1.1 GENERAL

1.2 Purpose

This document outlines the Electrical Design Basis to be followed for the design,
selection and supply of Electrical Equipments for Power Plant Area of Ahdeb Oilfield
Surface Facilities Development PROJECT.

This document should be read in conjunction with the technical requirements specified
in the Equipment Data Sheets and related PROJECT specifications, codes and
standards.

1.3 PROJECT Overview

AI-Waha Petroleum Company Limited [The "OWNER" - A joint venture of CNPC


(75%) and NOC - Iraq (25%)] plans to develop Ahdeb Oilfield, located south of
Baghdad, Iraq. The peak oil production expected from this field is 120,000 BOPD
of heavy crude oil (API gravity of 21-23). The oilfield is located at the agricultural
area of alluvial plain formed by Tigris and Euphrates Rivers, which is 20m above
sea level.

The PROJECT is titled "Ahdeb Oilfield Surface Facilities Development PROJECT".


The first phase of the PROJECT is expected to be completed by 2011 and commercial
production will be started with 60,000 BOPD (Two processing trains in CPF). Two
more trains with 60,000 BOPD combined capacity will be commissioned in 2012 to
reach the final capacity of oil processing to 120,000 BOPD... Production enhancement
by water injection will also be implemented in different phases.

The produced oil is pumped through a new pipeline to existing strategic pipeline
terminal station PS2. A part of produced oil is also sent via a new pipeline to existing
Zubaidiya Power plant as fuel.

Associated gas will be pressure boosted, sweetened and used as internal fuel as well
as exported to existing Zubaidiya power plant through a pipeline. This facility will be
commissioned along with first set of CPF trains in 2011. During the next phase, two
trains of dehydration, dehydrocarbon, LPG separation, LPG storage, LPG loading
facility and a single Sulphur recovery unit will be added. .LPG produced from the gas
processing plant is sent to Kut city via trucks. Sulphur produced is also trucked out for
shipping/disposal.

Produced water during first phase will be sent to disposal wells. The water will be used
as main source for injection during second phase after treatment to the required
quality. Utility and potable water will be sourced from Tigris river through dedicated
facility in Phase I. A second source of fresh water from canal is also planned during
the second phase of the PROJECT.

The PROJECT also involves the development of supporting utilities and infrastructure
which is required for the safe functioning of the surface facilities to meet the "OWNER"
objectives.

It is planned to drill several wells (including producers and water injectors) during the
development of the field in different phases. The scope of developing the subsurface
facility and well heads entirely rests with the "OWNER".

The FEED (Front End Engineering Design) of this PROJECT is undertaken by CPE
(China Petroleum Engineering Company, Beijing). CPECC (China Petroleum
Engineering and Construction Corporation, Beijing) is nominated as the EPC
CONTRACTOR for the PROJECT. The detailed design of the PROJECT will be
executed jointly by CPE and CH2M HILL.

1.3 Properties of Media and Meteorological and Geological Conditions

Refer to General Design Basis, Document No. AUH-GEN-G-RD-61003.

1.4 Units

Measurement units employed in this PROJECT shall be based on the International


System of Units (SI), except for pipes and tubes and flanges.

2.2 Order of Precedence

Equipment selected shall be as per data sheets and in conformity to applicable Codes,
Standards and OWNER's specifications. In case of a conflict of technical
requirements, the order of precedence shall be as follows:

The EPC CONTRACTOR shall obtain a written approval from the OWNER, in case of

3.2 Area Classification

The PP shall be classified into Hazardous Area in accordance with the following:

• Area Classification shall be in accordance with IP Part 15.

• Equipment selection shall be in accordance with IEC 60079.

In areas classified to be potentially explosive, the electrical equipment and material


shall be certified by BASEEFA, CESI, KEMA, SIRA or CENELEC as per ATEX/IECEX
guidelines and certificate of conformity shall be issued for review/information.

3.3 Power Supply and Distribution Generation

Ahdeb Oilfield Surface Facilities Development PROJECT shall comprise of several


areas like FSF, CPF, GPS, WS1, Base Camp, etc. The electrical power to all this
facility shall be sourced from the Power Plant. This is the only source of power and no
power will be sourced from electrical network or grid.

The Power Plant will be built at the northwest corner of the CPF in Ahdeb

Field. The Power Plant shall comprise of following:

• Gas turbine power units;

• Electrical Distribution and Control System;

• Diesel fuel supply system;

• Gas fuel supply system;

• Auxiliary facilities and utilities.

