A bicameral conference committee was formed to reconcile the disagreeing provisions of the House
and Senate version of the bill.

The bicameral conference committee submitted its report to the House at 8 a.m. on November 21,
2019. On the same day, the bill was signed by the Speaker of the House of Representatives and the
President of the Senate and certified by the respective secretaries of both Houses of Congress as having
been finally passed by the House of Representatives and by the Senate on November 21, 2019.

The enrolled bill was signed into law by the President on November 22, 2019.

Respondent filed for a petition for certiorari and/or prohibition challenging the validity of law alleging
among others that the report of the bicameral conference committee did not comply with the
constitutional requirement that “no bill shall become a law unless it has passed three readings on
separate days”, is the contention proper? (5 pts)
