Introduction

For over a decade, Marvel Studios has dominated the film industry with the Marvel
Cinematic Universe (MCU), the world’s most successful movie franchise. Unlike most other
film franchises, the movies within the MCU are not always direct sequels to each other, but
off-shoot stories taking place within the same universe that occasionally cross over in large
event films such as the ​Avengers​ franchise. In addition to the films that your character
appears in, it is highly recommended that you also watch the following films:

The Avengers (2012)

Captain America: Civil War (2016)
Avengers: Infinity War (2018)
Avengers: Endgame (2019)

In this committee, we will be discussing events mostly taking place within the films
Avengers: Infinity War (2018) ​and ​Avengers: Endgame (2019)​. Do, however, note that the
Secretariat has decided upon ignoring the events of ​Endgame​ after the five-year time jump,
leaving the committee with total freedom in how they choose to solve the issues at hand.
This means events before ​Endgame's f​ ive-year time skip will be considered canon and
relevant to the committee, but all events afterwards will not be relevant.

The world has just experienced the greatest devastation in all of human history, ​The
Decimation,​ in which exactly half of the entire universe’s population has been executed
through the use of the six Infinity Stones by the mad titan Thanos. A valiant battle was
fought in the African nation of Wakanda but unfortunately, even the universe’s mightiest
heroes could not prevent the evil Thanos from completing his genocidal goal.

Now, one month later, this committee has been called upon to further discuss the
terrifying aftermath of the Battle of Wakanda. Tony Stark has been rescued from deep
space by newcomer Carol Danvers, also known as Captain Marvel. While Thanos has been
killed by the remaining Avengers, the universe is still missing half its population. Missing
heroes, governments in disarray, and violent riots across the world threaten to further
damage the already broken Earth. It is up to you and the committee to collaborate and
rebuild this world to prevent it from falling into true, destructive anarchy. Remember, at
this conference, ​anything​ could happen, including new crises.

March 18, 2021. A position paper is required to be eligible for awards, but is not mandatory
for this committee. However, it is strongly recommended to submit a position paper as it
can help delegates prepare for the discussions. There will also be one Best Position Paper
award in this committee.

Rebuilding World Governments and Repairing Nations

As more information comes in regarding the aftermath of the Decimation, many powerful
world governments find themselves in the unfortunate situation of their own leaders being
among those who’ve vanished. An ongoing list has been made of all known political figures
who’ve disappeared:
President Vladimir Putin of Russia
President Donald Trump of the USA
Vice-President Mike Pence of the USA
President Xi Jinping of China
President Shinzo Abe of Japan
Chancellor Angela Merkel of Germany
Prime Minister Narendra Modi of India
Premier Doug Ford of Ontario, Canada
President ​Recep Tayyip Erdoğan of Turkey
King T’Challa of Wakanda

Among the most notable of these figures is

King T’Challa of Wakanda, also known as the Black
Panther. T’Challa fought alongside heroes such as
Captain America, the Black Widow, and War
Machine in the Battle of Wakanda before vanishing
to dust himself. Most recently, T’Challa had
announced the intention to bring Wakanda out of
the shadows to the world, revealing the country’s
great power and technological innovation through the use of the Wakandan metal
Vibranium. While Wakanda continues to recover from Thanos’s devastating attack, the
disappearance of their king along with half their council is proving to be a great obstacle in
rebuilding their nation and recouping their losses.

With these powerful figures missing alongside approximately half of all government
bodies, it is of immediate concern to this committee to rebuild these countries as quickly as
possible before they fall into anarchy. It is in this time of crisis that people need a leader.

Gaps in government should be filled as soon as possible to deal with the aftermath of
the Decimation.

Questions to consider:
- How should the nations of the world handle government reforms?
- How much jurisdiction does the council have in the matter?
- How can more powerful nations such as Wakanda help in the rebuilding effort?
- What impacts does the disappearance of these important politicians entail?

Quelling Riots and Violence in Response to the Decimation

Though it’s been a month since the Decimation, more than half the world population
is still in the dark as to the specifics of the situation. Some facts have been revealed to the
public, including knowledge of the Battle of Wakanda and the halving of the population.
Much of the world is still unaware of Thanos’s actions and do not yet understand the role of
superhumans in this crisis. However, due to the amount of time since the Decimation,
efforts towards informing the public have been ineffective due to several nations losing
power and connection to the rest of the world as well as frequent uncontrollable riots due
to the lack of information.

In response to the harrowing situation, crime rates in first world nations have been
estimated to have increased anywhere from ​300-3000% ​while developing countries haven’t
even had the time nor the resources to report on the matter. Understandably, many of
these violent reactions have been out of anger against the Avengers. However, there are
cases of known enemies of the world taking advantage of the lowered security to further
their own dangerous agendas, such as the resurgence of several notable figures such as
Helmut Zemo, who has been confirmed to have escaped imprisonment during a large riot
while being transferred after the Decimation.

Beyond the limits of earth, there is no telling the amount of chaos caused in the vast
array of outer space. Scouting the known universe, Carol Danvers/Captain Marvel has
reported the sight of several ​planets​ in disarray experiencing similar aftermaths as Earth’s
situation. With the situation this intense, the question must be asked: is it better to focus
purely on Earth’s recovery or is it worth it to pursue strategies to somehow ​reverse​ the
Decimation in general?

Questions to consider:
- How can this committee pool their resources into stopping/slowing down
worldwide panic
- What are some viable ways to inform the remaining population of the Decimation so
that no confusion shall prevail?
- What strategies can be employed against the resurgence of enemies such as Zemo?
- How can the world further its recovery amidst the riots and violence?
- How can the committee address the issue of violent reactions on an intergalactic
scale? Should the committee even care?

Missing Persons/Heroes of Interest

chance to get their guns out."

After Thanos’s victory, the whereabouts of a significant number of heroes and

persons of interest have been unknown. Is it unclear if the cause of their disappearance
was due to the decimation. While we have an idea of which heroes were decimated here on
Earth, the following individuals’ whereabouts have been called into question.

Most notably Clint Barton (Hawkeye) and Scott Lang (Ant-Man), have both gone
missing. It’s important to note that both of these individuals were under house arrest
during the time of the Battle of Wakanda and are possibly using this situation to their
advantage in order to escape. It is also suspected that Scott Lang was avoiding house arrest
prior to the Decimation. It is important that the whereabouts of these two individuals are
found.

These individuals’ whereabouts have been called into

question due to the fact that they were both under house arrest
during the time of the Decimation. There is a good chance that
Mr. Lang is avoiding arrest due to his previous history of
potentially being out of his approved boundaries before the
events of the Decimation. In addition, there is suspicion that
Barton has not been decimated and instead has been pursuing
a rampage against known international criminals and
organizations due to a series of carefully carried out homicides.

Regardless of the case, these individuals have proven to be dangerous, and should,
therefore, be investigated seriously in order to know about their whereabouts with public
safety as the number one priority.

Questions to consider:
- How can we determine the fates of remaining missing notable figures? (Were they
or were they not decimated? How do we find out?)
- If neither Clint Barton nor Scott Lang fell victim to the Decimation, how can we
determine their current whereabouts?
- Who should be put in charge of locating these two if they have not been decimated?
- What other fugitives may have taken advantage of this global devastation?
