1. PACKAGED SEWAGE TREATMENT PLANT

1.1 GENERAL

a) Package Sewage Treatment Plants shall comprise any or all of the


following pieces of equipment dependant upon process requirements
with a minimum life expectancy of 20 years.

b) Motors shall be in accordance with Section 16000: Electric Motors,


appropriately certified for its location.

c) Unless otherwise stated, all tanks, pipework and fittings shall be


fabricated from stainless steel 316L in accordance with BSEN 10088.

d) The general design and fabrication principles of the packaged sewage


treatment plant units, as covered by EN12255-1:2002, shall apply as a
minimum requirement, unless otherwise stated in these specification
documents.

e) Unless otherwise stated a passive odour control carbon filter shall be


fitted to the unit, in an appropriate position, to protect the environment
from smells due to the release of malodours. The odour control unit shall
comply with Section 15080: Odour Control.

f) Instrumentation shall be in accordance with Section 16600:


Instrumentation.

g) Controlpanels shall be in accordance with Section 16020: Factory Built


Assemblies.

h) All equipment to be in accordance with Section 15004: Corrosion


Protection.

1.2 SETTLEMENT TANKS

1.2.1 CYLINDRICAL SETTLEMENT TANKS

a) The settlement tanks may be provided by an integrated tank or by


separate tanks provided it can be shown that it has been designed in
accordance with the Process Specification. The design shall include a
means of efficiently desludging, de-scumming and inspection of the tank
through lockable covers. Internal baffles shall be employed to separate
each desludge zone.

b) The desludging pipes shall be 4" NB complete with a tanker connection


fitting.

c) The Contractor shall provide sufficient detail to allow the design of the
primary settlement tank base.

1.2.2 CONICAL SETTLEMENT TANKS

a) All tanks shall be designed to the process criteria in B.S. 6297 or


equivalent.

b) The tanks shall be designed such that the net volumes and surface
areas are as required by the Contract, and will under operational
conditions contain raw sewage and sewage sludge at ambient
temperatures with a pH in the range 3 - 8. The specific gravity of the
contents is expected to be 1.0.

c) Tanks which are to be installed below ground shall be supplied with


suitable anchorage points to provide a tie down facility against flotation
(4 No. minimum at 90 degrees apart horizontally). The water table and
tank rim shall be assumed to be at ground level.

d) Tanks to be installed above ground (i.e. elevated installation) shall be


supplied complete with the necessary full supporting structure, access
ladders, pipework supports etc and shall be ready for installation on a
concrete base which will be provided by the Civil Contractors. These
shall be rated for sand and wind loads and shall be designed in
accordance with BS6399. Calculations clearly demonstrating this shall
be provided at the drawings for Approval stage, and will be subject to the
approval of the ADSSC. All steelwork shall be stainless steel grade
316L. Above ground tanks and their support frames shall be fully
capable of carrying all loadings imposed from the tanks and their
contents without the need for a separate structural concrete surround.

e) All materials used in the manufacture of the tanks and ancillary


components shall be suitable for use above or below ground level within
a sewage treatment environment.

f) All pipework and pipework connections for Primary Tanks, Humus Tanks
and Storm Tanks shall be 150 mm diameter. Hydrostatic desludge
pipework shall be extended upwards beyond the desludge level to just
below the mesh floor panels. A suitable cut out shall be provided at this
point for water or air line insertion into the desludge line or to be used as
a rodding point if required.

g) The location of the inlets and outlets of pipework for each tank shall be
agreed with the Engineer prior to manufacture and will be indicated at
the time of order, if known.

h) In addition, each tank shall be fitted with the following:

i. Internal launder channel of minimum width 150 mm.


ii. Inlet and outlet connection.
iii. Outlet pipe connection.
iv. Outlet sump box.
v. De-sludging pipework and rodding facility.
vi. Inlet diffuser drum.

vii. Access bridge and safety hand railing to diffuser drum.


viii. Scum board and support.
ix. Adjustable V-notched weir plates and supporting arrangement.
x. Open mesh flooring over each tank excluding the launder channel.
xi. De-scumming facilities.
xii. Where tanks are manufactured in segments, all sealing gaskets,
bolting-up kits and glass fibre sealing kits.
xiii. Full supporting structure for elevated tanks.

j) All mesh flooring shall be galvanised steel or GRP and cover panels
shall be designed to carry a uniform loading of 5 kN/m2. Mesh flooring
shall not be provided over the launder channels.

k) Each tank cover panel shall not weigh more than 25 kg and shall be
designed to be interlocked and secured to the main body of the tank and
access bridge by padlocks in such a way as to prevent their removal
unless the padlocks are removed.

