1. Should there be teaching strategies that allows students to make use of seminars,

workshops, convocation, and colloquial in order to understand concepts in politics that

need to be understood?

The essential importance of teaching strategies is to make it easier to put into practice

a variety of teaching methods and techniques especially in politics. Teaching strategies assist

students take more responsibility for their own learning and augment the process of teaching

for learning. The key is to generate learning environments that are more interactive, to

incorporate technology where applicable into the learning experience, and to use

collaborative learning strategies when appropriate. Also learners were given an opportunity

to widen his/her acquired knowledge. It unlocks the difficulties of comprehension and

vocabulary. Now a day everything is getting advanced every second of time. Every day starts

with something new. Whatever be the field, everything is getting advanced. Lots of

researches and studies are carried out various subjects around the world. These updates on

various fields cannot be included in the student curriculum. The students have to always keep

their eyes on what new things are arriving day by day.  This is where the seminars are of

great importance. Seminars are capable of keeping the students updated with the

technologies. Seminars provide latest information about the things which are happening in

science and technology. Students cannot improve their knowledge from textbooks alone.

They must be take part in various seminars on latest topics. The teachers should also take

interest in conducting seminars for their students. Inviting eminent personalities who have

achieved some feat in science and technology to take some seminars for the students greatly

help them interact with present and ongoing advancements in the technical fields. The

educational institutions should take interest in these. Conducting seminars among students is
also a good habit. This would help to get more information on the particular seminar topic.

Seminars also help them to convey their own ideas to their friends and teachers. They will

start thinking about new things which they think could be implemented practically. Through

conducting seminars they can make others understand what is their idea is all about. Another

way of properly utilizing the advantages of seminar is to give the students a chance to take

seminar on their subject topics. This is turned out to be more effective in many educational

institutions. Many are conducting seminars of this type. The teachers can always take

seminars to their students. It is the old way of teaching. But making students take seminars

on the subject topics would always help them more to understand the subject. This would

give them a chance to collect more information about the seminar topic they are provided

with. The result is that they would learn the subject well. Because they have to acquire

knowledge about the subject of their own. There are also many advantages apart from

acquiring knowledge. By taking seminars in front of their teachers and friends, the students

will be able to talk before a crowd later in their life without any difficulty. Also they can

learn their mistakes and can improve their seminar presentation skills. It is actually a great

chance for the students to improve their skills within their curriculum.

Seminars are basically arranged to discuss current issues and problems or to share

ideas. A seminar is a small group discussion in a formal setting with clear agenda. In a

seminar a speaker present a theme or a set of papers and it is discussed by all those who

participate. The chairman/chairperson of the seminar guides, directs, coordinates and

organizes the discussion in a systematic manner in order to optimize time, resources and get

more benefits. In a seminar, teachers can discuss problems regarding admission, staff,

development, evaluation, new idea of teaching or relevant innovations etc. In a seminar a


teacher may contribute a paper or an idea, constructively criticize or review a conventional

approach. A seminar can also be organized by a group of teachers. The required resources of

a seminar are finance, facilities to sit and discuss facilities to present. The agenda of seminar

to be discussed earlier the general themes to be discussed, dates and time need to be

communicated to participants giving adequate time for preparation including the date, time,

and theme presentation. All the papers received for presentation need to be classified and

made available at die requisite time in the format required to facilitate clear presentation. A

report of the proceedings of the seminar needs to be prepared and distributed to all the

participants of different institutions for their observations and to further channelize the

thoughts through certain experiments, activities or teaching. It is generally organized by an

institution or association in order to develop certain instructional materials, book, resources

material, supportive material, work book etc. Workshops can be organized to develop certain

skills of teachers. Teachers could be trained in certain new laboratory skills, develop a

question bank, analyze question in set different examinations and suggest reforms. A

workshop could mean hard and concentrated work on the part of experienced teachers to

create certain educational materials. A workshop comprises a small, selected group of

teachers or experts drawn from actual working situations or related experts who theories on

the activities.

