CARAGA, a National Government Agency, with principal office at CARAGA State University
Campus, Ampayon, Butuan City, represented herein by DIR. DOMINGA D. MALLONGA,
Regional Director, and hereinafter referred to as DOST-CARAGA;

-WITNESSETH THAT-

WHEREAS, the National Science and Technology Week (NSTW) is an annual affair
that is jointly participated by the 16 DOST Regional Offices at the national level;

WHEREAS, realizing the cost needed to conduct this activity, the 16 Regional Offices
have mutually agreed to pool their resources together for the successful participation and
fabrication of Regional Offices’ Exhibit;

WHEREAS, DOST-NCR as the lead coordinator has consolidated and submitted a


project proposal to DOST Central Office, DOST-TAPI, DOST-CAR, DOST-I, DOST-II, DOST-III,
DOST-CALABARZON, DOST-MIMAROPA, DOST-V, DOST-VI, DOST-VII, DOST-VIII, DOST-
IX, DOST-X, DOST-XI, DOST-XII and DOST-CARAGA to seek their support and cooperation in
order to successfully undertake this important national activity;

WHEREAS, the 16 Regional Offices have agreed to be active partners of the activity
by extending counterpart assistance through the allocation of their funds; and,

WHEREAS, the 16 Regional Offices agree to jointly undertake the project titled “2019
DOST Regional Offices NSTW Exhibits in Promoting DOST Programs and Services”;

NOW THEREFORE, for and in consideration of the foregoing premises, the parties
hereto mutually agree to the following terms and conditions:

I. PROJECT TITLE :

The project shall be entitled: “2019 DOST Regional Offices NSTW Exhibits in
Promoting DOST Programs and Services”, with the approved project proposal hereto
attached as Annex A and made an integral part of this Agreement.

II. OBJECTIVES :

This agreement primarily aims to secure financial support from the DOST Regional
Offices to finance the aforementioned project with the following specific objectives:

a. To increase awareness about SETUP and CEST assistance, technical services and
programs available/implemented in the regions;

b. To encourage and assist micro, small and medium enterprises (MSMEs) and
communities to adopt technological innovations to improve their products, services,
operations and increase their productivity and competitiveness;

c. To show how DOST’s SETUP and other technical assistance response to the MSMEs’
demand to improve access to technologies and breakthroughs develop by the different
facilities of DOST.

d. To showcase DOST’s programs, projects, and/or services pertaining to technology


management, transfer, and commercialization;

III. PROJECT ADMINISTRATION:

1. DOST- NCR shall have the following responsibilities:

a. Assist the Office of the Undersecretary for Regional Operations (OUSEC-RO) in


coordinating the implementation of the project and ensure that activities and
plans are carried out according to the agreed schedule of activities and approved
Budgetary Requirement;

b. Be responsible for the management of funds received from DOST Central Office,
DOST-TAPI, and those contributions from DOST Regional Offices; and,

c. Submit to DOST Central Office, DOST-TAPI and DOST Regional Offices a


general report of the project activities including major accomplishments as well
as the audited financial report not later than three (3) months after the end of the
activity.

2. DOST Regional Offices shall have the following responsibilities:

a) Designate from among its technical staff a focal person/s who shall work closely with
representatives of the other Regions in the implementation of the activities/events;

b) Provide financial contribution/counterpart funds for the specific expenses to be


incurred during the activity as per approved Budgetary Requirement (Annex A), to
be transferred / released to DOST-NCR;

c) Provide counterpart technical assistance and support for the successful


implementation of the project including coordination with attached councils/institutes
of DOST whenever necessary in order to maintain greatest impact;

d) Submit to DOST-NCR the copy of the Certification from Bureau of Treasury and List
of Due and Demandable Accounts Payable Advice to Debit Accounts (LDDAP-ADA)
upon transfer of funds to DOST-NCR; and

e) Monitor the progress of the project in attaining the objectives and its set targets and
formulate suggestions and recommendations on constraints or problems being
encountered.

IV. FINANCIAL ARRANGEMENT:


1. DOST-CAR, DOST-1, DOST-2, DOST-3, DOST-NCR, DOST-CALABARZON,
DOST-MIMAROPA, DOST-5, DOST-6, DOST-7, DOST-8, DOST-9, DOST-10,
DOST-11 and DOST-12 shall allocate the amount of EIGHTY FOUR

THOUSAND EIGHT HUNDRED FIFTY EIGHT PESOS (PhP 84,858.00) while
DOST-CARAGA shall allocate the amount of Fifty Thousand Pesos (PhP
50,000) to fill - in the budgetary requirements for the project as defined in the
approved Budgetary Requirement (Annex A) to be transferred to DOST-NCR;

2. All other incidental expenses to be incurred by personnel of the regional offices


involved in the coordination, implementation, and/or monitoring/documentation of
the project shall be borne by their respective regional office

V. OTHER CONDITIONS:

1. Any changes in the original project plans or any modifications, amendments or


alterations of the foregoing terms and conditions shall not be undertaken without
the knowledge and consent of all parties as long as this Agreement remains in
force;

2. All parties agree that in matters relating to this Agreement, whether during its
existence or after its termination, and also in all matters concerning the provision
of this Agreement where any questions, dispute or difference shall arise among
parties, every such questions, dispute or difference shall be settled mutually in
good faith; and,

3. None of the partner regional offices shall be held liable in any way for failure to
observe or perform any provision of this Agreement if such failure shall be
caused by any law, rule or regulation, fortuitous events or any cause beyond the
control of the party in default.

VI. EFFECTIVITY

This Agreement shall take effect upon signing of the Memorandum of Agreement by
both parties and shall remain in force for one (1) year commencing upon the release
of funds unless sooner terminated by either party provided that a written notice shall
have been served one month prior to its termination.