1.3 ROTATING BIOLOGICAL CONTACTOR (RBC)

a) RBC's shall comprise segmented stainless steel discs constructed to


form a rigid cellular structure to support the bacteria. The discs shall be
sufficiently strong to take the loadings caused by the process and
resultant drag of sewage in the biozone during normal operating
conditions and under adverse out of balance conditions following
prolonged shutdown.

b) The fixing arrangement of the discs to the shaft shall be of a proven


design and the method of attachment clearly shown on the drawings for
approval.

c) Inspection and maintenance hatches shall be provided such that the


equipment may be totally viewed by operating personnel. The covers
shall fit systematically for routine maintenance. Those sections not
requiring regular attention shall be lockable using a separate locking
system to the maintenance covers. The plant shall be designed to
provide means of efficiently desludging the tank sections.

d) The RBC unit shall be classified as a Zone 1 area.

1.3.1 RBC DISC SUPPORT SHAFT

The disc support spindle shall be of galvanised mild steel hollow section with
mild steel stub shafts supported in split bearings fitted with automatic grease
lubricators. The spindle assembly shall be designed to operate with the
minimum of deflection particularly following prolonged plant shutdown.
Where shafts are split they shall be connected by a flexible coupling.

1.3.2 RBC DRIVE ARRANGEMENT

a) The drive arrangement shall be designed to transmit the full torque


during normal operating conditions and loading conditions during plant
start up following prolonged shut down. All steelwork supporting the
drive arrangement including supporting tools shall be of robust design
adequately gusseted or braced and shall be capable of supporting loads
without significant distortion.

b) The drive arrangement shall allow for ease of maintenance and


replacement of components subjected to normal wear. The names and
details of the proposed drive Manufacturer shall be provided together
with details of any special lubrication requirements.

c) Chains shall be either Duplex or Triplex. Single link chains are not
acceptable.

d) Where chains and belts are offered, provision shall be made to


accommodate reasonable wear, stretch and means of preventing them
falling into the associated tank in the event of failure.

e) A means of detecting a loss of drive to the R.B.C. unit shall be provided


in the event of the motor continuing to rotate. The use of a proximity
switch system for use in conjunction with a timer circuit is permitted for
this purpose.

1.3.3 RBC SUPPORT BEARINGS

a) All bearing supports shall be designed and constructed to accommodate


any deflections and misalignments. Provision shall be made for the
location and register of plummer blocks or other special bearing
housings. The loadings transmitted through the bearing housings shall
be independently supported and shall not distort adjacent steelwork or
tank bodies.

b) Submerged bearings shall be of the self lubricating nylon type.

1.4 STATIC BIOFILTER

a) The Static Bio filter shall comprise a filter unit and sump arrangement
complete with irrigation pumps, access hatches, lifting davits and socket,
desludge valves and pipework.

b) The filter media used shall be of a proven design and capable of


providing the levels of filtration, BOD removal as detailed in the process
specification. The filter tank shall be designed such that no short
circuiting can occur where the incoming sewage can by-pass the
treatment process and pass out of the filter unit without biological
treatment. The media shall be supported by grade 316L stainless steel
mesh of robust design, suitable for replacement in sections in the event
of failure.

c) The static bio filter unit shall be classified as a zone one area.

d) Inspection and maintenance hatches shall be provided to enable


operating personnel to gain safe entry for routine inspection and
maintenance.

e) A lifting davit and socket arrangement shall be provided to enable


removal of the irrigation pumps during shutdown/maintenance periods.

f) The unit shall be provided with 100mm sludge draw off pipework
complete with isolation gate valve which will allow settled sludge to flow
by gravity to a sludge sump adjacent to the Bio filter unit. The sludge
settlement zone within the unit shall be designed to allow complete draw
down of the unit thus eliminating any possibility of stagnation areas.

g) The unit shall be provided with a means of ventilation which shall be


capable of maintaining the biological process.

1.4.1 IRRIGATION PUMPS

The unit shall house 2 No submersible pumps which will operate on a


duty/standby basis. The pumps shall be sized to dose the filter units with
the required levels of influent so as to satisfactorily achieve the level of
filtration as detailed in the Process Specification. All pumps to be in
accordance with Section 15030: Pumpsets and associated equipment. The
distribution of settled sewage over the media shall be completely uniform so
that the whole of the media volume is dosed.