Before the gas processing station in the CPF is put into production, diesel fuel will be
supplied for the turbine generators. After the gas processing station in the CPF is put into
operation, wet purified gas in Phase I and the dry gas in Phase II which is produced in
the GPS will be supplied by the gas processing station for the turbine generators. The
fuel required by the turbine generator will be directly piped into power plant through
gas pipeline or diesel pipeline.

An emergency generator is provided for black start of the Gas turbine power units.

The water required by the Power Plant will be taken from the adjacent CPF.

The rated voltage of the turbine generators will be 11kV. The power generators will be
connected to the main MV switchgear and 11kV will be the main distribution voltage. The
power to CPF and WS1/base camp will be powered from the main MV switchgear directly.

For OGM and Wellheads, the 11kV voltage shall be raised to 33kV voltage by step-up
Power Transformers and then power shall be distributed at 33kV level.

The power required for the MV motors in ORS, PP, PWS, IS and respective distribution
transformers shall be fed directly from main 11kV switchgear in PP. The power required
for GPS substation shall fed from 11kV switchgear in PP. GPS shall have own 11kV
substation to cater MV & LV motors loads.

The design and installation shall comply with EMC requirements as per relevant IEC I

During starting or re-acceleration of Motors either singly or in a group, the voltage at


the motor terminals shall not deviate by more than + 10 % or - 15 % from rated
equipment voltage. The design of the Electrical System shall be such that the above
requirements are fulfilled while maintaining the minimum voltage on switchgear bus
during start-up of one or more electric motor.

• 90% of Rated Voltage on Remote Switchgear bus.

3. 5 Brief Specifications of the Electrical Equipment, Materials and Installations

3. 5.1 Gas Turbine

The Gas Turbine is specifically designed for power generation applications in Simple
Cycle mode shall be considered. It will have single skid lift architecture which will
minimize site installation. The main skid incorporates the Gas Turbine, Electric
Generator and the Gearbox configured for outdoor installation in a container. As the
system is in container the VENDOR shall supply heating, ventilation and air
conditioning system to ensure that system is insulated from harsh environmental
condition and necessary working condition is maintained.

It will comprise of following system:

• Control System;

• Power Management System;

• Lube Oil System;

• Fuel System;

• Start-up System;

• Cooling System;

• HVAC System;

• FA System;

• F&G System;

• Cleaning System;

• Air Inlet System;

• Gas Exhaust System.

All the systems will be as specified in the Specification and Data Sheet and
VENDOR's standard.

3.5.2 Generator

The components of a generator are mainly the generator (stator plus rotor), brushless
exciter system, air cooling system and bearings. These components are skid-mounted.
The generator neutral earthing resistor with switch/contactor as recommended by
VENDOR shall be part of the system.

3.5.3 Power Management System

This will be a stand-alone system to control and monitor power flow,


manage generation, start/stop of the Turbine Generator units, avoid overloading of
generators and turbines, load shedding, etc.

The system shall provide, but not limited to, the following functions:

• Interfaces (1/0) with:

Gas Turbine units;

11kV Switchgear;

Other switchgear as required by load shedding.

• Generator output control;

• Gas Turbine Control;

• Load Feeder Control;

• Human Machine Interface.

Note: The system shall be provided with dual redundant serial communication link and
also hardwired for signals exchange between the PMS and the EICS equipment.

3.5.4 EICS

The EICS shall be a modern, but well proven, microprocessor technology based
system. The architecture shall be built with distributed intelligence as an automated
real-time process engine for data acquisition, processing, transmission, storage and
archival, graphical presentation and display. EICS shall be designed as an
amalgamation of Intelligent Electronic Devices (IEDs), communication equipment,
database and workstation computers, HMls, gateways, software and all necessary
components.

The system will interface with all electrical equipments components like intelligent
relays, status contacts, etc. to collect the data through hardwired and dual redundant
serial communication link.

It shall be linked also to DCS and PMS for data exchange.

3.5.5 33kV MV AIS Switchgear

The 33kV MV AIS switchgear shall be for indoor use, metal clad, vertical self-standing
and single tier cubicle type.

The circuit breakers shall be of draw-out execution components. 33kV circuit breakers
shall be SF6 or Vacuum type. The circuit breakers shall be operated by motor charged
spring type stored energy mechanism, with lockout and anti-pumping features.

All circuit breakers of same rating shall be fully interchangeable.

3.5.6 11kV MV AIS Switchgear

The 11kV MV AIS switchgear shall be for indoor use, metal clad, vertical self-standing
and single tier cubicle type.

The circuit breakers shall be of draw-out execution components. 11kV circuit breakers
shall be SF6 or Vacuum. The circuit breakers shall be operated by motor charged
spring type stored energy mechanism, with lockout and anti-pumping features.

