FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes
all phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established
standards or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international
codes and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored
in a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any company or person whomsoever, without the prior written
consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be
kept in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise from
2013 - 2015 which includes revision to numbering system, format and content. As part of this change,
the PTS numbering system has been revised to 6-digit numbers and drawings, forms and requisition
to 7-digit numbers. All newly revised PTS will adopt this new numbering system, and where required
make reference to other PTS in its revised numbering to ensure consistency. Users are requested to
refer to PTS 00.01.01 (Index to PTS) for mapping between old and revised PTS numbers for clarity. For

1.0 INTRODUCTION

This PETRONAS Technical Standard (PTS) provides reference to the readers of PTS and serves
as a reading guide. The purpose of this document is to assist the reader in understanding the
content in the PTS better.

1.1 SCOPE

This PTS provides reference on general PTS requirements, definition of commonly used terms
and abbreviations and also serves as a reading guide for all PTS.

2.0 SPECIFIC REQUIREMENTS

This section defines the specific requirements that applies to all PTS.

2.1 USE, DISTRIBUTION AND REGULATORY CONSIDERATIONS

2.1.1 PTS distribution is restricted to PETRONAS Group of Companies and for joint ventures where
PETRONAS has more than 50% shareholding and/or operational control, unless otherwise
authorised by PETRONAS.

2.1.2 The Contractor shall review and determine more stringent requirements, if any, in comparison
with the PTS and relevant applicable codes and standards or local regulations or a combination
of requirements with regards to safety, environmental, economic and legal aspects.
Contractor shall highlight compliance of such stringent requirement and exception or
deviation from PTS requirement for Owner’s approval.

3.0 GENERAL DEFINITION OF TERMS

Following are the general definition of terms commonly used in all PTS:

1 Action Items Specifications or requirements that require a


decision prior to use which is at the descretion of
discipline Technical Authority.

2 Acceptance Criteria Specified indicators or measures providing an


acceptable safety level and that are used in
assessing the ability of a component, structure, or
system to perform its intended function. The
acceptance criteria should be quantifiable.

3 As Low As Reasonably A term used by pipeline operator to provide a


Practicable (ALARP) framework for deciding on the level of investment
needed for safety programme which involves
balancing reduction in risk against the time,
trouble, difficulty and cost of achieving it. This level
represents the point, objectively assessed, at
which the time, trouble, difficulty and cost of
further reduction measures become
unreasonably disproportionate to the additional
risk reduction obtained.

4 Batch The amount of materials produced during one


uninterrupted production run of maximum 8 hours
under constant production conditions.
A very viscous liquid or a solid, consisting of
5 Bitumen hydrocarbons and their derivatives, which is
soluble in carbon disulphide or trichloroethylene. It
is substantially non-volatile and softens gradually
when heated. It is black or brown in colour and
possesses waterproofing and adhesive properties.
It is obtained by refinery processes from
petroleum.

6 Business Technical Authority The technical authority at Business level for a


(B-TA) specific discipline/sub discipline. B-TA shall be a
Technical Professional (TP) at Principal level and
resides at respective business and Operating Unit
(OPU). B-TA appointment shall be endorsed by G-
TA and approved by respective Business Approving
Authority (AA).

7 Cathodic Protection Protection of metal surfaces which are in


electrolyte environment from corrosion via process
flow of direct current from the electrolyte into the
metal surfaces

8 Cathodic Protection Station Equipment at site for the purpose of providing


cathodic protection for the pipeline system e.g.
Transformer Rectifier Unit (TRU) and Test Point.

9 Classification Societies A non-governmental organization that establishes


and maintains technical standards for the
construction and operation of ships and offshore
structures. The society will also validate that
construction is according to these standards and
carry out regular surveys in service to ensure
compliance with the standards.

10 Coating Breakdown Factor The factor represents the ratio of exposed metal
area due to coating breakdown from the total
coverage area for CP protection. Extent of current
density reduction due to application of coating is
determined using this factor.

11 Coating Manfacturer The party that manufactures or supplies materials,


equipment and/or services to perform the duties
specified by the Coating Contractor.

12 Complex Either two or more platforms connected by a


permanent bridge or walkway OR multiple plants in
a single location.

13 Contractor The party which carries out all or part of the design,
engineering, procurement, installation and
commissioning or management of a project or
operation of a facility.

14 External Standards Standards issued by bodies outside PETRONAS e.g.


ISO, EM, ASME, BS, API, etc.

15 Group Technical Authority (G- The highest technical authority in PETRONAS in a


TA) specific discipline Skill Group (SKG) /sub discipline
and appointed by Head of T&E Division. G-TA shall
be Custodian Engineer. Each G-TA resides in

16 Licensor A party owning the intellectual property or has


obtained the rights from the owner of the
intellectual property relating to a product or
process and providing the performance guarantee
to the product or process which is the subject
matter of the licence.

17 Mandatory Telecommunication requirements specified by


telecommunications national and local regulations.

18 Manned platform Continuously occupied by persons accommodated

19 Manufacturer/Supplier/Vendor The party which manufactures or supplies


equipment and services to perform the duties

20 Mooring System The Mooring System is used for for station keeping
of a ship/floating platform in all water depths and
is made up of a mooring line, connectors/H-links,
anchors and mooring equipments including
windlass, chain jack/winch and fair leads.

21 Muster Station Normal place where personnel await evacuation


from the platform.