1.5 PACKAGED AERATION / ACTIVATED SLUDGE PLANT

a) The Packaged Aeration/Activated sludge plant shall be designed to


provide the Recycled Water standard as detailed in the process
specification.

b) The unit shall consist of Settlement and Aeration tank, bridge and
access walkway plus ladders, air blowers and air supply control system,
desludging and sludge transfer system.

c) All tanks shall be constructed from either welded stainless steel or pre-
drilled glass coated steel sections coated with a minimum adhesive
strength of not less than 34,000 kN/m2. All tanks to be in accordance
with Section 15200: Sectional Storage Tanks.

d) Pipe entries, sensing pockets, access hatches etc shall all be purpose
made sections and shall be fully reinforced and totally coated.

e) All joints shall be mastic sealed and the sealant shall be allowed to
extrude so that a fillet is formed over the edge of the sheet.

f) Where holes are drilled in situ all exposed edges shall be encapsulated
in mastic as part of the seal between the bolt and the glass coated steel.

g) Clamping of the sheets, ladders, hand railing etc. shall be by high tensile
steel bolts, hot dip galvanised with ABS coated heads. The bolts shall be
bedded in the mastic sealant. After tightening the threads of the bolt
shall protrude from the nuts by not less than one thread and not more
than the diameter of the bolt unless the protruding thread is to be used
for insulation fixing. Plastic caps shall be fitted to the nuts after
tightening.

h) Where tanks are open topped the periphery of the tank shall be
reinforced with glass coated or galvanised steel angles for stiffening.
Covered tanks shall be suitable for pedestrian access otherwise suitable
markings and access ways shall be provided to limit entry.

j) Where access hatches are specified and the fixing is by bolting then all
nuts, bolts, washers, removed as a routine shall be grade 316L stainless
steel.

1.5.1 BRIDGE AND ACCESS WALKWAYS

Access walkways on rotating scraper bridges shall be in accordance with


Section 15120: Settlement tank scrapers and desludging.

1.5.2 AIR BLOWERS

The air blowers shall be of the rotary piston type which shall deliver oil free
air at the minimum rate required for air diffusion. The blower shall be
packaged units in accordance with the Section 15100 - Compressed Air
Systems supplied as an automatic 1 duty & 1 standby arrangement, and
include unloading valves.

1.5.3 AIR SUPPLY

Air supplies shall discharge into a common air supply manifold of galvanised
mild steel or stainless steel, via non-return and isolating valves. Each
discharge shall also incorporate a pressure relief valve. A pressure operated
under pressure switch shall trip the blower on loss of air supply. A discharge
pressure gauge shall be provided on the delivery branch of the air supply
manifold.

a) The non return valves shall be of the wafer pattern or nozzle ring check
pattern with valve bodies of high grade cast iron with stainless steel
fulcrum pins, stainless steel stops and inconel return springs. Valves to
be in accordance with Section 15020: valves, penstocks and actuators.

b) The pipework shall be arranged such that it forms an air ring mesh
around the aeration tank with a suitable number of branches dropping
into the tank containing bubble diffusers. Diffusers shall comply with
Section 15130: Aeration Equipment.

c) The supply of the air system shall be governed by oxygen


measurement probes which shall monitor the amount of dissolved
oxygen in the effluent. Timers shall be used in conjunction with the
dissolved oxygen probes to control the frequency of stop/starting of the
air blowers.

d) Regulator valves shall be provided at each aeration device complete


with separate isolation.

1.5.4 DE-SLUDGE FACILITIES

a) All tanks and process zones shall be provided with 100mm de-sludging
pipework brought to above ground level and terminating in 100mm male
tanker connectors positioned so as to allow for ease of connection to a
quick fit tanker inlet pipe.

b) The de-sludging pipework shall be positioned to allow removal of


accumulated sludge from all parts of the settlement, storage and biozone
compartments.

c) One set of de-sludging pipework shall be provided for each 5m2 of plan
area of sludge storage zone, measured at the upper limit of the zone.

d) The unit shall be supplied with a suitable method of sludge transfer for
the return of the sludge to the aeration tank or transferring to the storage
zone. Where submersible pumps are used these shall be supplied as
duty/standby. The unit shall be supplied with 100 NB sludge draw off
pipework completed with isolating gate valves.

1.5.5 PLANT ACCESS

a) The plant shall be totally enclosed by means of easily removable panels


which shall incorporate a robust locking mechanism to prevent
unauthorised access to any part of the plant.

b) Unimpeded access shall be provided to all pumps, motors and


gearboxes by means of removable panels or panel sections.

c) Access panels shall be sized, suitably hinged and provided with props
so as to enable one person to lift and secure the panel(s) from one
working position.

d) Where access hatches are located greater than 0.4 metres above
surrounding ground level ladders and access platforms shall be provided
to allow maintenance of the plant.