All circuit breakers of same rating shall be fully interchangeable.

3.5.7 Transformer

Power Transformers

11/34.5kV Power Transformers shall be two (2) winding copper wound, oil-filled,
class A insulated, ONAN/ONAF cooled, with conservator. Power rating for each
cooling shall be shown and cooling fans shall be provided in each transformer for the
ONAF rating.for future load increase by 25%.

The transformer shall be located at the substation under sunshade.

The transformer shall have ±5% off circuit tap changer (OCTC) arrangement.

The transformer shall be sized on following basis:

• 100% continuous load;

• 20% standby load or the largest standby load whichever is higher;

• 50% intermittent

Transformers

11/0.420kV Distribution Transformer shall be two (2) winding copper wound, oil-filled,
class A insulated, ONAN cooled, sealed type for rating up to 2,000kVA But for rating
above 2,000kVA it shall be with conservator.

The transformer shall be located at the substation under sunshade. The transformer
shall have ±5% off circuit tap changer (OCTC) arrangement.

The transformer shall be sized on following basis:

• 100% continuous load;

• 20% standby load or the largest standby load whichever is higher;

• 50% intermittent load;

• Power factor compensation will be applied to each transformer irrespective of


size of transformer to achieve Power factor of 0.95

• Transformer rating will be selected based on actual KVA rating obtained after
applying power factor compensation.

• 20% spare for future load while sizing transformer rating will not be considered.

3.5.8 Emergency (Black Start) Diesel Generating Set

The DG set shall be of 400 Volts, 3 ph, 0.8 p.f., 4 wire, 50 Hz, 1500 rpm. The set shall
be complete with the control panel, excitation system, Automatic Voltage Regulator
(AVR), the governing system and automatic synchronizing operation facility.

The DG set shall be started automatically in event of power failure via AMF to ensure
that emergency loads receive power in least time.

The DG set shall be sized to cater the following loads:

• 100% of the emergency loads identified in the electrical load schedule;

Manual Start mode shall also be available for the DG Set.

3.5.9 400 LV Switchgear

The LV switchgear shall be fully draw out type and completely metal enclosed.
Enclosures shall meet requirement of IEC 60439. Minimum IP rating shall be IP-42.

The spare feeders shall be judiciously selected across type and rating to provide
adequate redundancy.

3.5.10 Motors

The electric motors shall be squirrel cage induction machine and comply with following

3.5.11 Soft Starters

Power Supply for this PROJECT is solely from Gas Turbine Generating sets. As a
result, the power system is not stiff enough to supply the starting current of larger
motors.

For motor starting studies, minimum 2 nos., Turbine Generators shall be considered in
service as worst case.

Based on motor starting study, all MV motors above 1OOOkW shall be provided with
soft starting device. This will be either electronic soft starter or Variable Frequency
Drive depending on starting torque and needs for speed variation.

In case of soft starters, starting current of motor shall be limited to max. 250% of FLC.

In case of VFD, starting current of motor shall be limited to max. 100% of FLC.

The limits for DOL starting in case of 400V motors shall depend on the transformer
MVA rating. The motors above the DOL starting limit shall be started using soft
starters.

The requirement of soft starters shall be established by carrying out motor starting
study on plant electrical system model.

The motors shall be procured along with the mechanical driven equipment and the
performance requirements and the mounting type of the motors shall match the driven
equipment.

3.5.12.1 Markings and Drums for MV and LV Cable Requirements

The outer sheath of all cables shall be embossed throughout the cable length at every
one meter on the two sides with the following information:

• Manufacturer's name;

• National I International standard identification;

• Cable designation (cores, size, voltage grade, type, etc.);

• Year of manufacture.

• The following information shall be marked on the drum:

• Weight of the drum;

• Length of the cable;

• Direction of rotation of the drum;

• Designation of the PROJECT site destination;

• Number of drum;

• Cable designation.

All cables shall be subjected to routine tests as per IEC and the same will be
witnessed by the PURCHASER/OWNER. Test certificates shall be provided for
routine tests on each cable length and type test certificates of cable of similar
specification I rating.

• All cables shall be provided with non-fibrous and non-hygroscopic fillers;

• Single core cables shall be Aluminium wire armoured;

MV Cables- 8.7/15kV I for 11kV system) and 18/30kV l for 33kV system)

The cables shall be 8.7/15kV grade, single or multi-core, stranded annealed copper
conductor, screened, XLPE insulated, insulation screened, PVC bedded, galvanized
steel wire armoured and overall red PVC sheathed. The outer sheath shall be flame
retardant type conforming to the requirement of IEC-60332-1. Single core cable shall
be aluminum wire armoured.

