Pressure & Flow Control Industries (PFCI) roots traced back to 1975 when Mr B M Pandya & Mr J M
Pandya incorporated a registered partnership firm ( Family partnership ) in the field of Manufacturing
Instrumentation products for pressure & Vacuum measurements under the trade name PRECON®.
PFCI operates from its headquarter located at 823 GIDC Industrial Estate, Makarpura, Vadodara 390 010,
Gujarat ( West province of INDIA) which is well connected with Rail, Road & Air route.
With continuous research & development and encouragements assisted by customer at various stages, In
1977 PFCI has started design and manufacturing import substitute products - Flame Arrester, Pressure
Vacuum relief valves, emergency vent manhole cover, Gauge Hatch, Slot dipping devices & tank
mounting accessories for use in Oil/Gas/Petrochemical/Fertilizer/Pharmaceuticals etc.
In 1997 the second generation actively participated in the organization and took over the leadership with
firmness and modern vision.
In 2000 PFCI diversified some of their facilities to render services for Calibration & testing of Pressure,
Vacuum, Temperature, Dimension measuring equipments through its 100% owned subsidiary Process
Instrument Calibration Centre (NABL Accredited Lab)
In 2006 Proto Type Performance test for Gas Group IIA/IIB and IIC ( IS 2148-2004 equivalent EN ISO
60079) carried out for Flame Arrester as per IS 11006-1984 by Central Mining Research Institute
(Council for Scientific & Industrial Research) GOVT of INDIA.
In 2006 Petroleum & Explosive Safety Organization issued approval letter for use of Pre’con Flame
Arrester in their installation.
In 2008 by complying international standards and documents, PFCI was awarded ISO 9001 2000
certification by TUV Nord, Accredited by NABCB.
In 2009 Shop survey carried out by BVIS for Design, Manufacturing and in-house test facility for entire
pre’con product range.
In 2009 Proto Type Performance test for Gas Group IIA/IIB and IIC ( IS 2148-2004 equivalent EN ISO
60079) carried out for entire manufacturing range of Flame Arrester as per IS 11006-1984 by Central
Mining & Fuel Research Institute (Council for Scientific & Industrial Research) GOVT of INDIA.
In 2009 obtained venting capacity certification for all models of Breather valve, Emergency relief valves
in accordance to API 2000 from BVIS.
In 2009 PFCI is registered with leading Project Management Consultant M/s ENGINEERS INDIA LTD ,
TOYO GLOBAL,LINDE ENGINEERING INDIA LTD, TECHNIMONT (ITALY) , PETRONAS (
MALAYSIA), PETROFAC ( UAE), SHELL SABAH BERHAD(MALAYSIA), BECHTEL(FRANCE),
QATAR KENTZ WLL(QATAR), PERTAMINA (INDONESIA), STATE COMPANY FOR OIL
PROJECT (IRAQ) Etc.
In 2010 PFCI was awarded contract worth US $ 329000.00 by Elite home Group, Jordan. for various
projects of State Company for Oil Projects (Iraq).
PFCI has a strong design engineering wing capable to undertake plant designs & fabrications specifically
for Oil & Gas, petrochemicals & fertilizers.
Today, We are represented or have co-operation with more than 6 well known international companies
starting from Far East to South American countries.

SIZING AND SELECTION OF BREATHER VALVE
When the tanks are designed in accordance to API 650 / EN 14015 , The venting
capacity is to be calculated in accordance to API 2000, LATEST EDITION / EN
14015, for Out Breathing, In Breathing and for Fire Exposure.
When calculating the required capacity ,the flammable liquids must be verified with
their flash point.

In Addition to the normal venting capacity provided by the Breather vent or Flame Arrester ,
every large above ground flammable liquid storage tank should be provided with some means of
relieving excessive internal pressure cause by fire exposure to tank.
When a fire occurs in adjoining area of the flammable liquid storage tank , the heat transmitted
through the walls of tank which will cause the liquid to vaporize more quickly. This would
generate high pressure with in the tank vapor space. If the emergency venting was not provided an
explosion could occur.
On a fixed roof with a weak roof to shell attachment, such as that described in API std 650, the
roof to shell connection will fail prior to other tank welds, allowing relief of the excess pressure in
the normal venting capacity proves inadequate. For a tank built to these specifications, it is not
necessary to consider additional requirements for emergency venting; however, additional
emergency vent may be used to avoid failure of the frangible joint.
When a tank is not provided with a weak roof to shell attachment. The required capacity for fire
exposure shall be evaluated as per API 2000-2009.
For wetted surface area larger than 260 m2 Refer API 2000-2009 or consult factory.
WHY TANK VENTS ARE REQUIRED
EVAPORATION
Evaporation losses are one of the most costly operating factor effecting the financial benefit of the
industry, there are many factors which affects the evaporation loss of vapor in storage tank.
Temperature is one of the most important factor affecting such losses. Evaporation occurs at the
top surface of liquid in storage tank, which is called a vapor space. The rate of vaporazition
increases with the characteristics of storage medium.

