Subject: Minutes of the 13 th Deans Committee Meeting

The 13th Deans Committee Meeting was held under the Chairmanship of
Engr. Prof. Dr. Athar Mahboob, Worthy Vice Chancellor in the Vice Chancellor’s
Secretariat, Baghdad-ul-Jadeed Campus on Monday 18th January 2021.

The meeting started with the name of Allah Almighty. Worthy Vice Chancellor
welcomed all the members of the meeting. After detailed discussions on all the agenda items, the
committee made general observations and suggested as below:

Policy Guidelines for Safe Opening of Universities


Prof. Dr. Jawad Iqbal, Dean, Faculty of Management Sciences and Commerce briefed to
the august members of the committee for the safe opening of university and its preparations.
After thorough discussion,- the committee proposed the SoPs for the safe opening of university
in phases as mentioned below:

Pre-Opening Precautions & Preparations


 Safety of students and staff is of paramount importance and cannot be compromised in
the current situation.
 Safe operations: Ensure conditions that reduce disease transmission, safeguard essential
services and supplies and promote healthy behavior. This includes access to soap and
clean water for safe hand washing, procedures on when staff or students feel unwell,
protocols on social distancing and good hygiene practices.
 SoPs regarding social distancing, face masks, hand sanitizers and hand wash will be
followed strictly
 University will be opened in two phases as per details given below:

Phase 1

Policy for Conduct of Examination


It was decided that all examinations will be held online except in the faculty of
Engineering. However, if any department intends to conduct PhD examination physically may
opt till 25th January 2021.

Adoption and Implementation of Undergraduate Education Policy


2020 by the Higher Education Commission of Pakistan
Prof. Dr. Irshad Hussain, Director Undergraduate Study Centre briefed the Committee
on Undergraduate Policy and its implementation by the Islamia University of Bahawalpur. He
highlighted that according to the undergraduate policy two years’ BA/BSc programmes will be
replaced by the Associate Degree Programme. IUB has implemented the undergraduate policy of
the Higher Education Commission of Pakistan and has offered Associate Degree Programmes at
its affiliated colleges. Associate Degree is comprehensive two-years’ and four semester’s
program. It consists of 66 Credit Hours and 22 Courses alongwith Practical Learning Lab Work.
It consists of a blend of need based and subject oriented courses. Every student would have to
study two courses each from Social Sciences, Natural Sciences and Arts and Humanities
alongwith optional courses like Basic Health Awareness, constitutional and legal system of
Pakistan, quantitative reasoning, Pakistan Studies and Islamic Studies besides discipline courses.

Bridging Semester:
After graduating AD Program, a student would be eligible for admission in 5th semester
of the respective BS Program provided he/she has obtained a minimum 2.5/4 CGPA or meet the
criteria of the Department. If an AD graduate intends to get admission in the BS Program other
than his/her basic program, he/she would have to qualify a bridging semester not more than 18
cr. hrs. Such semester courses and cr. hrs. would be decided by the respective department. Such
students admitted in morning programme may study (if necessary) the bridging semester/courses
in evening and vice versa Or in summer semester Or as and when offered by the respective
department. The Department would be independent in deciding if student(s) need(s) such
bridging (courses/semester/credit hours) or otherwise.
14th Deans Committee Meeting
During the discussion, it was highlighted that few of newly appointed Associate
Lecturers have not joined their departments so far, whereas, some departments require more
Associate Lecturers. All honorable members were requested to prepare the
students/department/discipline/faculty wise data for the future requirements of the IPOP faculty
and Associate Lecturers in their respective departments. It was further requested to prepare data
regarding hostel accommodation and transport facility for the new students.
In this regard, it was decided that the above mentioned matters will be discussed in
upcoming 14th Deans Committee Meeting is to be held on Wednesday 20th January 2021 at
11.30 a.m in the Vice Chancellors’ Secretariat, Baghdad ul Jadeed Campus.