The cables shall be 18/30kV grade stranded annealed copper conductor, screened,
XLPE insulated, insulation screened, PVC bedded, galvanized steel wire armoured
and overall red PVC sheathed. The outer sheath shall be flame retardant type

conforming to the requirement of IEC-60332-1. Single core cable shall be aluminum


wire armoured.

LV Cables - 600V I 1OOOV Cables

The LV multicore cables shall be XLPE insulated, single or multi-core, stranded


annealed copper, PVC bedding, galvanized steel wire armoured and overall black PVC
sheathed. The LV single core cables shall be the same as multicore cables except with
aluminum wire armoured.

The outer sheath shall be flame retardant type conforming to the requirements of IEC-
60332-1.

The minimum size of power cable conductor shall be 2.5mm2 and for control cable
shall be 2.5mm2. Maximum cable sizes shall be:

3.5.12.2 Cable sizing:

Cable sizing shall be decided based on:

• Derating due to ambient temperature, soil thermal resistivity, depth of laying, the
methods of laying and grouping of cables, as applicable. Current ratings and
derating factors for cables shall be as per VENDOR's recommendation or ERA
report 69-30;

• Voltage drop shall be restricted to 5% and to 15% in cable during steady state
and starting of motors respectively;

• Voltage drop.shall be restricted to 1.5% at steady state between LV switchboard


and DB;

• Voltage drop shall be restricted to 2.5% at steady state between DB and end load;

• Voltage drop shall be restricted to 3% at steady state between UPS DB and end
load;

• Short circuit current and the duration (depending upon the switching device and
the protection time).

• Ambient temperature for sizing of cables shall be considered as 50°C for air and
25°C for ground, (For Nasirya ground temperature shall be 40°C).

3.6 Control

3.6.1 MV Switchgear

All MV circuit breakers shall be controlled locally and through EICS. A two (2)
position local/remote selector switch shall be installed on the switchgear panel to
determine the operation.

In addition the circuit breakers will be controlled from Load Shedding System.

Status signals will be transmitted to DCS from EICS through MODBUS on TCP/IP.

For 33KV MV switchgear auto transfer scheme shall be incorporated such that
loss of any one incoming supply would result in tripping of that incomer and
closing of buscoupler. Also, momentary paralleling facility through manual
selection by trip selector switch/MM I terminal shall be provided.

3.6.2 400V LV Switchgear

All Incoming Air Circuit Breakers shall have interface with Electrical Integrated
Control System (EICS) mainly for Transfer of Breaker status signals. In case, there is
a requirement of controlling the breaker from the remote EICS system located in
Power Plant substation, then that breaker feeder shall incorporate a 2- position
selector switch.

All LV motors starters shall be controlled manually from local control stations near
the motors and remotely from DCS as applicable. There shall be no control of motors
from remote EICS system.

Some of the non essential Bulk Feeders/ large Motor Feeders shall have provision of
remote tripping during a load shedding process. This shall be decided based on
Load Shedding philosophy and study.

Auto transfer scheme shall be incorporated such that loss of any one incoming
supply would result in tripping of that incomer and closing of bus coupler. Also,
momentary paralleling facility through manual selection by trip selector switch/MM!
terminal shall be provided.

3.7 Protection and Measurement

The protection and measurement facility for the electrical system shall be provided
as per relevant general specifications and single line diagrams.

There shall be an Electrical Integrated Control System (EICS) installed in power


plant.

In lieu of above, the relays and metering elements in all switchgear shall be
intelligent, microprocessor based with ability to communicate with EICS.

In addition, required signals from UPS, Transformer etc. shall be communicated to


EICS on serial link.

3.8 Signals to DCS/SSS

Status Indication at DCS

The following indication signals from motor starter shall be sent to the plant DCS in
the control room hard wired through Interposing Relay Panel located in Electrical
Substation.

• RUN, TRIP for 400V motor feeders;


• RUN, TRIP for 400V Electric Heaters;
• Required signal from transformer, motor, UPS, etc. shall be communicated
to DCS from EICS through serial interface link.

Command from DCS/SSS

Command from DCS/SSS shall be as per Process requirements. However, to ensure


common motor control scheme following signals shall be provided.

• Motor Local operation enable from DCS;

• Motor start from DCS;

• Motor stop from DCS;

• Motor trip from SSS.

The above signals interface shall be hard wired through an Interposing Relay Panel
located in Electrical Substation.