2. In studying political science is our self-esteem enhanced and because of political science

is there due recognition for the student’s worth?


A positive mindset is one of the greatest assets a person can have. Too many people find

themselves fearful and anxious which naturally has a negative effect on their performance, either

in the work place or at home. The techniques of positive affirmation and positive thought are

hugely beneficial to those who have not been able to live the life they want due to negativity and

fear. In studying Political science it enhances and builds our self-esteem. In most achievements

we get from it, it boosts our self-confidence. It helps us in continuing what we have started and

be able to win. It also helps us to think wisely and positively. Positive affirmations are positive

statements that we tell ourselves, in order to be able to change our negative beliefs and thoughts

into positive, affirming ones. According to studies, an overwhelming majority, close to 90%, of

our thoughts are negative ones. Negative affirmations are easier to believe especially if you have

had a childhood where you were not positively validated enough. Negative affirmations can feed

on all our insecurities and the negative perceptions of us. Through positive affirmations, these

dangerous negative beliefs can be washed away, in identically the same way that an individual

can be brainwashed into doing something. This is not always easy because negative thoughts that

have collected over the years are hard to remove. Fortunately, a number of tools and training

programs are available in the market for those who want to use the highly successful method of

positive affirmations to make a difference in their lives. Most self improvement programs use

positive affirmations in one form or another. The names they are referred to may be different, but

the underlying principle of washing way negative beliefs and reinforcing positive ones in their

place, is common to all self help courses. You can use positive affirmations successfully to

change your thinking and the way you feel about yourself. This will take a lot of practice

initially, but once it has become a habit for your thought process, you will begin to fill your life

with energy and enthusiasm. You will be able to live the life that you have always wanted
instead of envying others and their successes. Positive affirmations can be used to bring about

changes in your health, personal life, and career as well as your mental, emotional, and spiritual

states of mind. To make your positive affirmations more effective, try saying them while looking

in the mirror. Looking you in the eye can be a powerful way to reaffirm these positive beliefs.

Leave little notes stating your affirmations lying around in the home or office, where you can

easily find them. These serve as reminders, so the process becomes ongoing, rather than a once-

a-week session. Practice these positive affirmations with enthusiasm and passion. Alternately,

you could even try stringing them into a tune! Our subconscious mind tends to be more receptive

to these messages when they are sung or chanted. Enjoy the benefits of enhanced self-esteem and

increased energy that positive affirmations can bring in to your life. Self-esteem is the foundation

of your life. Learn ways to rebuild a solid foundation of healthy self-esteem, how to stop needing

others to build you up, and how to get your self-worth from within yourself. Learn to stop

struggling with self-blame and criticism, overreacting to others and life situations, and to take

responsibility for feeling good about yourself. 

3. Does Political Science create its own course objectives, realistically defining the

relationship between the student and the university?

The scope of Political Science is comprehensive, and it has great significance. In

recent years, its importance has multiplied. Man is a political animal, and in all spheres of his

life he is, directly or indirectly, influenced by politics. For several reasons, the study of

Political Science has become indispensable to social welfare and development. Political

Science provides valuable information and ideas about state, government and many political
organizations and institutions to the individual. State is the most universal and powerful of all

social institutions, and politically enlightened people are capable of playing a useful role in

social and political affairs. Statesman, political leaders, legislators, administrators and

diplomats are in charge of running the government in different spheres. To efficiently

conduct their business and discharge their function, they need the knowledge of Political

Science. Statecraft depends on political theory. The study of Political Science is very

important for the efficient organization and development of the political system, because

Political Science is the science of state. Plato's Academy and Aristotle's Lyceum imparted

valuable training to future statesmen and administrators. In modern times the future leaders

of the country are being educated and trained about various aspects of government and

administration in different academic institutes and centers. The knowledge gained by

Political Science helps in building good citizens. Now-a-days the individual is not a passive

spectator in regard to administration. He is inclined to influence its decisions. It is therefore

necessary for the citizen to learn about nation-building, the jurisdiction and functions of state.

