Background;
City of Kelowna;

On May 6, 2019 Kelowna City Council passed a motion stating in part “THAT Council endorse the
compliance of all new Part 9 residential buildings to the BC Energy Step Code to satisfy the energy
efficiency requirements of the British Columbia Building Code as follows;

i. Effective December 1, 2019 –Step 1 Energy Step Code requirement


ii. Effective June 1, 2021 – Step 3 Energy Step Code requirements

The motion also directs staff to consult with key stakeholders on the Energy Step Code implementation
for Part 3 buildings as outlined on the May 6, 2019 report of the Sustainability Coordinator.

UBCO and OC;

The institutions have formally signed a Collaboration Agreement but have already been collaborating in
the technology/engineering area related to Advanced Construction Materials and construction
processes. Both have programs related to energy efficient materials and structures

Industry;

Some developers have moved to consider more efficient residential structures and install sensors to
monitor comparable performance.

Niche designers and constructors are providing high end energy efficient buildings for individuals.

The Need
It’s critical to bring all parties in the region involved with the built environment together to;

 Understand the explore opportunities resulting from Step Code requirements


 Develop regional collaborations to capitalize on the opportunities to meet the specific needs of
the region
 Learn from Others;

In 2016, the City of Vancouver released its Zero Emissions Building Plan, which requires most
new buildings to be near zero emissions by 2025 and all new buildings to be zero emissions by
2030. To achieve this ZEBx was formed , a dedicated to supporting the industry through this
transition, acting as a catalyst that transforms the entire design and construction value chain
towards cost-effective, attractive, zero emission buildings.

A one day workshop is proposed in Kelowna (possibly AO )

o AO, COEDC, UDI, CHBA

 Meet and Greet Light Breakfast
 Plenary by ZEBX – laying out their process and actions in the Lower Mainland
 Okanagan Status re Energy Efficient buildings-
o Wilden, (HTD-HTM) Fortis, OC – Pattison Bldg, UBCO-?
 Lunch and possible second ZEBx discussion
 Possible Breakout Sessions- set up the groupings and speaker for each group?
o What is required for Our Region to be successful?
o How do we capture the opportunities?
 Coffee
 Moderator report on comments
 Closing comments- ideally a local interagency group to be formed and related to
ZEBx.
