Medical Technology Laws
SUBJECT
• Guidelines for the Accreditation of Clinical Laboratories involved
in the Training of Medical Laboratory Science / Medical
Technology Interns
RATIONALE
• This is an amendment of AO 118-B s. 1992 to make it relevant
and responsive to current health care demands

• Certain clinical standards, requirements and functions are best


managed by CHED pursuant to RA 7722 or the Higher
Education Act of 1994
OBJECTIVE
• Contribute to quality learning and formation of MLS / MT
• Collaborative internship training program

• Continually maintaining safety, integrity and quality of laboratory


performance
SCOPE
• Applies to all schools, colleges, universities and clinical
laboratories offering Training programs for BMLS / BSMT
DEFINITION OF TERMS
1. Institution-based Clinical Laboratory
2. Medical Laboratory Scientist / Medical Technologist
3. Clinical Instructor / Interns Coordinator / Clinical Coordinator
• Liaison between HEI / school and training laboratory
4. Training Officer
• Chief Pathologist or Chief Medical Technologist or RMT
5. MLS / MT Internship Training Program
6. MLS / MT Training Laboratory
STANDARD POLICIES
• All tertiary clinical laboratories licensed under DOH through
BHFS can apply for accreditation with CHED as training
laboratories

• Policies
1. Maintain quality, integrity and safety of clinical laboratory performance

2. Utmost concern for the interest of clients and patients

3. Interns learn and hone their skills. Proper work attitude and values
acquired through observation of ethical practices and policies
STANDARD POLICIES
• Policies
4. Burden of workload is responsibility of RMT staff. Students shall be
trained and supervised by the staff.

5. All requisites for learning and training must be a joint, full-time


responsibility of the laboratory and affiliating school.
• Training manual, assignment of clinical instructors, evaluation of training program
TRAINING REQUIREMENTS
1. Qualified, responsible and available laboratory personnel shall
oversee MLS / MT internship training program.
• Head Pathologist or Chief MT or RMT of the laboratory

2. Chief MT or RMT assigned as training officer should be


• At least 1 year previous experience in training and supervision of MT
interns
• Undergone training course by CHED, DOH, PAMET, PASMETH
• Completed postgraduate courses offered by recognized schools of MT
TRAINING REQUIREMENT
3. Sufficient supplies and reagents and functional equipment to
allow performance of procedures in the laboratory

4. Written work assignment and rotation schedule shall be


posted in the laboratory with all other requirements by CHED

5. Written agreement / contract between clinical laboratory and


affiliating school
• Joint meetings, provision for payment of affiliation fees, payment for
extension of internship due to absence or demerits
TRAINING REQUIREMENTS
6. Annual medical technology internship training
accomplishment report shall be submitted to CHED.
REQUIREMENT FOR
IMPLEMENTATION
• Minimum requirements
1. CHED Memorandum Order No. 14 s. 2006

2. Inspection and Monitoring


• Approval of accreditation of training program shall be effective for 2 years
• Renewal of accreditation of training program shall be done every 2 years based
on outcome of inspection, monitoring and compliance with requirements
• Evaluation and review of past 5 year performance
• Monitoring and evaluation of training program shall be done every 2 years
CERTIFICATE OF ACCREDITATION
• Issued upon compliance with all requirements

• Issued by CHED to institution


EFFECTIVITY
• This Order shall take effect 15 days after publication in Official
Gazette or in a newspaper

• Approval
• Year 2008