Political awareness contributes to good citizenships. The citizen should be aware of his rights

and duties granted by the state. He should learn how he will be able to win back his rights, if

these are usurped by state. Vigilant citizens can prevent encroachment of their rights by state

and other external agencies. They can also prevent misuse of power. Therefore it has been

said, "Eternal Vigilance is the price of liberty." In modern welfare states, laws are not meant

only to control and discipline individuals. Laws also help in taking several welfare measures.

Thus, the success of a welfare state depends on the awareness and vigilance of people.

Political Science also helps individuals gain good idea about the aims and objectives, and

functions of various organizations of a state. Forges Harmony between Individual's Freedom


and State's control: Another objective of Political Science is to establish balance between

state and individual. The freedom of individual and power of state should be integrated and

harmonized. Political Science studies the limit of state's control over individual's freedom

and the area of individual's freedom. It educates the individual about the ideals of patriotism,

toleration, sacrifice and national integration. It enables him to be broad-minded, and to get

rid of different kinds of parochialism like regionalism, casteism and communalism. The

study of politics stimulates international peace and cooperation. Political Science has

conceived the dream of 'one- world-state' through world peace and cooperation. It is now the

goal of many international organizations to free the world from the scourge of nuclear

weapons and to establish peaceful existence. George Bernard Shaw has aptly observed,

"Political Science is the science by which alone civilization can be saved." Political Science,

being a dynamic social science, contributes to social change. The study of Political Science

enables the individual to have good knowledge about progressive ideas and revolutionary

changes. This makes it easy to take collective decisions in social, economic and political

fields. Besides, the study of Political Science enlightens the mind of the man and enriches the

pool of knowledge. According to A.L. Rouse, "A people that neglect politics cannot as a

people be happy." Political Science increases the political awareness of man, makes him

aware of his freedoms, rights and duties and also reminds the government of its duty and

responsibility towards the people. Enlightened, conscious and vigilant citizens will make the

government accountable, and significantly contribute towards the establishment of social

justice and equality. Political Science creates conducive condition for the success of

democracy by laying emphasis on social and economic democracy. Two main pillars of

democracy are conscious and alert citizens, and a responsible government. In creating these
conditions Political Science plays a vital role. Politics are the strategies we employ to

accomplish our goals. Politics are inherent in us all and it would be fallacious to argue that

one is not political. There are those who are very skilled at politics and their success can be

very obvious and there are those who are not very skilled at politics and their own demise

can be traced back to this lack of skill in politics. Julius Caesar was a profoundly skilled

general and tactician and his proclivity toward sharing his plunder made him popular as a

general. Once he became emperor his lack of political skill ultimately killed him. When we

are children and in school we don't vote for who's popular because we are pretending to do

what the grownups do. We vote for whose most popular or for prom king and queen and even

leaders of student council because politics is a part of who we are. Cheerleaders tend to be

popular because they are remarkably cheerful. Emotionally speaking they are very high toned

and this makes them popular with most and hated by the rest. The geeks who ate lunch alone

in the high school cafeteria did so because of their lack of political skill. In fact the definition

of geek should be one who lacks political or social skills. A social skill is politics.

4. In Polytechnic University of the Philippines Political Science students are require to go

beyond?

Goals and importance of political science is first, Knowledge based that provides the

student the knowledge and understanding of a government, with all its component curricula.

Students can learn the nature and characteristics of other different major agencies and how

they work and relate with each other. The Student can appreciate the role of government in

providing the welfare of the people. Teach the students the basic limitations of their rights
and liberties as well. Second, Competence based - to inculcate the objectives and principles

of the state that should be abide by, not only the officials but the citizen as well. And lastly,

Skill based that prepares the student for future career path. Makes the citizens responsible,

participative, action oriented, law abiding, in keeping with their duties are vanguards of our

democratic societies toward harnessing their roles as real agents of the state. It pushes us to

go beyond. Generally, the importance of political science is the application of political

powers and authority in the realm of government structures. The ordinary citizens may know

and learn about their political rights and privileges from a given form of government

including the political structure and processes of the state. The knowledge of human rights

and privileges will educate the citizens about their role in the political affairs of the state

particularly in political rights : a) The right to vote (suffrage);b) The constitutional rights and

privileges ( due process of law); c) the right in providing the basic services such as education,

health and sanitation, employment and other public support. The study of political science

motivates the citizens to participate in the political activities of the state as to achievement

the development thrust of the government in relation to the improvement of quality of life.