1.6 MEMBRANE BIO REACTOR UNITS

Membrane Bio Reactor units shall be in accordance with Section 15270 and
the Particular Specification.

1.7 EQUIPMENT GUARDS, HANDRAILS AND WALKWAYS

a) The Contractor shall provide guarding and hand railing such that it
safeguards operating personnel from the works and plant. The access
walkway shall comprise galvanised mild steel, non slip floor plates and
hand railing across and around the tanks.

b) The walkways, guards and hand railing for the plant and works shall be
so designed that they aid operation, attendance, inspection and
maintenance. This is particularly relevant in the area of the drive end of
the R.B.C. where all round access to the gearbox etc. is essential if
adequate maintenance is to be achieved.

c) Flooring, walkways, stair treads and similar shall as a minimum


requirement be “General duty” as defined in BS 4592.

d) Staircases shall be designed in accordance with BS 5395.

e) Except as otherwise stated in BS 4211, flooring, walkways and stair


treads shall be designed by the Contractor following the
recommendations of BS 5395: Part 3. Except as otherwise stated in
BS 6180, all handrails and balusters shall be designed by the Contractor
following the recommendations of BS 5395 : Part 3.

f) The barrier height, as defined in BS 6180, shall be 1100mm.

g) The humus tank bridge shall be constructed from rolled steel channel
beams and designed to withstand the total loadings imposed by the
bridge and its associated equipment plus a superimposed load of
250kg/m2 without exceeding a total deflection of 1/360th of the bridge
span.

h) The maximum permitted noise level, with covers fitted, shall not exceed
80 dbA at 1 metre.

1.8 WASHWATER

1.8.1 WASHWATER PUMP

a) A washwater pump capable of delivering a flow greater than 2 L/sec @


30 meters head shall be provided in accordance with the Section 15030:
Pumpsets and Associated Equipment , and shall be installed in the plant
room section of the control kiosk.

b) The suction pipework shall be connected to the washwater tank outlet


and shall incorporate a suction isolation valve and a flow switch
positioned between the isolation valve and the pump.

c) The discharge side of the pump shall incorporate a one-gun manifold,


spring loaded safety valve piped back to the water tank, a pressure
gauge, lever arm ball valve, 20 metre high-pressure hose with quick
release fittings and a fully adjustable angular spray gun with a 4.0mm
nozzle.

1.8.2 WASHWATER TANK

a) The washwater tank shall be a proprietary GRP unit complete with lid
and of suitable dimensions to provide a minimum of 15 mins. of wash
time. The tank shall be capable of being fitted in the plant room of the
kiosk together with the washwater pump and associated pipework.

i. Where the system is connected to the potable water mains, a float


operated ball-cock shall be fitted to the washwater tank in
accordance with Water By-Laws.
ii. All pipework shall be hydrostatically tested. In the use of tanks a
test level shall be maintained for 24 hours at the V notch overflow
level.

1.9 GRP KIOSK

a) The Contractor shall supply a GRP kiosk to house the washwater set
and also the Local Control Panel for the package sewage treatment
system.

b) The GRP kiosk shall be in accordance with the following:

c) If GRP, the kiosk shall be weather proof, constructed from resin bonded
glass fibre inner and outer skins totally encapsulating a rigid core
weather and boil proof to BS1203 ('U' value 1.5 W/m²/deg.C). The doors
shall also be GRP/rigid core sandwich with box section steel
encapsulated into the edges and frames. Heavy duty high tensile non-
corroding extruded alloy hinges with stainless steel pins and through
bolts shall be used. Walls and roofs shall be continuously internally
bonded.

d) All kiosks shall be rated IP 55 minimum.

e) The kiosk shall have a partition wall to segregate the washwater system
and the local control panel. The kiosk will have access doors to both
sections.

f) The kiosk shall be constructed to offer fire resistance (retention of


stability, integrity and insulation) as required in BS476: Part 7 (Class 2)
and tested to BS476: Part 22 in excess of half an hour. The Contractor
shall supply 3 copies of the necessary test certificates.

g) Adequate weatherproof and vermin-proof ventilation grilles shall be fitted


at low level one side of the kiosk and at high level on the opposite side to
give cross ventilation. Each compartment shall be provided with
separate ventilation and shall take due consideration of the equipment
being installed within the kiosk and any heat or humidity generated by
that equipment. Unless stated otherwise in the Particular Specification,
where electrical equipment has been installed within the kiosk,
ventilation shall be sufficient to restrict the Maximum Temperature under
all weather conditions to 40°C, 35°C average over 24 hours.
