This specification shall be used in conjunction with other General Specifications, individual equipment specifications or related drawings to define the minimum requirements for skid-mounted assembles. Design and fabrication of skid components shall include their assembly, inspection, testing, and preparation for ‘shipment. ‘The following definitions shall apply Company Unocal Thailand Ltd. Vendor Manufacturer/Supplier of Skid-Mounted Assembly 1.2. The Vendor shall state every exception to the requirements of this specification and associated standards and state to which standard or code the skid-mounted assembly shall be manufactured and tested. Where no exceptions are stated, full compliance will be assumed and required, SUPPLEMENTAL REQUIREMENTS 2.1. Structures” 3.2 Piping materials shall comply with General Specification GS-8, "Piping Materials". No ‘substitution of materials shall be allowed without written approval from Company's project engineer. GENERAL REQUIREMENTS 4.1 Skid-mounted assemblies shall be designed and fabricated to meet the requirements of General Specification GS-1, "General Specification Definition’, and this Specification. All equipment and materials shall be suitable for service in the climate defined in General Specification GS-18, "Site Conditions and Climate" 4.2 All equipment, valves and controls shall be properly mounted and be completely connected in accordance with the applicable General Specifications. Each ‘component shall be located in such a manner as to be easy to operate and maintain. The skid shall be free from access obstructions. 43. Inlet, outlet, utility, and drain lines shall extend to and be terminated at the edge of the skid for connection with off-skid piping. All termination points shall be clearly identified by permanently fixed, durable labels. Terminating piping connections shall UNOCAL® SKID MOUNTED ASSEMBLIES Revision 2 SPECIFICATION ISPEC. GS-2 PAGE 6 OF 14 A| A| A A A 5.0 be held to the dimensions shown on the drawings and in accordance with the equipment specifications. Unless specified otherwise, all skid edge piping connections shall be flanged in accordance with General Specifications GS-5, “Piping Design, Fabrication and installation" and GS-8, "Piping Materials” 4.4 When interconnecting skids are utilized, all piping shall be joined by flanges. Such piping shall be checked for proper fit-up by assembly in the Vendor's fabrication shop. 4.5 Piping shall be designed and installed in accordance with General Specification GS- 5, "Piping Design, Fabrication and Installation". Piping shall be supported for permanent configurations; however, where necessary, temporary supports shail be installed during shipment. Temporary or shipping supports shall be clearly identified as such. 4.6 _ Instruments instrument tubing and controls shail be installed in accordance with General Specification GS-9, “Installation of Instruments and Controls", Instrument tubing shall be continuously supported, 47 Electrical equipment and devices shall be provided as required by the individual ‘equipment specification and shail be installed and connected in accordance with General Specification GS-12, "Electrical for Skid-Mounted Equipment”. Electrical > devices requiring off-skid connections shall be wired to junction boxes located at the “~ edge of the skid, When specified on the equipment data sheets or within individual specifications, electrical equipment on skid mounted assemblies shall be cerlified as suitable for the hazardous area classification nominated, 4.8 Pressure vessels shall be designed and installed in accordance with General ‘Specification GS-3, "Unfired Pressure Vessels". 4.9. The skid-mounted assembly shall be coated with a paint system in accordance with General Specification GS-13, "Protective Coating". Such coatings shail not be applied on welded joints/connections, until all weld inspections and testing has been completed. 4.10 Skids shail be provided with a permanently fixed, engraved stainless steel nameplate which shall include, but not be limited to, the skid name and tag no., purchase order no., date of manufacture and Vendor's name. ‘STRUCTURAL DESIGN 5.1 Skids and other structural items shall be designed in accordance with GS-16, “Stee! : Structures’ to fit the particular conditions of service, Items to be considered in the MS design shall include but not be limited to the following: SPECIFICATION ISPEC. For design purposes, the skid shall be considered to have simple supports at the extreme ends. Skid weight shall be located at the midpoint of the longitudinal base members or as engineered for weight distribution by the Vendor. Skid deflections due to the live loads for the operating load cases shall be limited to L/200, where Lis the span between supports along the length of the skid. Should the equipment mounted on the skid be of such a nature as to require a more restrictive deflection limit, then the more severe limit shall apply. 