3.9 Lighting System

The lighting system is categorized into outdoor lighting for plant area, road, and
indoor lighting for within buildings.

3.9.1 Outdoor Lighting

For Outdoor lighting, auto control shall be provided through photoelectric cell.
Manual override facility shall also be available.

Normal outdoor area lighting shall be by EEx (n)/ EEx (de), II, T3 250/400 Watts,
HPSV flood lighting fixtures mounted on 10 meter high· poles. These fixtures shall
have minimum Ingress protection of IP65 according to IEC 60529.

All platforms and staircases for equipments located shall be illuminated by using 2 x
36 Watts fluorescent lighting fixtures or 70W HPS with IP 65 minimum degree of
protection, using stanchion mounting of 3m height. The lighting fixtures shall be of
EEx (n)/ EEx (de), II, T3 type.

Shelter Lighting - This lighting shall be by 2 x 36 Watts, weatherproof,


fluorescent lamp fixtures and skids with shelters in safe areas. EEx (n)/ EEx (de),
II, T3, 2 x 36 Watts fittings shall be used for shelters located in hazardous areas.

3.9.2 Indoor Lighting

2 x 36 Watts, decorative, mirror optic, surface mounted fluorescent lamp fixture for all
buildings except mechanical workshop and UPS battery room. Mechanical workshop
lighting shall be by medium bay lighting fixtures with aluminum reflector suitable for
250Watts HPMV lamp. The lighting fixtures for UPS battery room housing vented
type batteries shall be EEx-'d', IIC, T6 and 2 x 36 Watts. For substation bldg., lighting
fixtures shall also be fluorescent lamp fixtures recessed mounted unless otherwise
dictated by the type of ceiling finish then this shall be surface mounted (with reflector)
or hanging with pendant support (and with reflector).

The illumination level shall be considered as average illumination levels on a


working plane, which shall be at 1.0m above the floor level for indoor and ground
level for outdoors.A maintenance factor of 0.7 shall be used for outdoor fixtures and
0.8 for indoor fixtures.

3.9.4 Critical Lighting

This lighting with battery backup (for 60 minutes) shall be provided in all man
occupied buildings viz, DG Shelter, Control Room, workshop, etc. 33.3% of the
lighting fittings shall be with battery back-up.

In case of Substation, the emergency lighting shall be fed from the emergency DG
set.

In plant areas battery backed up lights (60 minutes back-up) shall be provided for all
platforms and escape routes.

3.9.5 Lighting Poles

The poles for flood lighting shall be tubular steel of the hinged type of 10 meters
height and complete with winch type manual lowering devices. The poles shall be hot
dip galvanized.

3.10 Local Control Stations

The motor shall be controlled in the field from near the motor by push button
control stations. Ammeter shall be provided in the local control stations for motors
rated 5.5kW and above.

The start push buttons shall be green and stop push button shall be red with
mushroom head padlocked with stay put feature arranged for twist/pull to unlock.
The enclosure shall be provided with bottom cable entries and external brass
earthing studs. Ammeters in push button station shall be of suppressed scale type to
suit 1A CT Secondary.

The enclosure of the local control station shall be weatherproof, GRP with integral
canopy suitable for 50°C and solar radiation temperature of 85°C. Degree of
protection provided by the enclosure shall be minimum IP 55 and shall be EEx 'de'
type, temperature Class T3 Gas group IIA and IIB. The push buttons shall have 1 NO
+ 1 NC contacts with 5A, AC rating at 230Volts.

3.11 Uninterruptible Power Supply Equipment

The DC UPS shall be required to feed all Electrical switchgear loads.

DC UPS system shall have an output of 11OV-DC ±1% output, with vented type Ni
Cd batteries for 1 hour backup and in double redundant type configuration.

The redundant batteries shall be designed for 2 x 50% capacity.

The exact rating shall be based on the loads. Over and above the power requirement
of the above loads, the DC UPS shall have 20% spare capacity for future utilization.

Any loads that need 230V AC UPS supply shall be sourced from AC UPS located in
Main Control Room.

3.12 Earthing and Lightning Protection

The following shall be earthed:

• System neutral;

• Current and potential transformer secondary's;

• Metallic non current carrying parts of all electrical apparatus such as transformers,
switchgears, motors, lighting I power panels, cable trays, cable conduits, terminal
boxes, control stations, lighting fixtures, lighting poles, receptacles etc.;

• Steel structures;

• Storage tanks, vessels, spheres, columns and all other process equipment;

• Cable shield and armour;

• Trucks at tanker loading areas;

• Any other equipment required to be earthed I bonded;

• Container/Layout areas.