The political science concepts on democracy, dictatorship and power structures give the

citizen full understanding as to the consequences on the individual political action as defined

by the political power and authority of the state. The concept of politics may well be studied

in the political science not simply in the art of persuasion and influence that the citizens learn

about also how these political concept areas applied in the society. The comprehensive study

on the branches, forms and systems of government provide the individual better

understanding in the concept of separation of powers, parliamentary system, diplomatic

immunity, human rights, general welfare, social services From the understandings of these
basic concepts of government, state, laws and institutions those who would study political

science must know its importance and function, relationship with other discipline and

broader understanding to its specific roles of individual in a civilized society. The students

and professionals should not only know the political theories but also deeper insights as to its

application in their own field of expertise. Thus the study of political science will also

include the empirical investigation of political facts through social research and the

application of critical thinking. The key words in the comprehensive analysis on the

principles of political science are state, government, law, institution, power relationships,

legal process, constitutions and politics. These are the important dimensions to study political

science that need to be constantly in touch to mold the citizens in achieving quality of life to

our society.

5. Studies of dynamics and politics, should this be further encourage by implementing

positive learning conditions and experiences that promote a healthy and worthwhile study

teaching relationship?

teaching politics, it helps us know the significance of it. The term "politics" normally conjure

up illustrations of the heads of government, legislators and the government. Currently, an

even more general undertone is the thought of corruption and sleazy dealings. The concept of

politics originates from the Greek "polis", indicating both an element of government and

similarly the state or community all in all. The notion was of a model state and was originally

created in the texts of theorists like Plato and Aristotle. In his book "The Republic", Plato

portrays the ideal state and the manners on how to attain it. As a result initially, politics was
perceived as a manner wherein to generate the ideal social order. Regrettably, this is

perceived as unachievable, so politics then offers means which may be employed in the

anticipation of generating an enhanced society than the existing one. Politics as a result may

possibly be characterized a way to determining this conflict by means of a variety of ways.

To accomplish this, an agreement has to be agreed upon by either everyone or the bulk of

parties implicated. The importance of politics encompasses a discussion of intricate

proportions. Based on the introduction above, one could say that politics is indeed present

when there is a collection of people that constitute a community. Politics is said to be a set of

actions or occurrences that raises questions on the community or society as a whole. These

questions are raised because there is the distinct possibility that the set of actions or

occurrences will inevitably have a considerable effect in the general population at a particular

time. There are certain factors that are specifically involved in the practice of politics.

Normally, one would say that politicians are among the key actors in the practice of politics.

This is accurate to some extent. These individuals formulate bills, propose policies and

advocate their views on how to enhance the performance of the country’s economy.

Nevertheless, they do not have the monopoly of employing politics as a means of carrying

out things. Judges and other members of the judiciary similarly engage in politics when they

make decisions and verdicts that inevitably affect the general public. Normally, cases are

used as precedence in carrying out decisions that involves the same principles of law.

Nevertheless, the main mover and the predominant factor in the employment of politics is the

people in general. The public is capable of making changes based on their perspectives on

how things should be carried out. Simple acts that a single individual like casting a vote or

supporting a cause indicate a participation in political practice. All in all, it could be assumed
that everyone do take part in the practice of politics, one way or the other. It is characterized

as an act that points out the issues that appears to be significant in a society. Basically, it

points out whether a specific situation is indeed problem, and eventually presents how it

could have an effect on society or the community as a whole. The following discussion will

be looking into the discussion of the three individuals regarding the issue of refugees in the

state. Moreover, the discussion will also look into the fact on whether it is political to some

extent or just basically an empty discussion among friends. Politics takes place in all types of

communities and is at hand as an essential means to steer clear of conflict because of

multiplicity of belief and opinion and therefore required to uphold as peaceful as subsistence

as possible. Consequently, the nature of politics is one that is not effortlessly characterized.

