FOREWORD
PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.
Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.
Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.
In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.
PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any company or person whomsoever, without the prior written
consent of PETRONAS.
The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

ANNOUNCEMENT
Please be informed that the entire PTS inventory is currently undergoing transformation exercise from
2013 - 2015 which includes revision to numbering system, format and content. As part of this change,
the PTS numbering system has been revised to 6-digit numbers and drawings, forms and requisition
to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and where required
make reference to other PTS in its revised numbering to ensure consistency. Users are requested to
refer to PTS 00.01.01 (Index to PTS) for mapping between old and revised PTS numbers for clarity. For

1.0 INTRODUCTION
This PETRONAS Technical Standard (PTS) provides reference to the readers of PTS and serves
as a reading guide. The purpose of this document is to assist the reader in understanding the
content in the PTS better.
1.1 SCOPE
This PTS provides reference on general PTS requirements, definition of commonly used terms
and abbreviations and also serves as a reading guide for all PTS.
This section defines the specific requirements that applies to all PTS.
2.1.1 PTS distribution is restricted to PETRONAS Group of Companies and for joint ventures where
PETRONAS has more than 50% shareholding and/or operational control, unless otherwise
authorised by PETRONAS.
2.1.2 The Contractor shall review and determine more stringent requirements, if any, in comparison
with the PTS and relevant applicable codes and standards or local regulations or a combination
of requirements with regards to safety, environmental, economic and legal aspects.
Contractor shall highlight compliance of such stringent requirement and exception or
deviation from PTS requirement for Owner’s approval.

Following are the general definition of terms commonly used in all PTS:
10 Coating Breakdown Factor The factor represents the ratio of exposed metal
area due to coating breakdown from the total
coverage area for CP protection. Extent of current
density reduction due to application of coating is
determined using this factor.
13 Contractor The party which carries out all or part of the design,
engineering, procurement, installation and
commissioning or management of a project or
operation of a facility.
20 Mooring System The Mooring System is used for for station keeping
of a ship/floating platform in all water depths and
is made up of a mooring line, connectors/H-links,
anchors and mooring equipments including
windlass, chain jack/winch and fair leads.
29 Project Technical Authority (P- The technical authority in a project for a specific
TA) discipline/sub discipline. P-TA shall be a Technical
Professional (TP). P-TA appointment shall be
endorsed by G-TA and approved by respective
Project Manager/Director.

This section provides guides to specific information representation styles used in all PTS to
assist the reader in understanding the content of the PTS.
5.1.1 The introduction of Process Safety Requirement (PSR) intends to prevent occurrence of a
Major Accident Hazard (MAH).
5.1.2 When such process safety requirement term is used in any phrase / sentence/ paragraph, it
shall be indicated as bold shall with bracket symbol in bold (PSR) in superscript as per example
below:
“Valves controlled by Safety Instrumented System (SIS) and used either for isolating or for
depressurizing the plant under emergency conditions shall (PSR) be sized and selected fully
based on the process requirement with considerations of safety factors".
5.1.3 The “shall (PSR)” statements in the transformed PTS identifies VERY HIGH and HIGH risk MAH.
5.1.4 Any specific reference to Process Safety Requirements (PSR) shall not be deviated without the
consent of the Group Technical Authority (G-TA).
Where cross-references to other parts of a PTS are made, the referenced section number will
be shown directly in the text.
5.3 UNITS
Unless otherwise indicated, the International System of Units (SI) as specified in PTS 16.00.01
is used in the relevant PTS.
5.4.1 Any deviation of “shall (PSR)” requirements shall require G-TA approval, as specified in clause
5.1.4.
5.4.2 Any deviation of “shall” requirements shall require a risk assessment to be conducted by the
Project Technical Authority (P-TA) or Business Technical Authority (B-TA).
Major PTS Deviation is defined as any deviation from the requirements stated in PTS which is
ranked as Red - VERY HIGH (E4, E5, D5), Orange – HIGH (B5, C5, C4, D4, D3, E3, E2) and Yellow
– MEDIUM (A5) in the PETRONAS HSE Risk Matrix as shown in Figure 1. All PTS deviation under
this category shall require G-TA approval.
Minor PTS Deviation is defined as any deviation from the requirements stated in PTS which is
ranked as Green - LOW and Yellow- MEDIUM, except for MEDIUM (A5) in the PETRONAS HSE

TA or B-TA.