22 Non-hazardous area An area in which an explosive gas atmosphere is not


expected to be present in quantities such as to
require special precautions for the construction,
installation and use of electrical apparatus.

23 OPU Variation Supplement to a PTS, generated by an Operating


Unit (OPU) to reflect the regional/local

requirements of that OPU, subject to a technical
and commercial authorisation process

24 Owner The party which initiates the project and ultimately


pays for its design and construction. The Owner will
generally specify the technical requirements. The
Owner may also include an agent or consultant
authorised to act for and on behalf of the Owner.
The term Principal shall no longer be used

25 PETRONAS Technical Standards A document with the technical endorsement of


(PTS) Petroliam Nasional Berhad; a standard for a subject
or item considered suitable for use by multiple
OPUs, with the objective of minimising the extent
of OPU Variations.

26 Platform An offshore structure standing on the sea-bottom


or permanently anchored to it.

27 Primer A material applied as a thin film to metal in order to


ensure adhesion of the subsequent protective
coating, must be compatible with the bituminous
enamel coating.

28 Process Safety Requirement Requirements to prevent any one or more of the


following potential scenarios:
a) an uncontrolled major breach of containment of
flammable or toxic materials,
b) a process related incident with the potential for
severe injuries or death,
c) a release of materials that could have a serious
environmental impact,
d) a breach of security access that has the
potential for sabotage or other serious
consequences (e.g. failure of access control
systems)
e) major issue on Health, Safety & Environment.

29 Project Technical Authority (P- The technical authority in a project for a specific
TA) discipline/sub discipline. P-TA shall be a Technical
Professional (TP). P-TA appointment shall be
endorsed by G-TA and approved by respective
Project Manager/Director.

30 Project Variation (Deviation) Supplement to a PTS (whether amended or not by


OPU Variations), generated by a project to reflect
the specific requirements of that project, subject to
a technical and commercial authorisation process

31 Risk Management Overall program consisting of identifying potential


threats to an area or equipment, assessing the
risk associated with those threats in terms of
incident likelihood and consequences, mitigating
risk by reducing the likelihood, the
consequences, or both; and measuring the risk
reduction results achieved.

32 Safety Case A demonstration that the hazards of an installation


have been identified and assessed and are under
control and that the exposure of personnel to these
hazards has been minimised. For offshore
platforms an important feature is a demonstration
that the arrangements are made for refuge and
evacuation of personnel in the event of an
emergency.

based training, it establishes a structure that can
ensure not only that the required standard is met,
but that it is seen to be met.

40 Technical Authority Assigned senior discipline specialist responsible for


the approval of a PTS document within the
originating discipline, and ultimately responsible
for the contents of the PTS

41 Threat Hazard An indication of an impending danger or harm to


the system, which may have an adverse influence
on the integrity of the system.

42 Type Approval Permission to connect a specific type of


telecommunication equipment to the public
network. The permission is usually only granted
after tests to ensure e.g. safety, acceptable
spurious radiation, interworking with other
equipment, etc. The certificate granted after such
tests is the type approval certificate.

43 Unmanned Platform A facility which does not have living quarters. The
facility may be bridge linked to other platforms
such as drilling jackets, production stations,
compression platforms and gas processing
platforms. No specific level of attendance is implied
by this term.

5.0 READING GUIDE

This section provides guides to specific information representation styles used in all PTS to
assist the reader in understanding the content of the PTS.

5.1 PROCESS SAFETY REQUIREMENT

5.1.1 The introduction of Process Safety Requirement (PSR) intends to prevent occurrence of a
Major Accident Hazard (MAH).

5.1.2 When such process safety requirement term is used in any phrase / sentence/ paragraph, it
shall be indicated as bold shall with bracket symbol in bold (PSR) in superscript as per example
below:

“Valves controlled by Safety Instrumented System (SIS) and used either for isolating or for
depressurizing the plant under emergency conditions shall (PSR) be sized and selected fully
based on the process requirement with considerations of safety factors".

5.1.3 The “shall (PSR)” statements in the transformed PTS identifies VERY HIGH and HIGH risk MAH.

5.1.4 Any specific reference to Process Safety Requirements (PSR) shall not be deviated without the
consent of the Group Technical Authority (G-TA).

5.2 CROSS-REFERENCING WITHIN A PTS

Where cross-references to other parts of a PTS are made, the referenced section number will
be shown directly in the text.

5.3 UNITS

Unless otherwise indicated, the International System of Units (SI) as specified in PTS 16.00.01
is used in the relevant PTS.

5.4 PTS DEVIATION

5.4.1 Any deviation of “shall (PSR)” requirements shall require G-TA approval, as specified in clause
5.1.4.

5.4.2 Any deviation of “shall” requirements shall require a risk assessment to be conducted by the
Project Technical Authority (P-TA) or Business Technical Authority (B-TA).

There are 2 categories; major deviation and minor deviation.

Major PTS Deviation is defined as any deviation from the requirements stated in PTS which is
ranked as Red - VERY HIGH (E4, E5, D5), Orange – HIGH (B5, C5, C4, D4, D3, E3, E2) and Yellow
– MEDIUM (A5) in the PETRONAS HSE Risk Matrix as shown in Figure 1. All PTS deviation under
this category shall require G-TA approval.

Minor PTS Deviation is defined as any deviation from the requirements stated in PTS which is
ranked as Green - LOW and Yellow- MEDIUM, except for MEDIUM (A5) in the PETRONAS HSE
