QUICK OVERVIEW OF THE MDGs
Lessons learned and criticism
from the MDGs
•  The greatest triumph of the MDGs was to mobilize broad
support for a global development agenda;

•  It gave substantive attention to the well being of the people

•  Three major criticisms of the MDGs:


1.  it was developed by a small group of experts and was not member
state driven;

2.  it is too aid focused/donor driven, mostly targeting developing


countries;

3.  it overlooked the issue of inequality;

q  All targets have been met, except the ones on
poverty, stunting and waged employment for
women
q  Extreme poverty, gender, education and health
targets have been exceeded

Key features of the SDGs

For sustainable development to be achieved, it is crucial to harmonize three


core elements: economic growth, social inclusion and environmental
protecDon.
Three key characteristics of the SDGs
•  Universal: global goals set for the “World We want”, applicable to
developing and developed countries.

•  Indivisible: cannot be positioned in a hierarchical or prioritization


order. Denial of one invariably impedes enjoyment of other rights and
basics needs;

•  Transformative: Transforming current challenges into opportunities


for the 5P (peace, people, planet, prosperity and partnership)

•  Create awareness and na(onal ownership on the global
agenda and its impact on the na(onal development
framework;

•  Build capaci(es of stakeholders: public sector, private
sector, civil society organiza(ons as well as donors;

•  Assess the SDGs vis-a-vis the na(onal context: legal, policy
framework as well as the development plans

Upcoming events and next steps

•  Support the par(cipa(on of Rwanda to the Con(nental


SDGs Roll out Workshop to be held in Dakar;
•  Support to the na(onal stakeholders’ mee(ng to be held
before end June ;


The major next steps is to work closely with the GoR in
developing the domes(ca(on and implementa(on
frameworks and strategies
Findings of the ini(al gap analysis

q The findings show that out of 160 SDG indicators (green – agreed
more or less at Global level) assessed:

ü  38 (27%) are fully reflected


ü  51 (36%) are partially reflected
ü  20 globally monitored or N/A are not reflected in the national
development frameworks
Key points to consider

•  Awareness raising and ini(al capacity development in


support to SDGs implementa(on in Rwanda;
•  Iden(fy respec(ve SDGs response in our own mandate,
plan, etc;
•  Align to the na(onal domes(ca(on framework and
priori(es
•  Research and technology development should respond to
the merging needs for innova(ve and transforma(ve
solu(ons
•  Advocate and contribute to SDGs implementa(on at all

•  Rwanda has a strong comparaDve advantage for SDGs

•  SDGs can not be implemented in isolaDon, they
require inputs from all sectors to achieve the global
and ambiDous plan;
•  SDGs are indivisible thus can not be implemented by
segments as they are all inter-related;
•  The process has started, let be alert and contribute to
this important naDonal process

Conclusion

•  SDGs provide a shared development vision for


stakeholders

•  They provide a star(ng point for planning;

•  They provide an opportunity for partnership

•  They provide a basis for resource mobiliza(on