5.3. The skid shall be lifted using four(4) padype lifting lugs, designed using an impact factor of 2.0 and located for slings of sufficient length to form an angle not less than 60° with the plane of the skid when arranged for a single-point lift. Vendor shall not allow slings to bear on the equipment, enclosure, or export packing container unless properly braced to withstand such external forces. Additionally, when lifted, the skid shall maintain a "suspended level" within a tolerance of two percent of the total package length. Equipment slings and lifting apparatus shall be new and unused. All lifting slings and other apparatus shall be inspected and certified by an approved, third party inspection organization 5.4 Total lift loads for skid design shall include the dead weight of all vessels, piping, electrical and mechanical equipment, instrumentation, and structural components plus the weight of packaging materials attached to the skid during shipment. For the lift condition, impact factors shall be applied in accordance with GS-15, "Steel Structures”. Skid deflections shall be checked for the lift condition with an impact factor of 1.0 and limited to L/200 or less, if so required to preclude damage to mounted equipment. 5.5 The spacing of transverse beams shall not exceed L, of the primary beams, where L,, is defined in the AISC specification. Additionally, primary members shall be adequately cross-braced to prevent distortion of the skid during transportation and installation and shall be capable of resisting a force of 20 percent of the skid lft weight applied at the skid edge in any direction. Equipment mounted on the skid shall not be considered as bracing or strengthening the base structure. 5.6 Ladders, stairs, and access platforms shall be furnished as required to provide access for the operation and maintenance of all instruments, controls and valves. Access platforms, ladders, stairs and walkways shall include all safety features such as handrails, knee-rails, and kick plates in accordance with ANSI A14.3 and A1264.1 SPECIFICATION ISPEC. GS-2 UNOCAL® SKID MOUNTED ASSEMBLIES ineeisicata PAGE 8 OF 14 ‘| Platforms and stair treads shail be made from bar grating and all stair treads shall have safety nosing. All grating and stair treads shall be hot dip galvanized in accordance with ASTM A123 and comply with GS-13, “Protective Coating’ for the zinc coat weight per square feet. Floor grating shall be removable when required by individual specifications and drawings or when required in the Vendor's design for maintenance/operation. Handrails shall be continuous, welded pipe, uniform in height, free from sharp edges and safe to slide hands along. Vertical ladders shall have safety chains across the top handrail stanchion. 6.0 SKID STRUCTURAL FABRICATION 64 62 63 64 65 66 67 Al Structural welds shall comply with General Specification GS-10, "Structural Welding and Inspection”. Equipment shall be mounted on the skid such that equipment supports bear directly on and attach to primary structural members of the skid. Floor grating shall not be used as mounting surface for equipment or supports. Unless otherwise indicated by the individual equipment specification, equipment shall be attached to the skid by bolting. Metal thickness at points of equipment bolting shall not be less than 3/8-in. (@ mm). Botts and bolt holes shall be in accordance with General Specification GS-15, "Steel Structures". If holes drilled in a beam flange or cut in the web of a member reduce the net section sufficiently such that stresses specified by AISC are exceeded, the member shall be reinforced with welded plate having a thickness sufficient to provide the additional required area. In no case shall load carrying plate less than 1/4-in, (6mm) thick be used. Alll skids shall be designed with a full depth perimeter beam to allow continuous seal welding to the deck, Skids specified with a plate surface shall be provided with a 1/4-in. (6mm) thickness floor completely seal welded with a filet weld no smaller than 1/8-in (3mm) to all support steel. No bolt holes or other penetrations through the plate shall be permitted. Floor plate shall be trimmed and fitted around equipment supports. Spacing of longitudinal members shall not exceed six feet (183om). Any skid base wider than six feet (183cm) must incorporate at least three longitudinal base members. Skids specified with a grated surface shall be provided with serrated grating in accordance with GS-16, “Steel Structures”. In general, grating shall cover all open areas on the top of the skid and around the equipment. Grating shall be trimmed and fitted and removable around mounted equipment as required. Grating shall not be used ‘as a mounting surface for supporting either accessory or ancillary equipment. All grating shall be banded-edged. Grating shall be hot-dip galvanized as per GS-13,° Protective Coating’, for the zinc coat weight per square feet. SPECIFICATION SPEC. GS-2 UNOCAL® SKID MOUNTED ASSEMBLIES [Revision 2 7.0 a 6.8 Ifthe skid mounted assembly is to be transported by truck from the fabrication yard or at any time while enroute to the job site, the overhang beyond the truck bed shall not exceed 1/3 the total length of the skid. 69 The overall dimensions of the shipping package and the assembly weight shall be under the maximum limitations for transport by truck from the Vendor to the Company or his designated port of exportation. Should special shipping considerations be required due to excessive size and/or weight, Vendor must advise Company prior to start of fabrication 6.10 All piping shall be properly supported. Pipe supports shall bear directly on and be welded to the skid structural members. Permanent supports shall be designed to allow the piping to be removed without cutting structural members, except as approved by Company. 