INVITATION FOR PRE-QUALIFICATION

FOR DEVELOPMENT OF LNG INFRASTRUCTURE FOR GAS POWER PLANTS IN
SORONG, MANOKWARI, NABIRE, JAYAPURA AND BIAK

In order to fulfill the requirement of gas supply for gas power plants under construction and or
operation at PLN Region Maluku and Papua pursuant to RUPTL 2017-2026, so as to ensure the
certainty of gas supply for the power plants, PT PLN ( Persero) intends to invite qualified companies
in the field of EPC for LNG Regasification Facility including FSRU or EPC for LNG Plant as well as
qualified O&M Companies for LNG Regasification Facility including FSRU or O&M for LNG Plant to
participate in Open Tender with Pre-Qualification for Development of LNG Infrastructure Project for
Gas Power Plants as below :

Pre-Qualification (PQ) is open for Applicants and Consortiums from countries which have diplomatic
relationship with Indonesia. The applicant, or in the case of consortium at least one (1) member of
the consortium of applicant shall have any of the following experiences :
1. EPC Contractor of LNG Regasification Facility (land based terminal and/or FSRU) or LNG
Plants, within the last ten (10) years; and/or
2. Operation and Maintenance contractor or owner of LNG Regasification facility (land based
terminal and/or FSRU) or LNG Plant that is successfully in operation within the last ten (10)
years.
The foreign companies must engage with Local Company in a form of consortium. Foreign company
shall be duly registered and validly existing under the laws of its country.

Single Applicant or consortium leader must demonstrate a current D&B (Dun & Bradstreet) rating at
least 5A2 or an investment grade rating by S&P, Moody’s or Fitch or Hasil Penilaian Tingkat
Kesehatan BUMN by category of SEHAT AA, and each member other than consortium leader must
demonstrate a current D&B rating at least 5A3 or equivalent credit rating by S&P or Moody’s or
Fitch or Hasil Penilaian Tingkat Kesehatan BUMN by category of Sehat A. Detail of qualification
requirements are stated in the PQ Document.

PQ Document should be taken after payment of a non-refundable fee in amount of IDR 5.000.000