The earth resistance of each electrode shall be as low as is practicable, but shall in
any event be such that the electrical resistance between the earth grid and the
general mass of earth ensures the operation of all electrical protective devices.

All main earthing loop conductors and branch conductors shall be PVC insulated,
copper conductor yellow-green cables.

Earth conductor around the switchgear room and for the transformer earthing shall
be sized to withstand maximum calculated fault current for 0.3 sec (Minimum size
185mm2 ).

The main earth loop conductor in plant areas for equipment earthing shall be to
withstand the cut off current permitted by fuse or current limited by the MCCB on the
highest rated feeder in the PMCC. Tinned copper earth buses shall be provided near
equipment for earthing the group of equipment. Underground connections between
main earth loop conductor and branch conductor shall be carried out with C type
compression connectors.

Two (2) separate earth pits shall be provided for earthing of transformer neutral and
DG set. The earth pits in turn shall be connected to main earth ring.

The cross-sectional area of branch conductors connecting equipment and structures


to the earth ring shall be as follows:

Branch conductors shall be connected to the earth buses by bolted connection. From
earth bus to equipment, the earthing connections shall be carried out using adequately
sized copper conductor; PVC insulated yellow/green type earthing cables.

The earth resistance of each electrode shall be as low as is practicable, but shall in
any event be such that the electrical resistance between the earth grid and the general
mass of earth ensures the operation of all electrical protective devices. It shall not
exceed 5 ohms when any one group of electrodes is disconnected. All enclosures of
electrical equipment carrying voltage more than 230V and those of mechanical, static
equipment shall be earthed at two (2) points. However, all enclosures of electrical

equipment carrying voltage less than or equal to 230V shall be earthed at one point
only.

A separate earth electrode shall be considered for Instrument "Clean" Earth (each for
IS & Non-IS). These earth electrodes shall be further connected to main earth grid for
equipotential bonding. All main earthing loop conductors and branch conductors shall
be PVC insulated, copper conductor yellow-green cables. All earthing terminations
shall be made with compression cable lugs. Interconnections shall be directly made
using thermoweld or compression branch connectors.

For the requirements of telecom system, a general earthing shall be provided wherein
all metallic structure and telecom equipment shall be bonded to Telecom Main
Grounding Bus bar (TMGB), this is then connected to the building's earthing
(grounding) system.

The plant fence shall be earthed at regular intervals of maximum 50m. PVC insulated
yellow/green 35mm2 cable shall be used for bonding.

Pipe rack column shall be earthed not exceeding 20mtr length interval.

Earth rods shall be made of copper clad steel rods, 20mm diameter, 3m long with
pointed end and "chamfered" tops. The sectional earthing rod shall be equipped with
bronzed or hot dip galvanized couplings and driving bolts. A hand or power driving
method shall produce a force in line of the earth rod and the blow shall drive the rod
straight to the required depth in the earth. Earth rods shall be tested with Insulation
Resistance Tester.

The connections between earth rods and conductors shall be so executed that easy
inspection and testing of the earth resistance of each individual earth rods, without
disconnecting any part from the earthing system. The earth rod shall be installed inside
concrete earth chamber. The earth rod shall be located at centre of the box and
equipped with earth rod clamp. The cover of the earth chamber shall be marked with
"Earthu

Lightning protection shall be provided to plant buildings and buildings storing


hazardous substances. The lightning protection shall be designed and installed in
accordance with BS 6651.

The lightning protection system shall consist of air terminations, down conductors, test
joints, earth termination, earth rods and lightning rod chamber.

Each down conductor shall be provided with test joint in such a position that, while not
inviting unauthorized interference, it is convenient for use during testing. The conductor
used to connect the test joint and earth termination shall be of the same dimensions
and material as the down conductor.

An independent earthing network shall be provided for lightning protection and this
shall be bonded with the main earthing network only at the buried electrode.

after fabricating of the cable tray shall be hot dip galvanized as per BS. All fasteners
such as bolts, nuts and washer shall be electro-galvanized.

300mm wide cable trays shall be perforated tray type and cable trays > 300mm shall
be ladder type. Cable trays shall have a maximum rung spacing of 300mm and a
minimum depth of 100mm.

Main cable trays of 6m length shall be supported at a maximum spacing of


2.5meters and at all elbows, tees and fittings as necessary to make the installation
secure and stable. The deflection shall not exceed L/300 where 'L' is the distance
between the supports, in mm.

Aboveground cables shall be fixed individually with ultraviolet-resistant coated


stainless steel cable ties. Interval of cable ties for vertical cable run on tray shall be
450mm and for horizontal cable run on tray shall be 1OOOmm.