6.11 On the skid structure, all faying surfaces shall be continuously seal welded with minimum 1/8 inch (mm) fillets. 6.12 Skids for equipment containing hydrocarbons that can be spilled and/or drained into the skid area shall be provided with a drip pan under that particular item of equipment. If the skid is specified to have a grated surface, then a drip pan, built integral with the skid, shall be provided. Drip pans shall be constructed of 3/16 inch (5mm) plate conforming to ASTM A 36/A 36M, or type 3161. stainless steel, or approved equivalent, as nominated in the Equipment Specification. Drip pans shall have a minimum slope of 1/8 inch (3mm) per foot and have drain troughs located at the lowest point. Troughs shall be provided with a valved drain (two-inch NPS minimum) piped to the edge of the skid. DRAWINGS AND TECHNICAL DATA 7.1. The Vendor shall provide the Company with drawings showing the structural, piping, vessel, electrical, and instrumentation details of the skid including arrangement, location, and method of fastening of all equipment to the skid. Additionally, instrument data sheets, equipment data sheets, and any other pertinent data and documentation as enumerated on Vendor Data Requirements, shall be provided. Company approval does not relieve Vendor of compliance with Specifications. 7.2. The drawings shall show the method to be utilized for lifting the skid. The drawings shall also include a complete description of the lifting gear, size and/or length of all cables, shackles, pins, pad eyes, and lifting frame, if required. The Vendor shall clearly indicate the locations in both the plan and elevation views of the skidded assembly's weight and center of gravity for the following conditions: . "Lift Condition” shall be comprised of the total weight of the skid package ready for shipment. PAGE 9 OF 14 SPECIFICATION ISPEC. GS-2 UNOCAL® SKID MOUNTED ASSEMBLIES Revision > PAGE 10 OF 14 b. "Non-Operating, Dry In-Place Condition" shall encompass the total weight of the skidded package when installed but not operating. No live loads are to be considered and all vessels and piping are to be empty. ©. "Operating In-Place Condition" shall consist of the dry in-place condition described in b. above, plus the weight of all liquids that would be present on the skid during normal operations. d. "Hydrostatic Test Condition" shall consist of the total installed weight of the skidded package plus the weight of water and additives contained in the vessels and piping during hydrostatic testing. 7.3 The Vendor shalll provide the Company with calculations showing the structural design of the skid and its adequacy for all design conditions including lifting, 7.4 The skid weights and center of gravity are critical. Estimates of weights and centers of gravity shall be included in the Vendor's bid proposal with the actual values supplied after fabrication but prior to shipment. A 7.5 The Manufacturer’s Data Report (MDR) shall be compiled by the Vendor and shall include all Inspection records and test documentation. A 7.6 A comprehensive manual of Installation, Operation and Maintenance Instructions for ~~~ all skid-mounted equipment shall be provided by the Vendor. 8.0 INSPECTION AND TESTING 8.1 Inspection and testing of the assembly shall be carried out by the Vendor in accordance with this Specification, the Equipment Specification and the General Specifications. 8.2 VENDOR shall submit for review and approval by the Company an Inspection and Test Plan (ITP) covering all relevant components, completed equipment and ‘systems. This plan shall be submitted at least two (2) months prior to any A inspection and testing. 8.3 A detailed test procedure of shop tests shall be submitted at least one (1) month in advance of any testing and shall'be approved by the Company. Vendor shall provide Company with at least five (6) working days notice to witness tests run in both his shop and his Sub-Vendor’s shops. Vendor shail provide calibration certificates of testing instrumentation for review by the Company prior to each test. 84 Vendor shall be responsible for assuring that all inspection and testing of components and materials is done in accordance with Equipment Specifications and General Specifications. o SPECIFICATION SPEC. GS-2 UNOCAL@ | SKID MOUNTED ASSEMBLIES Revisions A| A A a5 as a7 as PAGE 11 OF 14 Company shall be allowed access to all fabrication/assembly sites used by Vendor and shall assure same access for all sites used by Sub-Vendors. Vendor shall provide all utiities, tools, instruments, test equipment, labor, etc., required for inspection and testing. All test instruments shall have valid calibration certificates available for Company inspection at the time of the tests. Adequate notice shall be given to Company for tests and inspection. As a minimum requirement, the notification shall be given one week prior to the following events: 8.5.1. Start of fabrication. 8.5.2 Start of assembly, 8.5.3 Ready for hydro-test 8.5.4 Completion of assembly. 8.5.5 Ready for performance test. 85.6 Start of painti 8.5.7 Ready for crating. 