INTRODUCTION

In the annals of the Philippine Government, it appears fascinating that a bulk number of inhabitants
are law violators. Democracy has been a doubt to unending events of favor and regrets distinctly at
times when the country faces a crisis. Citizenship does not merely account for a permanent
membership within a state but also the civil and political participation their role plays. Unfortunately,
the current spread of the coronavirus did not exclude the country, and how Filipinos behave amidst
the global pandemic placed the government in additional trouble. In general cases, non-compliance
and disobedience occur as a response to proposing demands. However, when it comes to
government, the concept changes into exacting standards of discipline subjected to penalties and
violations. One of the challenges facing the Philippines today is the government's ability to ensure
that policies are implemented effectively at the local level.
According to Don Mixon, stated on his book, obedience occurs in a hierarchical structures does not
need explanation. Yet, disobedience in the same circumstances requires one (Obedience &
Civilization, 1989). Philippine Statistic Authority (PSA) recorded 58.4% low income families in the
country ranging a salary of 10,481 pesos below, resulting majority of Filipinos living below poverty
threshold. Social status also refers to the level of education, income, and occupation which often
reveal inequalities in terms of power, influence, and access to resources (Zoleta, 2020). On the other
hand, disobedience is the willingness to accept legal consequences of their actions, as this shows
their transgression to the rule of law (Stanford Encyclopedia of Philosophy, 2007). Implementation of
health measurements strictly imposed by the government and how Filipinos response has brought
demure to the entire nation. Local authorities across provinces have assessed restrictions, and
despite the risk of the disease, many still refused to cooperate (Brunnersum, 2020). In Cordillera, a
total of 619 residents were put behind bars for disobeying enhanced community quarantine
measurements, including curfew hours violation, hoarding and overpricing of medical supplies
(Dionisio, 2020). Also in Tacloban City, 226 residents were arrested for the same violations (Sabalza,
2020). Moreover, upon the reopening of Manila Bay, CNN reported the huge number of Filipinos who
gathered and participated despite the threat of coronavirus spread (CNN Philippines Staff, 2020).
In Davao City, 14 out of 100 families and 19 out of 100 Davaoenos are poor (PSA, 2020). Although
the lockdown caused ramifications to citizen’s daily errand and still chose to obey health protocols
according to survey. In a press briefing live via Facebook, Presidential Spokesperson Roque said that
the city has been strictly implementing quarantine guidelines to contain and prevent the transmission
of COVID-19 despite recording the highest confirmed cases in Mindanao (Colina, 2020). The intensity
of the research problem falls under the current situation of the ascending cases of health emergency
in the region. Out of the nine (9) regions in Mindanao, Davao City has the highest recorded cases for
the ten-month-old crisis that reach a hundred percent occupancy in Southern Philippines Medical
Center (Mindanews, 2020); and currently ranks seven nationwide (COVID-19 Philippine Statistics,
2020). This study is worth researching in a sense that it provides possible relation as to how social
status affects the disobedience of safety health measurements imposed by the government of Davao
City residents; whereas researchers believed there is a relationship between the two variables.

STATEMENT OF THE PROBLEM

This study will determine Social Status and its relation to the disobedience of quarantine health
measurements of residents in Davao City. Since the city has gone to various changes in
community quarantine for the past nine months, and the sudden reimposing of General
Community Quarantine (GCQ) due to increasing number of patients, nearly 70% of the total
coronavirus infections in the entire Davao region (Esguerra, 2020). This study will answer the
following questions:

1. What is the level of government response in terms of:
1.1 implementing community quarantine protocols;
1.2 addressing violations?

2. What is the profile of disobedient residents in terms of:

2.1 age;
2.2 gender;
2.3 social status;
2.4 level of education; and
2.5 government satisfaction?

3. Is there a significant relationship between Social Status and the Disobedience to COVID-19 Protocols in Davao
City?
