Education V.S. Quality

Definitions of “Quality” :
• Quality is the extent to which a product or
service meets or exceeds customer or
client expectation
• From policy point of view, educational
setting would be the degree to which
schools are meeting or exceeding state
standards for academic achievement

What is the relationship between
Quality and Policy issues
• It is emphasis on the pursuit of education
quality in on going educational reform.
• Policies issues: To implement educational
changes for educational quality in schools

Definitions of “Quality”
• The quality is more than just outcomes or
products, deals with the quality of system
and all components.
• Quality like effectiveness, is
multidimensional construct that refers to
continuous improvement in all phases of

• The 21 st Century calls for holistic
development of individual, thus optimizing
physical, mental, intellectual, and spiritual
potentialities.

• From UNESCO point of view, Quality
education must be supported by the four
pillar of learning1(UNESCO 996) :
- Learning to know
- Learning to do
- Learning to be
- Learning to live together

• Various meanings of quality term;
therefore, indicators to describe quality in
education may be different.
• Some may emphasize the quality of inputs
to be systems whereas others emphasize
the quality of process and outcomes.

use, the satisfaction of the needs of
strategic constituencies.
(such as policy makers, parents, school
management committee, teachers,
students, etc.)