In addition to the normal venting capacity requirement by the valve/Flame Arrester. All large
above ground storage tanks needs emergency Pressure relief caused due to fire in adjoining
area. These relief requirements are recommended to be considered by making provision of
Emergency Pressure Relief Valve as per API 2000 standard.
When fire occurs near the storage tank which is having flammable liquid the heat is transmitted
through the tank walls causing to vaporize more quickly this condition create a relatively high
pressure within the tanks vapor space in the absence of required emergency relief an explosion
could occur.
The explosions caused by the above condition may be avoided by using Pre’con emergency
relief
valve which allows the vapor to release to atmosphere. This emergency vent valves are weight
loaded, Spring loaded, Hinged type etc, which provides tight seal under normal conditions and
open only when the set pressure is attained and release the excessive volume of vapor
generated by this condition.

The Emergency Pressure relief valve Hinged type is designed for economical
solution against the requirement of higher setting with weight loaded pallet.
For the examination of tank, the entire pallet assembly with hinge may be
lifted, which offer clear passage. Since no dismantling of unit or replacement of
gasket is necessary,This eliminates the use of expensive manpower needed to
pur the emergency vent back in operation.

PFCI/EPRV/2051(SL)
The most effective method of quenching such flame is to install Pre’con Flame Arrester either at strategic
point along with pipeline, or at the end of pipe line , or on storage tank nozzles where gas/vapor are being
vented to atmosphere.
Under normal operating condition Flame arrester permits relative free flow of gas/ vapor through the
system. If the mixture is ignited and the Flame begins to travel through the arrester it will prohibit the
flame from moving back to the source.
Type of gas in a system determines its gas grouping and therefore predetermines the type of arrester
element required. Element must be designed to accommodate specific gas group that can possible ignite
and propagate in the system.
Flame Propagation
A flame is a volume of gas in which a self sustain exothermic ( Heat Producing) reaction is occurred. The
reaction is presumes to be oxidant which is also known as combustion.
To have a flame three things must be present 1) Oxygen ( supplied by air) 2) Very high temperature
( initially provided by ignition source and 3) Flammable gas mixed with air in suitable proportions called
a combustible mixture. So long as this requirements remains available a flame can burn indefinitely.
Flame Arrester operates by removing one of these requirements. (i.e, High Temperature)
In a stationary flammable mixture, a flame seems to move towards the unburnt gas, leaving combustion
products behind this apparent motion is called Flame propagation.
CRIMPED RIBBON CORRUGATED MATRIX (BANK)
Pre’con Flame arrester are designed to give maximum air flow consistent with operating efficiency, fire
protection and low cost maintenance. Flame arrester operates on the principle; removing of heat from the
flame, as it attempts to travel through narrow passages with wall of metal or other heat conductive
materials For instance Pre’con Flame arresters employ layers of metal ribbons with crimped corrugations
as shown below.
The Arrester element is the used to stop an explosion from spreading in a pipe line. Elements consists of
alternate layers of crimped and uncrimped metal spirally wound on to a central core. Alternative
construction uses alternate layers of crimped and uncrimped metal built in to a circular frame. In either
case this results in structure with many approximately triangular shaped apertures. The above
construction produces a matrix of uniform opening that are carefully constructed to quench flame by
absorbing the heat of the flame. This provides an extinguishing barrier to the ignited vapor mixture.
The flame arresters are designed for different gas groups IIA, IIB and IIC.
There are mainly two types of flame arrester.
End of line deflagration Flame Arrester are designed for unconfined flame propagation. This type of
arrester is installed on low pressure storage tanks, or other gas vents. End of line Flame Arrester
installed on a tank which discharge directly to atmosphere.
An unconfined deflagration is defined as the propagation of Flame front at a speed less than the speed
of sound in an area where the expanding combustion by products are not restricted by any enclosure.
A vapor cloud ignited in the open atmosphere is usually an example of unconfined deflagration. If the
vapor such as gasoline , the flame front burns through the vapor at relatively low but constant velocity
of approximately 15 to 20 ft/sec. End of line Flame Arrester must be mounted on an outlet pipe
venting directly to atmosphere and must be used only with the type of vapor or gas.
2. Flame Arrester for In line applications
Sometimes it is desirable to install flame arrester in the middle of pipe line. They are suited for
installation of long pipeline. They are particularly suited for installation inside a tank house where
vent pipes or lines are extended through the tank roofs or walls to the outside.
The Flame Arrester that are intended to be mounted in a pipe line cause a more complicated problem.
The flammable vapor is ignited within a confined space such as a pipeline, the propagation of Flame
front is defined as a confined deflagration. A confined deflagration is a flame front traveling at a
speed less than the speed of sound in the area where the flame front is constrained by some external
boundry in this case the pipe walls confined the propagation flame.