Politics is in itself a contradiction in terms, being at its bases extent, very uncomplicated,

tackling simple chains of command within small factions and at its most intricate, a

complicated course of decision making having an effect on throngs of individuals. It can

simply take place in circumstances where people subsist in co-existence. Politics is a way of

generating a more controlled society, by granting means to work out differences, both

through non-violent and vicious ways, which as expected takes place involving members of a

faction. Authority is the fundamental characteristic of politics, but to possess authority, one

have to have power. For that reason, politics in its diverse types is in attendance anywhere

and whenever people create a community.


The Recent Biography of Comm. Prof. Jose David Lapuz

José David Lápuz is one of the 45 member-commissioners of the UNESCO National


Commission of the Philippines (UNACOM), on the Committee of Social and Human
Sciences[1] and is a member of the UNESCO Advisory Committee on Human Rights and
Poverty based in Paris.[2] He also teaches international relations and political science at
the Polytechnic University of the Philippines.[3]

Career

Lapuz finished his bachelor’s degree at the University of the Philippines and his post-graduate
studies in International Politics and Foreign Policy at the University of Glasgow, Scotland. He
started teaching at University of Santo Tomas in 1970.[4]
José David Lapuz attended and read papers before the Annual Conference of the Political Studies
Association of the United Kingdom, the American Political Science Association in Washington,
D.C. and the International Studies Association of New York. He lectured in the following
schools: Eastern Washington University, Harvard, East Carolina University, UCLA, and
the University of London, L.S.E.,Glasgow University and Oxford University. He has also
lectured at the Leningrad State University, now St. Petersburg, Russian Federation; and the then
USSR Institute of Oriental Studies, Moscow. He also delivered formal lectures at the Humboldt
Universitat Zu Berlin (University of Berlin) in Berlin, Germany.
In 1999 José David Lapuz was first appointed as United Nations Educational, Scientific, and
Cultural Organization (Unesco) commissioner to the Committee on Social and Human Sciences
and in 2002 he was re-appointed for a further three-year term.[5]
In May 2007, Los Angeles County gave him a Diploma of Commendation in recognition and
appreciation of numerous lectures delivered in the USA since 1971 continuously through the
1970s, the 80s, the 90s, up to the present day.
Similarly, in November 2007, Lapuz was given a Certificado de Honor y Reconocimiento por
Todos Sus Triunfos en las Relaciones Internacionales y la Diplomacia. The award was given by
all the Councilors of the City and County of Honolulu and by the Mayor of the City of Honolulu,
Mayor Hammani.
In August 2007, José David Lapuz was presented an award by the 22nd Phil-American
Exposition in Los Angeles, Calif., USA. The award reads: "For his intelligence, extraordinary
knowledge in the field of political science, diplomacy and international relations, consistent
determination to share his expertise with various people around the world, earning the respect of
the intellectual community,making him a true ambassador of goodwill and a true-modern day
Philippine hero." The main sponsors of the award to Jose David Lapuz were Radio
Manila and The California Examiner.

Appointment as Presidential Consultant in 2009

In March 2009, President Arroyo appointed José Lápuz as Presidential Consultant. [6] The


professional specialization of Lapuz lies in international relations, global politics, comparative
foreign policy, moral and humanitarian issues in international affairs, and the changing nature of
world politics. As consultant of President Arroyo, Lápuz is expected to share his views,
comments and observations, whenever asked by the President, on matters and issues affecting
the government's international positions.

