Govt of kerala made a SLV with KSITIL,KSEBL to launch the project .The Contract was awarded to a
consortium of M/s BEL,Railtel corporation of India,SRIT &LS cables .BEL is the system Integrator
with rich experience in electronics and lead Bidder.RCILthe pioneer in telecommunication and
networking with back bone experience of Railway communication is entrusted with IT part of
project,SRIT & LS cable are the providers of other infrastructure.

The physical infrastructure of the Project is the Transmission and Distrubtution lines of KSEB .The
Network centres known as POPs (point of Presence) are also housed in electrical Substations through
out Kerala.No other space or accommodation is hired for this purpose.
The medium of broad band propgation is the Optical Fibre cable along the electric towers/poles/under
ground .Two types of cables namely OPGW (optical ground wire) & ADSS ( All die electric Self
Supporting) are used to suit the situation .
The cables are laid through the Railway /NHAI/High ways/Bridges etc for which right of Way is being
taken duly following the porcedures and paymnett to respective authorities to a tune of Rs 35 crores
approximately.

The new Optical transmission technology of DWDM (wave length multiplexing ) to transmit high band
width of 100 Gigabits range is employed by railtel .The Network is also having Multiple route s for which
High End Multi protocol label switching technique and routers etc are used .
The network is in three layers and with last connectivity to the user called the End Office .There will be
around thirty thousand end offices like Village Offices ,Educational Institutes .Hospitals etc for the
benmefit of common man .The Online systems of govt made for public will have smooth working with
this high band width internet.There is also scheme to provide free band width to about 20 lakhs BPL
families and at subsidised rate for others
.The first layer network centres are at Each District called Core POPs (14 nos) in major Substations like
Kalamassery,Paruthipara,madakkathra etc.Now seven core popsof are made ready for transmission of
Band width. Second round is caled aggregation pops and tthird level is called pre agregation pops.
With first phase launching by Hon CM ,Seven core pops,23 agree pops & about 1000 end offices will be
ready.The Entire team under the guidnace of Secretary/IT& Electronics is fully engaged with the
launch .The main challenge was the out break of epidemics by Corona virus.The Technical Supervision
is by the General managers of all stake holders for their client kerala state IT infrstructure ltd .
The project progress is being reviewed on daily basis through video conferencing by IT secretary which
is highly instrumental for the launch.The Project will have a accelerated phase now as the rich experience
of RCIL,BEL etc are immensely utilised. High end software and apllications are componets of the system.
There are about 400 pops at various substations. Project Management Auditors are TCIL.
• The state of art DATA CENTRE-NOC( Network operating centre) (NOC ) with high availability
&Disaster recovery is made by RAILTEL at the Info park at Kakanad.This will be maintained by
RCIL for a furthur period of seven years since commisiong.Other stake holders also will have
annual maiantainence Contract .The net work will have connectivity to the State data Cnetre at
Techno park at Kazhakuttam with high security ,so that EOS access Govt sites and back up at Data
recovery centre at Pattaom.The internet is pumped into nrtwork from NOC @ 2x 100GBPs.
