We refer to our letter dated October 25, 2023, regarding the Project Preparation Technical
Mission, November 1 – 17, 2023. Aligned to the World Bank's commitment to support the Government
of Indonesia in meeting the National Medium Term Development Plan (RPJMN) 2020 – 2024 and
Sustainable Development Goals targets, the World Bank Global Water Practice is going to conduct a
Technical Deep Dive (TDD) Workshop on Citywide Inclusive Sanitation (CWIS). The CWIS Citywide
Inclusive Sanitation (CWIS) looks to shift the urban sanitation paradigm, aiming to
ensure everyone has access to safely managed sanitation by promoting a range of solutions both onsite
and sewered, centralized or decentralized, tailored to the realities of the world's burgeoning cities.

The TDD workshop aims to be an interactive learning event to increase knowledge and
understanding of how to design and implement the CWIS approach to accelerate the achievement of
safely managed sanitation targets. The TDD workshop will include sharing global practices and
knowledge in incorporating emerging issues such as climate change and circular economy principles
in sanitation sector development. Participants are expected to include relevant key central government
agencies, key representatives from the five cities proposed to be included in the upcoming World
Bank’s supported CISP SaniManTaP, representatives from the Perumda PAL Jaya and key
development partners active in urban sanitation. The TDD workshop will be held on the following
details:

Kecamatan Tanah Abang, Jakarta

Further information and the detailed agenda of the workshop can be found in the Terms of
Reference attached in Annex 2. Simultaneous interpreters will be provided throughout the workshop.

We expect that you could send representatives from your city and/or institution, especially
those responsible for managing and providing urban wastewater services provision, to actively
participate in this TDD workshop. The World Bank will provide full-board twin share accommodation
for 4 days/3 nights and meals according to the agenda for four representatives of each city and two
representatives of each Regional Settlement Infrastructure (BPPW) Agency. Check-in can be done on
Tuesday, November 7, 2023, at 14:00 am and check-out on Friday, November 10, 2023, at 12:00 pm.
Please be well informed that the transportation and allowance costs are borne by the respective sending
agency.

Terms of Reference

A. Background Context
The Government of Indonesia (GoI) has committed to achieve 90% improved access to sanitation
services by 2024, with 15% included being safely managed. However, meeting these targets has been
challenging even though improved access has achieved good progress at 80.92%. Yet, the realization
of safely managed access remains relatively low at 10.16% and open defecation is still practiced by
5.86% of population. The steady progress on improved sanitation provides only a partial picture of
sectoral progress because it does not account for the safe collection and disposal of septage and
wastewater, resulting in degradation of the quality of water bodies, contamination of groundwater and
environment. Addressing the sanitation issue through improving safely managed access will also
contribute to enhance water security as one of the pillars to achieve Indonesia Maju Vision 2045.
Hence, the central and local governments play key roles in accelerating safely managed access by
identifying the appropriate interventions which align with the decentralization laws and regulations.
The Citywide Inclusive Sanitation has been advocated to accelerate the safely managed access that
pays attention to wastewater management to the entire service chain. The framework serves as a
comprehensive approach to improve and develop the entirety of the urban sanitation service chain by
implementing and utilizing various technical approaches, both onsite and off-site that can be
customized and implemented in stages, integrating centralized systems at various scales with
decentralized ones, tailoring solutions to each city’s characteristics and capacity, and focusing on
comprehensive O&M arrangements.
As part of the World Bank’s continuous support in improving the knowledge and understanding of the
CWIS approach in urban wastewater management, the World Bank Jakarta Water Team with support
from the Global Water Practice will conduct a CWIS Technical Deep Dive Workshop, scheduled for
November 8-10, 2023, in Jakarta.

B. Objective
The workshop is arranged to be an interactive learning event to increase knowledge and understanding
of designing and implementing CWIS to accelerate the achievement of safely managed sanitation
targets. The materials will be presented by experienced experts and academia, Global Water Practice
experts and task team members. The workshop involves various presentation topics, discussions,
documentaries on relevant case studies and group works.
The objectives of the TDD workshops are the following:
• Further develop the understanding of CWIS amongst sector stakeholders.
• Provide information on opportunities to broaden and strengthen sanitation approaches in the urban
sector.
• Exchange good national and international experiences.
• Discuss how the experiences and approaches presented could be leveraged by the participants
through the new World Bank urban sanitation project.
• Create a peer group of participating cities for future knowledge exchange and experience sharing.

The TDD workshop will be conducted in English and Bahasa Indonesia, and hearing aids will be
available for participants.

C. Expected Outcomes:
1. Improved understanding of CWIS and its further implementation in Indonesia.
2. Developed initial next actions and timelines, particularly the cities, in implementing the CWIS.
3. Identified the appropriate CWIS supporting tools tailoring each city's characteristics.

D. Targeted participants:
1. Central government officials, including representatives from the Ministry of Public Works and
Housing, Ministry of Home Affairs, and Ministry of National Planning/Bappenas.
2. Local government officials from the five CWIS model cities in the CISP – SMUSSP (Kota
Bogor, Kota Balikpapan, Kota Surakarta, Kabupaten Gresik and Kota Manado.
