Questions
1. After watching the videos “High Anxiety” and “NAFTA Mike”, explain how
you feel the workforce in Canada is being affected by changes in the global
context. Primarily, speak to how increasing pressures around competitiveness
can lead to workforce changes that impact HR Planning.
/5

As specified in both the videos, increase in competition is making organizations to find

ways to offer the product at a much lower price to get the differentiating advantage over
the others. So, Companies have started to look towards methods such as Offshoring to take
the advantage of labor cost. The primary function of HR planning is to Forecast the HR
requirements for the organization. With the offshoring process on the table, managing
both the internal and external resources within an organization is very crucial than ever
and forecast being the first step in HR planning thus effects rest of the process including
Recruitment and Selection, Budget planning, appraisals, benefits and many more.

2. Assume you are the Manager of HR for a large Corporation. It is March
and the CEO has recently informed you that the company of 1200 will need to
be reduced to 800 by the end of the year. It has been determined some funds
will be made available to cover restructuring, including those related to
employee movement decisions. Explain, in detail, what you would do
considering this circumstance to get to your required personnel level.
/5

To attain the required personnel level, there is clearly a need for downsizing throughout the
organization at various stages throughout the year. Being an HR Manager, I would start with
analyzing the current employees and their profiles and freeze any hiring till we reach the
required personnel level. The next step will be adding extra duties to all the personnel to
compensate the work done by the 400 people. Third step would be training them
simultaneously to function properly with their additional duties assigned and by starting at a
small scale, layoffs and terminations should be made and should increase as we approach to
the 4th quarter of the year. This can be done in several ways such as eliminating positions
whose duties can be carried out by others or by merging duties and by revising duties and
responsibilities for every position. Using the Funds allocated, wages can be adjusted
accordingly for those who are going to carry out extra responsibilities after the downsizing
and for those who are being laid off in the means of severance pay.
