REPRESENTATIVES
RULE I-Convening and Organizing the House
Section 1. First Meeting and Organization of the House =
Members proceed to the organization of the House on the fourth
Monday of July.
Section 2. Convening of the House = House shall convene once
every year on the fourth Monday of July for its regular session
Section 3. Convening of the House in Exceptional Cases. = Calling
for a special election to elect a President and a Vice-President to be
held not earlier than forty-five days nor later than sixty days from
the time of such call.
RULE II-Membership
Section 4. Composition.= District Rep + Party-list Rep.
Section 5. Term. = (3) years, Effective at June 13of ff election.
Section 6. Oath or Affirmation of Members.= Oath or Affirmation
of members before the Speaker in open session.
Section 7. Duties = Primary duty of Members is to legislate.
Section 8. The Majority and the Minority = Members of winning
Speaker (Majority ) and Members who voted for failed Speaker
( Minority ).
Section 9. Immunities.= Privileged from arrest for any and all
offenses punishable by not more than six (6) years imprisonment
while Congress is in session.
Section 10. Salaries and Benefits = Determined in accordance with
law.
RULE III-Officers
Section 11. Election of Officers = One Speaker, six (6) Deputy
Speakers, the Secretary-General and the Sergeant-at-Arms shall be
elected of each Congress and whenever there is a vacancy.
Section 12. Term of Office = Officers shall hold office until the
term of the Congress, unless they resign.
Section 13. Vacancy = Created whenever any of the officers dies,
resigns, or is permanently incapacitated.
Section 14. Absence or Temporary Incapacity = A. Deputy-
Speaker chosen by a majority of the six (6) Deputy Speakers from
among themselves shall assume the duties and powers of the
Speaker. B. Speaker may designate a Member as acting Deputy
Speaker that will assume the powers of absence or etc. C. Speaker
may designate from among the Deputy Secretaries General an
D. Speaker may designate an Acting Sergeant-at-Arms from
among the senior officers of the Office of the Sergeant-at-Arms
who will assume the duties.
RULE IV-The Speaker
Section 15. Duties and Powers. = Speaker, as the political and
administrative head of the House, is responsible for the overall
management of the proceedings, activities, resources,facilities and
employees of the House.
Section 16. Representation in International Parliamentary
Gatherings and Organizations = Speaker shall be the permanent
head of delegation and representative of the House in all
international parliamentary gatherings and organizations.
RULE V-The Deputy Speakers
Section 17. Duties and Powers. = as Dep Speaker, he/she has the
powers/duties to : a. to assume the duties and powers of the
Speaker. B. to preside over the session, even the speaker is still
there. C. to monitor, coordinate and facilitate action on measures
filed . D. to recommend to the Speaker appropriate policies,
strategies and programs of action for the development of
legislation. E. to appoint personnel of the House when so
authorized by the Speaker. F. to perform such other duties and
functions as may be assigned or delegated to them by the Speaker.
RULE VI-The Secretary General
Section 18. Duties and Powers = a. to call the session to order. B.
to prepare the Order of Business for the inaugural session. C. to
enforce orders and decisions of the House. Many more..
Section 19. Reports. = Secretary General shall prepare and submit
the reports to the House.
RULE VII-The Sergeant-at-Arms
Section 20. Duties and Powers. = a. to strictly enforce rules. B. to
ensure that employees under the office. C. to implement orders
and serve all processes. D. to act as custodian of the Mace. Many
more.
Section 21. Reports = Sergeant-at-Arms shall prepare and submit
to the House at the end of fiscal year.
RULE VIII-The House of Representatives Electoral Tribunal
and the Commission on Appointments
Section 22. Representation of the House. = House contingent in the
House of Representatives Electoral Tribunal and the Commission
on Appointments composed of six (6) and twelve (12) Members
respectively
Members shall not be subject to a division of the House.
Section 24. Vacancy = Any vacancy shall be filled through a
motion or resolution.
Section 25. Rules and Regulations = House recognizes the power
of the House of Representatives Electoral Tribunal and the
Commission on Appointments to adopt their own rules and
regulations.
RULE IX-The Committee
Section 26. Duties and Functions = study, deliberate on and act
upon the bills, resolution and petition.
Section 27. Kinds = standing committees and special committees.
Section 28. Standing Committees. = recommendation of the
Committee on Rules
Section 29. Sub-committees. = Each standing committee may
create such sub-committees as may be necessary for the efficient
and effective performance of its functions.
Section 30. Members and Officer = Members of each committee
constituting the Majority and the Minority therein shall be chosen
by the Majority and Minority, respectively.
Section 31. Vacancy and Succession. = vacancy in any committee
shall be filled upon motion of the Majority Leader or the Minority
Leader
Section 32. Limitations. = Member of the House cannot serve as
chairperson of more than one (1) committee.
Section 33. Special Committees = motu proprio or upon request of
any Member, recommend to the House.
Section 34. Rules of Committees = Standing and special
committees may adopt their own rules.
Section 35. Place, Time and Notice of Meeting = committees and
subcommittees shall conduct their meetings, conferences or
hearings at such time.
Section 36. Attendance in Meetings = Member of a committee
who incurs three (3) consecutive unexplained absences within a
regular session shall forfeit membership in that committee.