8.5.8 Ready for transport. Unless otherwise notified by Company in writing, final inspections such as “witness Point” or “Hold Point’ shall not be performed unless Company's Representative is notified or present, as applicable. Any inspections or tests made in Company's absence shall be repeated at the Vendor's expense. The following tests and inspection are required for the assemblies in addition to those required for the components by the Equipment Specifications, Drawings, and other General Specifications. All inspection and test records shall be kept by the Vendor and included in the Manufacturer's Data Report, (MDR). The MDR shall be provided in the designated quantities, within 14 days of ex-works delivery. Required tests and inspections shall include, but not be limited to :~ 8.8.1 General a. Check all material and components for compliance with Specifications. b. Check assembly for compliance with Drawings. . Check for cleanliness and dryness of interior of all components. d. Check Bills of Material and Packing Lists for completeness and accuracy. UNOCAL® SPECIFICATION SPEC. GS-2 PAGE 13 OF 14 Al A 9.0 8.6.4 Electrical Perform check of electrical system of the assembly in accordance with GS-12, "Electrical for Skid-Mounted Equipment’, 8.6.5 Instrumentation a. Check all instrumentation components and systems for compliance with the instrument or equipment specification. b. Instrumentation shall be tested in accordance with GS-9 "Installation of, Instruments and Controls”. ©. Test the instrument air/gas header with dry air or nitrogen at the normal operating pressure using a leak detecting fluid d. Simulate operation of instruments such as: 1. Pressurizing input signals to direct-connected controllers with air or nitrogen, and stroking control valves with the controllers set in both manual and automatic positions. 2. Pressurizing pressure and differential transmitters to check loop operation as in (1) when transmitters are used with controllers. 3. Raising and lowering level instrument and level switch floats by inserting a length of tubing up through the float chamber drain valve, and checking their outputs for proper operation. 4. Applying heat to temperature sensing devices to check output action. 5. Replace all required shipping blocks, stops, etc., after the approval of the instrumentation. e. Calibration of all pressure, temperature and level devices as per approved data sheets. PREPARATION FOR SHIPMENT 9.1. Each skidded component shall be securely anchored to the skid to prevent damage during shipment. 9.2 Allinstruments and any equipment that extends beyond the skid edge shall be removed from the skid, tagged and crated in waterproof boxes constructed from 2-in. (5 om) lumber. Instruments shall be packed with sufficient desiccant for protection in SPECIFICATION ISPEC. GS-2 UNOCAL® SKID MOUNTED ASSEMBLIES Revision > PAGE 14 OF 147— 10.0 transit and during storage at job site. Boxes shall be securely attached to the skid for shipment. The contents of each box shall be clearly stated on the outside of that box 9.3 Openings, flange faces, threaded connections, wires, valve stems, and other ‘component parts subject to mechanical damage or corrosion shall be adequately protected. Such protection shall consist of, but not be limited to, bolted wooden or plastic flange covers, sealing with waterproof tape, enclosing with temporary metal housings, and coating all machined and threaded surfaces with a rust preventative This protection shall be applied to all components; those removed and boxed as well as those remaining in place on the skid assembly. 9.4 Piping and handrails removed for shipment shall be properly tagged and secured to. the skid from which they were removed, 9.5 Inventories as follows shall be made by the Vendor and submitted to the ‘Company prior to shipment. Such inventories shall account for alll items deliverable according to the individual equipment specification. . A listing of all items installed on the skid for shipment. b. A listing of all items removed and secured to the skid for shipment. ¢. A complete listing of all crates or boxes and a detailed inventory of their contents. 9.8 The skid shall not be shipped without Company approval. if components are dismantied during preparation for shipment, the Vendor shall include instructions for their re-assembly. For those components removed, an additional 25 percent of all fasteners required shall be included for re-attachment. COMPANY SUPPLIED MATERIALS AND EQUIPMENT. ‘The Vendor shall be responsible for receiving and warehousing all Company-supplied equipment and materials. The Vendor shall also be fully responsible, at all times until final shipment, for protecting the Company supplied equipment and materials from the elements, air-borne contaminants, vermin, pilferage, and unauthorized operation. The ‘Company's representative will be the sole judge of the adequacy of this protection. When requested, corrective action shall be undertaken immediately. Overage and underage discrepancies on Company supplied equipment and material should be communicated in writing to Company within 24 hours of receiving the goods. ‘Any damage or defects on Company supplied equipment and material should be communicated in writing to Company within 72 hours of receiving the goods. The costs, including freight, for repairing or replacing any damaged or missing equipment and materials due to the Vendor's inadequate protection or negligence, shall be withheld from the Vendor's final payment. >