All cables trays/racks shall be fully covered with removable covers to protect cables
from the following:

• Mechanical damage of the cables where likely to occur during plant maintenance;

• Oil or chemical spillage;

• Direct solar radiation;

• Cable trays shall be designed with 20% spare capacity for future cables.

3.14 Receptacles

The following receptacles shall be provided:

LV Switchgear/Control Room, Offices, Guard Room - Decorative type


receptacles, with ELCB controlled (30 mA) socket, 230V, 1 phase 10 Amps, 3 pin
at 1O meter interval.

In outdoor area, 400V, 63 Amps, ELCB controlled, TPNE welding socket shall be
provided to cover the process area such that the maximum horizontal distance from
any welding socket is not more than 60m.

In plant area 230V, 1 phase, 10 Amps, 3 pin receptacles shall be provided such that
no equipment is more than 10 meters from an outlet.

Power supply for receptacles, installed in the substation, control Room,


Communication Room, Office and Guard room shall be drawn from the nearest
lighting and small power distribution board.

Welding receptacles shall be fed from the LV Switchgear and a maximum of two (2)
welding receptacles shall be connected in one circuit.

All receptacles located in Zone 2 areas shall be EEx-de type, suitable for Gas
Groups IIA or IIB and temperature Class T3, with minimum IP-65.

The residual operating current shall be 30mA for single-phase convenience outlets
and 300mA for 3 phase and welding outlets. The operating time shall not exceed
30ms.

3.15 Cable Glands

All cable terminations shall use compression type cable glands, which meet the
requirement of BS 6121, to secure the armour wires and provide earth continuity.

The armoured cable shall enter lighting fixture or junction boxes through suitably
rated compression gland suitable for weather proof and as per hazardous area
requirement.

All cables termination shall be done via suitably rated cable glands for all areas.

The cable glands shall be brass nickel plated, complete with locknut, earth tag, and
watertight seals for ensuring IP66 ingress protection. All cable glands for equipment
and motor that are subject to vibrations shall have serrated washer:

The glands shall be arranged to protrude at least 25mm above the gland plate to
avoid moisture collecting in the cable crutch.

Glands shall be covered with an outer PVC shroud and the shroud shall be suitable
for use for the SITE conditions. Cable glands and cable shrouds shall be
compatible.

All reducers or adapters if used shall be compatible having matching thread


standards (ISO) as the cable glands. Earthing continuity shall be maintained
between all parts of reducer or adapter and the gland assembly.

All glands shall be provided with a Metric entry thread to BS 3643.

The glands shall be stamped with the type and size of gland, entry thread and the
relevant approval details for the particular hazardous classification.

Cable lug or tube terminal shall be a compression crimp high conductivity tinned
copper.

All cable glands shall be dual certified (EEx-'e' & 'd'), brass nickel plated, complete
with locknut, earth tag PVC shroud and nylon entry thread/seals for ensuring IP 66
ingress protection, suitable for Ex(n) I Ex'e' I EEx'd' enclosures.

Requirement of barrier type Cable gland for Ex "d" equipment shall be determined
based on IEC 60079:14.

3.16 Cables Installation

Underground Cable Installation

• Cables when installed underground shall be installed at a depth of minimum


700mm below grade level and cables laid in horizontal arrangement at max
two
(2) layers.

• MV Power Cable for motor circuit shall be laid close together with it's
associated control cable and shall be separated from other circuit with at
least 150mm and covered with cable marker concrete tile above

The underground cable routes shall be designed to avoid close pipe crossings and
adjacent runs with underground pipelines, i.e. a clear distance of at least 300mm
between cable and pipe (including insulation) shall be maintained.

The cables should cross underneath buried pipelines except where the depth
measured at the top of the pipeline is more than 1 meter.

All road crossings cables shall be installed in PVC pipes encased in concrete bank.

If close crossings with underground pipelines carrying hot liquids or gases, or which
are regularly steam-cleaned, cannot be avoided, the pipeline shall be insulated in
order to limit its outside temperature to a maximum of 60°C, and the clear distance
increased to 600mm. In these cases cables may need to be run above pipelines
using a sand-filled concrete bridge.

All the power and control cables shall be in continuous lengths. Cable splices or
cable jointing shall not be permitted.

The PVC pipes laid for mechanical protection shall be sealed at both ends.

For direct buried cable trench, concrete tiles shall be installed on top of the sieved
clean sand as mechanical protection before backfilling of original soil.

The cable trench shall be compacted before and after backfilling of original soil for
direct buried.

