PRE-BID MEETING HELD ON 24TH APRIL, 2019 AT CEEC HQ LUSAKA

 Meeting Started at 10:00hrs

 Chaired by Mr Frazer – Project Manager
 Structural Consultant – Mr Chanda Bicon
 QS consultant was present
 There is an addendum to be circulated to those who will purchase the document
 Due dates have undergone changes as follows
o Tender Close shall be 29th May, 2019, 10:30hrs
o Site visits shall be 29th April, 2019, 10:30hrs
 Bidder is free to combine lots to save paper but to indicate the BOQ for lot 1 and BOQ for lot 2
separately
 Site visits will be instantaneously
 Lusaka site visit is MFEZ and bidder to go directly at 10:30hrs
 Mansa meeting will be at provincial office
 No grade limitation, just those in building category
 The project is tax except, just price without VAT
 Lusaka is Lot 1 and Mansa Lot 2
 Bid validity shall be 126days

QUESTIONS AND ANSWERS

 The documents states pricing can be combined that is USD for imported and ZMW for local
materials, will this not create confusion?
o Pricing should not be combined and should be in ZMW, however the bidder can state
which items are going to be imported and an exchange rate will be given.
 Will the excel document be provided?
o There will be no excel document as this might resulting in changing of some terms by
the bidder, however deliberation will give final standing
 Some Engineering (Chambers), Architectural (Not Clear) and Septic Tank drawings are missing
o To be provided
 There some BOQ quantities are missing especially on Ablution block (Mansa)
o To be corrected
 Lusaka (P&Gs summary not carried forward)
o To be collected
 Need for a Bank guarantee
 How much is the document?
o K1,000 per lot
 Why is there no preference for Local Contractors?
o Its an AfDB funded project and hence they don’t want to restrict any country.
 Volume of ABECO tank
o 60,000ltrs