National Historical Institute appointment 2009

In November 2009, José David Lapuz was appointed by President Gloria Macapagal-Arroyo as
commissioner / board member of the National Historical Institute. The National Historical
Institute promotes Philippine history and cultural heritage through research, dissemination,
conservation, sites management and heraldry works. It aims to inculcate awareness and
appreciation of the noble deeds and ideals of heroes and other illustrious Filipinos, to instill pride
in the Filipino race and to rekindle the Filipino spirit through the lessons of history.
2010 Appointments

Jose David Lapuz was a participant in the 2010 Preparatory Committee of the Non-
Proliferation Treaty Review Conference held in February 2010 at the New World Hotel in
Makati, Manila. The Philippines was the country elected to be President of the N.P.T. Review
Conference which took place in May 2010 in New York. The President-elect of the 2010 Review
Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons
(N.P.T.) of New York is Philippine Ambassador Libran Cabactulan.
In March 2010, Lapuz was made a member of the Philippine delegation to the special Non-
Aligned Movement (NAM) meeting on interfaith dialogue and cooperation for peace and
development at the Philippine International Convention Center (PICC) which was attended by
foreign ministers of 118 NAM Member-States. This SNAMMM Conference was the second
biggest gathering in Manila of high-level government representatives, second only to the
Ministerial Conference on Trade and Development in 1979. NAM represents the interests and
priorities of developing countries in international affairs. It has its origin in the Asia-Africa
Conference held in Bandung, Indonesia in 1955 (briefly known as the Bandung Conference).
Lapuz argued that through the steady promotion of interfaith dialogue, and respect for diverse
cultures, traditions and practices in Mindanao, in Southern Philippines, the government of the
Philippines was able "to build roads that opened up remote areas into the mainstream of
economic activities and to construct irrigation systems in farm-lands that used to be impenetrable
to construction companies because of conflict." Lapuz maintained that in Philippine Foreign
Policy, the Philippines and Pakistan, with the full support of non-aligned movement member
countries, have vigorously pursued in the U.N. the promotion of interfaith, interreligious and
intercultural dialogue, understanding, and cooperation for peace since 2004. In a similar vein,
The Society Of Catholic Social Scientists (SCSS), with headquarters in Steubenville, Ohio, USA,
invited José David Lapuz to deliver a lecture-address on "The Eve of the Quadricentennial
Anniversary of the Pontifical and Catholic University of Santo Tomas (1611-2011): The
Millennial Challenge of Catholic Higher Education in the Philippines", which was held at Holy
Cross College, South Bend, Indiana, East Central, USA in October 2010.
José David Lapuz was appointed by President Gloria Macapagal Arroyo as member of the board
of trustees of the National Museum of the Philippines in March 2010.
In May 2010, Jose David Lapuz joined some 300 representatives from international human rights
organizations that converged in Geneva for the 44th Annual Session of the Committee on
Economic, Social and Cultural Rights. The purpose of the conference was to strengthen and
reinforce global cooperation in efforts to protect human rights and protect victims of violations
of human rights and human dignity. Also, the conference discussed real concrete proposals on
ways to reinforce cooperation between the human rights system and regional human rights
mechanisms. The conference also tried to identify strategies to overcome obstacles to the
promotion and protection of human rights not only at the national and regional levels but, also
especially on international levels. Professor Lapuz participated as a Delegate and Representative
of the Republic of the Philippines.

Reviews of Work
Dr. Ofelia A. Dimalanta, Ph. D. and Director of the UST Center for Creative Writing has said
that José David Lapuz's voice had resounded quite powerfully and arrestingly in the halls of the
academe all these many years and one couldn't help not only hearing but listening. "Lapuz
certainly has been one prodigous fountain spouting forth brilliant, fresh ideas and insights on
sundry subjects particularly Rizal, foreign policy, international news and affairs, his formidable
yield always rich, enriching, and boundless. This book of essays (Perspectives in Politics: Public
and Foreign, UST Press, 2005) has long been overdue, but this result is certainly well worth the
wait. Now we do not only have to listen to him pour away, whether we like it or not, willingly or
willy-nilly, but we may sit down and read and ponder and contemplate and read over and over or
pause to refresh before taking him up again, all in our own good time. We may then more fully
savor his words, his rapier-sharp wit, his clever turns of phrase, his neatly couched sarcasm, his
carefully contained vitriol, his intellectual vigor. In Lapuz's lectures and speeches, he would
display the force and irrepressible energy of Juvenal (Roman satirist) one moment and the next,
the urban savoir-faire of Horace (Roman writer). Certainly, all this is best captured by the
readers when they finally have all the time to read him and absorb the quality of his mind, a mind
vividly alive and alert to catch every flow and flux of the goings-on in the contemporary
historico-political scene and beyond. Finally, the dynamic voice of José David Lapuz is impaled
on print for the pleasure and intellectual enlightenment of readers and posterity." Professor

