JOSE MARCELO EJERCITO (born April 19, 1937) in Tondo better known

as Joseph Ejercito Estrada, His nickname is “Erap”. He was elected President in


1998 and was sworn into the presidency on June 30, 1998. However, Allegations
of corruption spawned an impeachment trial in the Senate and in January 2001
Estrada was ousted from power after the trial was aborted. In 2007, he was found
guilty of plunder and sentenced to reclusion perpetua, but was later granted a
pardon by President Gloria Macapagal Arroyo.

EDUCATIONAL PROGRAM

 He created Presidential Commission on Educational Reform (PCER)

The Commission has to define a comprehensive and a budget-feasible


program of reform in 9 areas;

 Curricula, teaching methods, instructional media, educational technologies,


textbooks, language policy and school calendar for use at the elementary and
secondary levels, using international benchmarks.

 Modernization of Science laboratories, improvement of Science and


Mathematics Education, and the feasibility of establishing regional centers
of excellence in science education.
 Upgrading of computer classrooms, computing facilities, and Internet access
in all schools that meet eligibility standards for administering such
programs.

 Expansion, modernization and standardization of vocational and technical


instructions, especially polytechnic colleges and universities.

 Distance learning and continuing education programs, especially for adults


and out-of-school youths, with a view to possible eventual accreditation;

 Tuition financing scheme intended to bring the effective purchasing power


of students in line with the real costs of tertiary education;

 Programs, resources and facilities of state universities and colleges, other


than UP, with the intention of rationalizing their academic offering and
aligning them with employer requirements in their respective areas;

 Governance, organization, programs, resources, and facilities of the


University of the Philippines, with a view to developing its flagships campus
in Diliman into one of the top ten universities in Asia in time for the UP
Centennial in 2008; and

 Other priority areas of concern in education that arise from the research and
consultations conducted by the Commission.

 Third Elementary Education Project (TEEP)

He gave the pledge after the inauguration of the 10.5 million pesos Division
Office of the Department of Education, Culture and Sports (DECS). The pledge
was part of the 16.9 billion pesos Third Elementary Education Project (TEEP). He
vowed to give his unwavering support for major education project that seeks to
elevate the country’s public education system into a more competitive world-class
standard.

TEEP is a multi project program for the Country’s 22 poorest provinces.


According to the plan, TEEP will construct 9,000 new classrooms and repair the
3,000 old classrooms. The 22 poorest provinces will also each get a new division
office. He gave the highest capita for basic education as compared to all Presidents
under the present constitution.
 Erap para sa Mahirap Program
A National Anti-Poverty Commission

Funded by two multilateral funding Institutions namely the World Bank and
the Japan-Based Overseas Economic Cooperation Fund. This commission
prioritize in giving housing, education and job for the Poor Filipinos.

 Erap para sa Mahirap Scholarship Foundation

Which has graduated 16,000 scholars. He has also donated all his
salaries from the time that he was mayor to scholarship program.

 Erap Muslim Youth Foundation

He help the poor Muslim Students to enter college in any School in


the Philippines.