In general where cables leave the ground they shall be mechanically protected by
PVC pipe to a height of 150mm above grade. The pipes protection shall be sealed at
the top around the cable(s) with a suitable sealing compound.

The cable trench route and size of cable trench shall be shown in Underground
Services drawing for interfacing coordination with other services.

Aboveground Cable Installation

The cables installed aboveground shall be in ventilated cable trays where pipe racks
are available.
The individual cables may be fixed directly to the main structures, walls, ceilings or
columns by means of proper fixing and supporting materials. However, no more than
two cables shall be so installed along a common route.

When MV cables and LV cables are present in the same cable tray, barriers shall be
provided for separation. However, separate cable trays for MV cables shall be
provided as required.

The spacing between power and instrumentation cables without barriers shall be
provided and as specified in section 3.6.12.3 of this document. A minimum spacing
of 300mm shall be between cables and hot piping and surfaces when surface
temperature exceeds the wire thermal class.

Cable Route Marker

For direct buried trench, cable route markers shall be provided at every 40m interval
on trench, when cable trench change direction and when cable leaving and entering
building.
For concrete trench, the route marker is the concrete trench cover itself. The covers
shall be red in colour.
Cable markers are to be provided to identify location of cable joints, if

any. Cable and Wire Markers

The cable markers shall be provided on each cable at every 15m interval or where
cable changes direction for underground and 25m for above ground. Cable tags or
markers shall also be provided at both ends of cables.

The wire marker shall be provided for each phase.

3.17 Cathodic Protection System

Impressed current type, cathodic protection system shall be provided for all the buried
pipes, drain lines and tanks/vessels resting on the ground. Deep well ground anode
beds shall be preferred for cathodic protection system.

3.18 Electric Heat Tracing

Electrical heat tracing shall be provided for piping, instrumentation and equipment as
indicated in relevant P&ID's.

Electrical heat tracing shall be carried out with self regulating heating tapes complete
with insulation, temperature sensors, etc as per relevant IEC/IEEE/BS Standards

The temperature to be maintained shall be the normal operating temperature as


specified in the Process Line List.

3.19 Substation

Substation

Location

• The substations shall be located in a safe area (minimum 15 meters away from
the edge of hazardous area of process plants;

• The substations shall be located close to the load centre. Consideration shall
also be given to the environmental conditions:

Cooling tower sprays, vapour contributing to the insulation break


down;

Presence of ammonia and other corrosive elements in


the atmosphere;

Vehicular traffic;

Presence of radiation from the flare stacks;

Any other factor that might affect the operation of the sub-station.

There shall be no floor depression at the site of switchgear foundations. All gaps
between the switchgear bottom and the flooring shall be fully sealed.

Separate battery room shall be provided for the installation of vented type UPS
battery.

All the electrical fixtures in the battery room e.g. lighting fixtures, exhaust fans, etc.
shall be EEx-'d'. IIC,T6 temperature class. ON-OFF controlling switches for the
lighting fixtures and exhaust fans of the battery room shall be mounted outside the
battery room. Wash basin and eye wash shall be provided in the battery room with
acid-proof tilling on the floor and up to 1.5m height on all the walls.

Switchgear rooms shall be provided with parallel redundant air conditioning system.
Cool air for the battery room shall be sucked from the switchgear room and vented
out through the exhaust fan in the battery room. An interlock shall be provided such
that the boost charging of the battery is inhibited when the exhaust fan in the battery
room is stopped I tripped.

Fire partition (rated for 2 hours) wall shall be provided between the transformers and
between the transformers and substation building.

Framed Single Line Diagrams and overall Key Single Line Diagram shall be provided
at the Substation. Rubber mat shall be provided around the switchgear and MCC.

Minimum clear height of the switchgear room shall be 3.5m, i.e. the bottom of false
ceiling to finished grade level shall be 3.5m. The substation shall be of elevated
construction with a minimum of 2000mm clear space between finished grade level
and bottom of beam of the cable cellar. ·

Fire detection system shall be provided. Telephone and LAN socket also to be
provided.

Substation Sizing

• The substation building shall be sized to take care of present and future needs
and to maintain adequate clearances between equipment for ease of
maintenance;

• There shall be at least space for two (2) additional panels for future extension
at each end of each switchboard, provided with cable entry opening filled with
soft concrete and if required, switch board mounting railing;

• The following are the minimum clearances to be provided around various


equipments:

Front clearance for MV switchgear 2500mm

Front clearance for all other switchgears/panels 2000mm

Rear clearance for panels having only maintenance 900mm