 This coming October 28–29, 2011, Professor Jose David Lapuz will address the 2011

My well-considered opinion is that the question of poverty and impoverishment is only a new
paradigm in the reduction of human poverty. Impoverishment and poverty will always be on the
agenda of human liberties and freedoms. If only we realize that half of humankind is suffering
from poverty, and this fact bothers our conscience. What should we do? What is do be done? I
think we should all be inspired and motivated by a sense of global unity and cooperation which
would make us refuse to accept this tragic fact. We ought to affirm to ourselves that the poverty
of others is the responsibility of each and every member of humanity. The poor need not always
be with us, and God will bless the merciful." By the way, this one-minute address was received
with a round of applause by the gathering that met at the Fontenoy Office Building of UNESCO
in Paris. In a way, Paris sizzled with this speech.

Professor Jose David Lapuz, Herrn Professor Und Kommissar Von UNESCO, concerning

and admirable as it redounds to the good of humanity, and of your country in particular. You

Lapuz, after Lapuz addressed the "Kapihan sa New York" held at the Lourdes Restaurant at

speech, Prof. Lapuz argued for a foreign policy consistent with the dignity and stature of an
independent Philippines. Specifically, some of Lapuz's main points were: 1) that the US,
Japan, China and the Middle East will influence our foreign policy; 2) That our foreign
affairs formulations would be in the setting of ASEAN; 3) That we will see more the
decisive importance of multillateral and regional organizations; and 4) that the over 9 million
overseas Filipino workers will play a critical role in the country's foreign and economic
policies. This talk, attended by at least 400 Kapihan Members and Guests, was entitled "The
Angels' Game: My Outlook of Philippine Foreign Policy" and here in this address, Prof.
Lapuz presented his perspectives and insights on international affairs and international
politics.

 From November 15 to November 20, 2004, Prof. Lapuz was in New York City to meeth
with some experts of the New York Council for Foreign Relations to pursue materials on
"US Foreign Policy", Historical Setting, the President, Congress and Foreign Affairs, the
Role of the Public and the Economics of Foreign Policy Making." He was ably helped by
Ms. Aysha Ghadiali of the Fellowship Program at 68th St. and Park Ave, New York, New

 From Paris, France, Prof. Lapuz flew to Ann Arbor,Michigan, USA on October 29, 2004,
to attend the 12th Annual Meeting Conference of the SOCIETY OF CATHOLIC SOCIAL
SCIENTISTS. During the lunch sessions and panels on October 30, 2004, Prof. Lapuz was
invited to talk on "Social Sciences Human Rights and Extreme Poverty: A New Response."
 On November 7, 2007, Prof. Lapuz was the guest of honmor and speaker in a
Felicidades-Tertulla tendred in his honor by the Ars Nobilis Foundation at the Philippine
Consulate and Center at 556 Fifth Avenue, Manhattan, New York City.
 In June 2007, Prof. Lapuz discussed "Human Rights and Dignity as the Basic Foundation
of Justice, Democracy and Peace in the World", sponsored by the "Kapihan sa New York" at

