SUMMARY
Introduction
2 Due to time constraints, the working group was not able to finalize this topic but did
feel that the proposed document of compliance and checklist did not appear fit to meet the
objectives set out in paragraph 9 of document DE 54/17 relating to the distinction between
IBTS-compliant and non-compliant ships for the purposes of port State control procedures,
and that the proposed document of compliance would imply mandatory status for this
non-mandatory arrangement.
3 Taking the above working group comments into account and the request of the
Sub-Committee to submit relevant proposals to DE 55, taking into account issues raised and
discussions held in plenary and in the working group, Japan and IACS have drafted a

MEPC.1/Circ.642 as amended by MEPC.1/Circ.676 is necessary for proper promotion of
IBTS, agreed to circulate a format of statement of fact on installation of an integrated bilge
water treatment system (IBTS).
4 Member Governments are invited to bring this circular to the attention of all parties
concerned and recommend them to use the annexed format on a voluntary basis for ships