The Free Vent Flame Arrester is used to stop the propagation of confined and unconfined
low pressure deflagrations. It prevents an ignited atmospheric vapor cloud from
propagating beyond the Flame Arrestor into the vent line or tank.
Free Vent Flame Arrester’s are typically used for the end of line applications when the
system operating pressure is near atmospheric levels and when there is minimum
probability of a flame stabilizing on the Flame Arrestor element for an extended period.
Free Vent Flame Arrestors allow free venting and flame protection for vertical vent
applications. Designed with flanged connections, this arrestor allows removal of
the flame cell element without their removal of the venting assembly.

PRECON End of Line Flame Arrestors are designed to stop the propagation of confined
low pressure deflagrations.
The Bi Directional flame Arrester is typically used for end-of line and near end of line
applications when the system operating pressure is near atmospheric levels and when there
is minimum probability of a flame stabilizing on the Flame Arrestor element for an
extended period.

IN LINE FLAME ARRESTER
Deflagration type In Line Bi Directional
Precon In Line Deflagration Flame Arresters are designed to be installed in a pipeline very close to
the potential source of ignition and thus prevent any flame or explosion proceeding further. such an
explosion would be a confined deflagration. The pipeline between the flame arrester and the source of
ignition should be straight, smooth, unobstructed and without any bends, junctions or changes in
section. these products are essential safety equipment for the protection of plant and personnel from
the risk of fire and explosion.
If a flame is permitted to travel for some distance down a pipeline, particularly where conditions exist
that could induce turbulence, then it will accelerate. eventually it may reach and exceed the speed of
sound in the unburnt gas. such conditions would be created by bends, obstructions, roughness or
changes in pipe section. The resulting (confined) detonation would require the use of an in-line
Detonation Flame Arrestor.
Pre’con high pressure deflagration arrester is designed to protect against high velocity and pressure
flame front.
The arresters are Bi Directional and can stop Low, Medium and High pressure Deflagration. Pre’con
design provides multiple layers of flame element which offers maximum flow at lower pressure drop.

The detonation arrester is designed to withstand higher pressures than the flame arrester and quench
detonations. This in-line detonation flame arrester is designed to be installed in a pipeline where there is

CONSTRUCTION
The assembly consists of an upper and lower body section with a counter balanced
lever operated closing pallet in the lower section. The upper section is sized to
accommodate the dip weight or sampling device when the isolating pallet in the lower
section is closed. The hinged cap closing the upper section is constructed to accept
the bayonet fitting of the rope or tape adaptor. When the fitting is not in use it is
closed by a sealing plug.
The conservation vent features cushion seated diaphragms constructed of FEP Teflon for
reliability and extended service life. For high reliability, the pressure and vacuum pallets
are center stem guided. The crimped ribbon bank provides maximum flow while
minimizing pressure drop. Both body and tube banks are available in numerous materials
to meet the requirements of your site.