After this forum address of Prof. Lapuz, Jose Mari-Mercader, executive vice-president and

shows the inex of his mind. His speech from his golden tongue sparked the atmosphere at the

large crowd that Kapihan would require a bigger place to accommodate everybody."
 President Gloria Macapagal Arroyo, the 14th President of the Republic of the Philippines,
appointed Professor Jose David Lapuz as Member of the UNESCO National Commission of
the Philippines (UNACOM). In Her Excellency's appointment, the President wrote:

 On November 3, 2011, Thursday, The name of Prof. Jose David Lapuz, distinguished and
well-known expert-savant on the life and works of Dr. Jose Rizal, the Philippines' National
Hero, was inscribed and imprinted on the podium-platform or dais of the sculpture of Dr.
Jose Rizal's head, shoulders and chest, which bust-memorial-statue stands on the left side of
the Fil-American Center of Los Angeles or FACLA HQ at West Temple Street, East Los
Angeles, USA. The words inscribed on the monument of Dr. Jose Rizal read: " PROF. JOSE
DAVID LAPUZ whose contributions to the spread and dissemination of Dr. Rizal's heroism
and legacy have been his priceless and valuable lectures on the life of Rizal which he had
been giving annually since 1973 up to 2008 (a continuous period of 35 years) and still
counting".
 From 2009 up to June 30, 2012, Prof. Lapuz served as top Presidential Adviser-
Consultant on International Politics and International Organization to Her Excellency,
President Gloria Macapagal-Arroyo, 14th President of the Republic of the Philippines. As
Presidential Consultant-Adviser to President Arroyo, Lapuz's job specifications included the
following: (1) Analyze Philippine foreign relations, relevant legislation and state practices

Shiriners Provost Guard Unit in Waipahu, Honolulu United States. Prof. Lapuz discoursed
on the "Vulnerable Planet Earth: How Production is Connected to Environmental
Degradation". In his talk Prof. Jose David Lapuz argued that "our world is finite and
therefore, there are definitely potential physical limits to economic growth. Economic
expansion necessitates increased extraction of resources from the environment and this fat
leads to ecological problems. And ofcourse, ecological problems put restrictions on
economic expansion. After his speech, Lapuz was awarded a pin, a medallion, and a diploma
by the officers of the Shriners Provost Guard that traces its history to 19th Century.

 Prof. Jose David Lapuz is the author of numerous and various researches, essays and
monograms and studies on Philippines foreign Policy, especially RP-US relations, Mutual
Defense Treaty, Military Bases Agreement, the Parity Question, assistant pact, economic
trade and cultural relations, Red China, USSR, the United Nations, political parties,
neutralism, and Dr. Jose Rizal. In all these publications, Prof. Lapuz stressed in the Rizal and
Recto traditions the urgent need for an independent Philippine posture in foreign and military
affairs worthy of our sovereign republic and for asserting enlightened, assertive and militant
nationalism and humane internationalism, Philippine sovereignty and self-reliance.
 Prof. Jose David Lapuz is a much sought-after Speaker and Lecturer of such civic clubs
and professional organizations as Rotary Clubs, Lions, Jaycees, Public School Teachers's
Association, Faculty Clubs, Social Action Clubs, YMCA, YWCA, Management Association,
International Clubs, Womens' Groups, Student Organizations, etc, etc.
 Prof. Jose David Lapuz was inducted last August 19, 2002 as an Advocate of the
International Visitor Program-Philippines Alumni Foundation Incorporation at simple
ceremony at the U.S Embassy, Roxas Blvd. IVP Philippines is an organization of more than
190 Filipino Participants of the International Visitor Program of the United States launched
in the 1960s. On the RP-US mutual understanding, Professor Lapuz expounded: "We are
sincerely concern about the safeguarding and upholding of the close friendship, goodwill and
amity between the Philippines and the US. And we believe that that friendship is base on
mutual respect, esttem and meaningful interdependence."
 Prof. Jose David Lapuz is the KNIGHT GRAND CROSS OF RIZAL, the highest rank,
of the Order of the Knights of Rizal, an organization created by Philippine Congress through
Republic Act 646 whose objective is "to study and to spread the ideals, teachings and
exemplary life of Rizal specially to the youth of the land."
