Context and Rationale
In a 2018 global survey called Program for International Assessment (PISA) among 600,000 students
worldwide, Filipino students around the age of 15 got a rating of 340 points in reading comprehension,
lower than the average of 487 points. Consequently, in the said study, the Philippines ranked last among 79
countries. The Philippine government has taken this constructively, however, and rather considered it a
challenge to otherwise “make improvements in the state of Philippine education.”
The news hit us hard, teachers, especially since we consciously and religiously labor six days a week
in teaching our lessons to our students, teaching them with the prescribed materials and even working longer
hours to comply with and submit the needed paperwork.
Contrary to published reports on literacy rate of our country, our records gives us a good spot in
world standing. This is because if literacy is one of the key factors by which a country’s overall competence
is gauged, then we could easily say that the Philippines stands tall above most of the world. As of the third
quarter of 2019, the United Nations Educational, Scientific, and Cultural Organization (UNESCO) ranked
the Philippines above its Southeast Asian neighbors in terms of literacy with 97.95 percent of the total
population able to read, write, and count, surpassing even more economically advanced nations like
Singapore.
However, this seems to be ironic with reality: our literacy rates does not match up with our reading
comprehension as posted by latest assessments. Could the number be lying? This question keeps playing on
the proponents of this research paper.
As a matter of fact, the data of Nato Elementary School as posted by the M&E results of this School
for SY 2019-2020, our school had a record of issues on reading comprehension particularly with our Garde
2 pupils.
We want to conduct this study because we want to solve the difficulty of some of our Grade II
pupils on word recognition skills right away. This study must be addressed immediately so that there will be
no more struggling readers in the intermediate classes if this problem will be solved immediately.
Some teachers had used teacher- made beginning reading book entitled “Magbabasa Ako”,
flashcards, TV-Based Instruction on the drill and remedial instruction on our children with difficulty on
word recognition. However, there was just a little improvement. The reason was because this teacher-made
beginning reading book was printed in black and white form so the children did not find it worth reading. In
addition to that, only fast learner children were able to read the material immediately. The slow learners
were left behind.
Because of this, this book Magbabasa Ako will be simplified and will be reprinted into colorful ones.
Moreover, the Claveria pictures will be used for easier mastery of syllables they ought to learn. This
proposed contextualized beginning reading material will now called be “Masayon nga Pagbasa 1” which is
an activity book and “ Masayon nga Pagbasa 2” which is a beginning reading book. In order to know the
mastered syllables of the identified learners, the identified struggling readers will be diagnosed first. Then,
they will be given the materials to be worked on and read, with the help of the learning facilitators and home
visit to be conducted by the teachers conducting. The record of the learners will be used for data analysis to
gauge whether the reading materials are effective.
Who are the identified children in Grades II who have difficulties on word recognition? Who are the
parents of these children? What tool fits best to the identified children? Who will assist these children on
solving their problem?
The participants of this study are the pupils who have difficulty in word recognition in
Grade II. Purposive sampling will be employed. We choose these pupils to help them zero out slow readers
in intermediate level.
The data we need to provide evidence to the effectiveness of our intervention is identifying on the
mastered syllables. We will gather these data by conducting by conducting an assessment on this. We will
use the “Masayon nga Pagbasa 2” as a tool to gather these data. The ethical concerns that we think may arise
during data gathering is the safety and risk because of this pandemic. We can address these by observing
health protocols at all times. We will just diagnose the reading ability of the child by letting him read on the
set of flashcards that contain syllables.
Pre-Test and Post-Test design will be employed in this study. The same test will be used as pre-test
and post test. Results will be compared as to the effect of gains or improvement in reading comprehension.
Scores will be analyzed using T-test.
Ethical Considerations
Permits will be acquired from authorities(District and School) including that of the parents of the
pupils included in the study. Consent form will be signed by parents explaining that the data will be treated
with utmost confidentiality.
Findings of this study will be disseminated in School Meetings to inform the school of the positive
impact if there can be from the results. Adaptive measures will be suggested to help best our learners.
We plan to conduct this study the Second Grading of 2021. The following table shows the timeline
of the proposed study.
ACTION PLAN
After identifying the least learned competency in Quarter IV of Science of Grade 8 students, the