PILOT OPERATED RELIEF VALVES
Like other pressure relief valves (PRV), pilot
operated relief valves (PORV) are used for
emergency relief during overpressure events (e.g. a
tank gets too hot and the expanding fluid increases
the pressure to dangerous levels). The distinction
between PORV and conventional PRV is that pilot
valves use system pressure to seal the valve. A
PRV typically uses a spring to hold the disc
or piston on seat. The essential parts of a PORV
are a pilot valve (or control pilot), a main valve,
a pilot tube, the dome, a disc or piston, and a seat.
The volume above the piston is called the dome.
The pressure from the pilot tube to the dome is
routed through the actual control pilot valve. There
are many designs but the control pilot is essentially
a conventional PRV with the special job of
controlling pressure to the main valve dome. When the pilot valve reaches set pressure it
opens and releases the pressure from the dome. The piston is then free to open and the
main valve exhausts the system fluid. The control pilot opens either to the main valve
exhaust pipe or to atmosphere.
Snap Acting: At set pressure the valve snaps to full lift, it can be quite violent on large
pipes with significant pressure. The pressure has to drop below the set pressure in order for
the piston to reseat.
Modulating: The pilot is designed to open gradually, so that less of the system fluid is lost
during each relief event. The piston lifts in proportion to the overpressure. Blowdown is
typically short.
The PRECON Pilot-Operated Relief Valve is used to replace weight-loaded or spring
loaded valves in many applications to increase efficiency and reduce evaporation losses.
Several advantages are obtained over the traditional type. For example, the process
pressures may be closer to the set pressure than would be considered prudent and safe with
the traditional valve. Additionally, greater conservation is obtained due to minimum
product loss which in turn provides increased profits.

FLAME TRAP ASSEMBLY
The PRECON Flame Trap Assembly combines the thermal operated valve with
the horizontal or vertical flame arrester to effectively inhibit flame propagation in
combustible vapor lines. They are also installed in a line to gas utilization equipment, as
close as possible to the source of combustion.
The flame arrester tube bank assembly absorbs heat faster than the ignited gas can produce
it. This lowers the gas temperature to below ignition point, thus quenching the flame. The
offset design of the horizontal flame arrester prevents condensate from accumulating.
The spring loaded thermal valve quickly closes when the fusible link is melted in the
presence of fire. This shuts off the flow of gas to prevent catastrophic damage.
The fusible element is easily replaced without disassembling the valve. Other valve
elements are also easy to replace which simplifies maintenance.
Its aluminum and stainless steel components withstand the severest of process
environments. The PRECON Flame Trap Assembly is especially designed for hydrogen
sulfide and hot, wet methane which are the main components of digester gas streams in
municipal waste water treatment facilities.
PRODUCT FEATURES
Gas blanketing systems are used to prevent the escape of liquid vapors into the
atmosphere or to prevent moisture from entering a tank and contaminating its contents. A
tank blanketing valve maintains an inert gas blanket (usually nitrogen or carbon-dioxide)
in the vapor space of a pressure-tight liquid storage vessel. This process is accomplished
by utilizing a steady high-pressure gas source so that flow is limited to a constant value
when the main valve is opened below the set point. The valve limits the minimum pressure
of the gas blanketing to cope with outdoor temperature reductions or pump outs without
in-breathing air.
Blanketing may prevent liquid from vaporizing into the atmosphere. It can maintain the
atmosphere above a flammable or combustible liquid to reduce ignition potential. It can
make up the volume caused by cooling of the tank contents, preventing vacuum and the
ingress of atmospheric air.
Blanketing can simply prevent oxidation or contamination of the product by reducing its
exposure to atmospheric air. It can also reduce the moisture content. Gas such as nitrogen
is supplied in a very pure and dry state.
The PRE’CON’s compact design allows the valve to be mounted directly on the tank
which in turn not only reduces the number of necessary connections, but also possible leak
points.

Thermal Operated Shutoff Valve is designed to protect low pressure waste gas systems by shutting off
the gas flow if a fire is burning in the piping.
Once gas is no longer supplied at the source
of combustion, the fire is extinguished. The
Thermal Valve is typically installed in lines
leading to boilers, blowers, compressors, or
other possible sources of combustion.
The valve compression spring immediately forces the pallet down against the valve seat, closing the
valve, thereby shutting off the gas flow. The thermal valve is designed for ease of operation and
maintenance.
A sight glass is located beneath the winged inspection cap and an indicator rod is connected to the pallet.
The pallet position may be determined simply by viewing the indicator rod through the sight glass,
without having to remove the valve from service. This allows the operator to quickly determine whether
the valve is open or closed without having to use a manometer or pressure gauge when trying to locate a
line blockage. The gas tight fuse plug allows the fusible element to easily be replaced without having to
remove the valve cover or disassemble the valve.
