,


and municipal level may vary subject to the availability of personnel and
resources. Provided however, that functions and requirements will be
undertaken and accomplished.

Section 3. Functions.

The NTF-ELCAC OPCEN shall function as follows:

a. Disseminate policies, directives, guidelines, plans and programs from the


NTF-ELCAC leadership to the 17 JRTFs and 12 National Clusters;

b. Follow-up and collate the compliances of the 17 JRTFs and 12 National
Clusters;

c. Collates the daily, monthly, quarterly and annual reports of the 17 JRTFs and
12 National Clusters for the consumption of the NTF-ELCAC leadership;

d. Assists and facilitates coordination with concerned government agencies on


the nationwide conduct of NTF-ELCAC activities/engagements that includes
security coordination;

e. Maintains/updates directory of the NTF-ELCAC leadership; CORDS; NTF-


ELCAC Secretariat; 12 National Clusters; and 17 JRTFs leadership, JRTFs
TWGs, JRTFs Secretariat and concerned government agencies; and

f. Ensures communication security.

Section 4. Duties and Responsibilities.

a. Chief, OPCEN

1. Responsible for the administrative and operational activities of the NTF-


OPCEN;
2. Ensures the availability of reports for the information and consumption of
the National Task Force leadership; and
3. Performs other duties as directed.

b. Assistant Chief, OPCEN

1. Assists the Chief, OPCEN in directing, supervising and controlling the


management of the NTF-OPCEN;
2. Acts as Security Officer of the NTF-ELCAC OPCEN; and
3. Performs other duties as directed.

c. Admin Staff

1. Maintains files/records for incoming and outgoing communication;


2. Maintains and updates Directory;
3. Facilitate the procurement of logistical requirements for the OPCEN; and
4. Performs other duties as directed.

d. Operation Staff

1. Renders 24/7 duty on rotation basis;


2. Receives and transmits communication;
3. Makes follow-up of outgoing communication/directives/compliances with
target dates;
4. Consolidate the daily, monthly, quarterly and annual accomplishment
reports of the 17 JRTFs and 12 National Clusters; and
5. Performs other duties as directed.

Section 5. Submission of Reports.

a. The daily activity report shall be submitted via email in MS Word format to
the NTF-ELCAC OPCEN everyday not later 10:00 p.m., including holidays,
in the prescribed format (See attachment 1 and 5).

b. The monthly accomplishment report shall be submitted on or before the 5th


day of ensuing month in the prescribed form and substance and in soft copy
both in PDF and Word format via email. For RTF monthly report, the
prescribed form in JMC No. 1 shall be adopted (See attachment 2 and 6).

c. The quarterly accomplishment report shall be submitted not later than 1st
week of the succeeding quarter, in the prescribed form and substance and
in soft copy both in PDF and Word format via email. (See attachment 3 and
7).

d. The annual report shall be submitted not later than 1st week of the next year,
in the prescribed form and substance and in soft copy both in PDF and Word
format via email. (See attachment 4 and 8).

e. All OPCEN shall maintain an official email account and mobile numbers. For
purposes of uniformity and easier identification, the email account should
appear as rtf1opcen@gmail.com; ptf1launionopcen@gmail.com;
ctf1dagupanopcen@gmail.com; and mtf1agooopcen@gmail.com.

Section 6. Operation Center Facility.

a. The RTF/PTF/CTF/MTF shall establish a dedicated OPCEN facility.

b. The Tactical Operation Centers (TOCs) of the Armed Forces of the


Philippines (AFP), Philippine National Police (PNP) and other government
agencies such as the National Disaster Risk Reduction Management Center
(DRRMC) and Metro Manila Development Authority (MMDA), as maybe
applicable, can be utilized for OPCEN facility considering they have readily
available facilities, equipment and manpower.

IV. EFFECTIVITY:

This Memorandum Circular shall take effect upon approval.

IV. Analysis.

Guidelines:
a. A technique for determining steps to be taken in moving from a current
state to a desired future state; also called need-gap analysis, needs analysis,
needs assessment.

Gap analysis consists of:

1. Listing of characteristic factors such as attributes, competencies,


performance levels of the present situation (“what is”);
2. Cross listing factors required to achieve future objectives (‘what should
be”); and
3. Highlight gaps that exist and needs to be filled

V. Assessment
Guidelines:
1. Estimate the nature, quality or value of different reports; and
2. Determine the results of tactical actions in the context of overall mission
objectives and providing potential recommendations for the refinement of
future plans.
