Regional Task Force to End Local Communist Armed Conflict (RTF-
ACTIVITY
ELCAC) Meeting cum Inauguration of ELCAC Operations Center

To discuss issues and concerns
OBJECTIVE To ensure alignment of regional and local implan to the National ELCAC
Plan
To inaugurate the RTF-ELCAC Operations Center
OVERVIEW CALABARZON pioneered the crafting and mobilization of the first ever
Regional Task Force to End Local Communist Armed Conflict (RTF-
ELCAC). Through a Joint Regional Development Council (RDC) and
Regional Peace and Order Council (RPOC) Resolution No. IV-A-02-2019
dated February 26, 2019, the RTF-ELCAC IV-A CALABARZON was
created. (Please see attached resolution)

Pursuant to Section 8.1 of the NTF-ELCAC Joint Memorandum Circular


No. 1, Series of 2019 entitled “Guidelines on the Implementation of
EO70,” the RTF-ELCAC shall meet at least once every quarter to be
convened by CORDS. This is to ensure alignment of efforts between the
NTF-ELCAC and the Local Task Forces ELCAC on the implementation of
EO70. (Please see attached JMC)

The RTF-ELCAC IV-A Meeting was held at the Splash Mountain Resort
and Hotel, Los Bañ os, Laguna on November 25, 2020. Said meeting was
presided by Secretary Eduardo M. Añ o as the Cabinet Officer for
Regional Development and Security (CORDS). (Please see attached
Minutes of Previous Meeting).

On January 21, 2021 the RTF-ELCAC 1 st quarter meeting will be held at


the Multipurpose Building, Camp BGen Vicente, Canlubang, Calamba
City Laguna. Only the principals, guests of honor, governors, and heads
of the 12 clusters/LOEs shall attend the meeting physically in strict
observance of community quarantine protocols. The rest of the
members shall join via zoom. (Please see attached List of Attendees)

The following topics will be discussed on the meeting:

1) Highlights of previous meeting – to inform the members of the issues,


agreements and actions taken on the previous meeting
2) Insurgency situation – to brief the members of the areas with
“Matino, Mahusay at Maaasahan”

insurgency issues and discuss CTG operations and activities
3) Retooled Community Support Program – a convergence mechanism in
the implementation of EO70 wherein the LCEs are the champions.
Fifty Six (56) barangays were targeted in CALABARZON for the
implementation of the program. Thirty (30) of which shall be funded
under General Appropriations Act of 2021 for the implementation of
the Barangay Development Projects.
4) NTF-ELAC updates – a representative from the NTF-ELCAC was
invited to cascade latest updates from NTF operations
5) Approval of Resolution on Staffing of RTF-ELCAC Operations Centre –
the proposed resolution was presented by the Secretariat last Nov 25
ELCAC meeting. However, some comments and recommendations
were done prior to its approval.
6) Awarding of Certificate of Appreciation to LCEs of RCSP target
barangays – to recognize the efforts of the LCEs as the RCSP Heads,
certificate of appreciation shall be awarded via zoom to the 17 mayors
who successfully conducted the RCSP activities on their AORs.
7) Awarding of ECLIP Benefits – financial assistance will be awarded to 2
FRs from Batangas and 34 FRs from Quezon who surrendered under
ECLIP

NTF-ELCAC Memorandum Circular 20200617-001 provides for the


establishment of ELCAC Operations Center in the regional, provincial,
city and municipal level in order to have a systematic, efficient, and
centralized communications and reporting system. (Please see attached
MC).

The RTF-ELCAC Operations Center is located at the Old REMAC


building, Camp BGen Vicente Lim, Calamba City, Laguna. On September
23, 2020, a Memorandum of Agreement was signed between PNP PRO-
IVA and DILG IV-A containing the terms and conditions on the use of the
said facility. (Please see attached MOA)

For the OPCEN to be functional and continue its operation, some


repairs/renovations were done to ensure its compliance to the
minimum health standard set forth by the Inter-Agency Task Force on
Emerging Infectious Disease. The inauguration will be done on January
21, 2021 to formally start the operations of the said facility.
