Republic of the Philippines Province of Cebu ‘ca Municipality of San Fernandoletterhead.docx OFFICE OF THE MAYOR \emasenene (Tel.032-499.9678; 082-272-1079 Email sanfernandleu@yahoo.om) EXECUTIVE ORDER No. 21 Series of 2018 AN ORDER CREATING THE PERSON WITH DISSABILITY AFFAIRS OFFICE (PDAO), DESIGNATING THE PDAO HEAD AND FOR OTHER PURPOSES WHEREAS, It is a declared policy of Republic Act No. 7277 that persons with disabilities (PWDs) are part of Philippine society, and thus the State shall give full support and assistance to the improvement of their well-being and their integration into the mainstream of society; WHEREAS, Republic Act No. 10070 was approved on April 6, 2010 to ensure that policies, programs and services for persons with disabilities are to be implemented at the local level for them to fully Participate in building an inclusive society for all through the establishment of Persons with Disabilities Affairs Office (PDAO); NOW THEREFORE, I, LAKAMBINI G. RELUYA, Municipal Mayor of San Fernando, Cebu by virtue of the authority vested in me by law, do hereby order the creation of the Person with Disability Affairs Office (PDAO) under the Office of the Mayor with the following duties and functions: Section 1. Functions - The Person with Disability Affairs Office shall have following functions: (1) To assist in the impiementation of the provision of the Magna Carta for Disable Persons and Batas Pambansa Big. 344 in the Municipality of San Fernando; (2) Assist in formulating policies, plans and Programs for the promotion of the welfare of the Person with Disabilities (PWDs) in the Municipality of San Fernando in coordination with concerned national and local government agencies;; (3) Represent the Person with Disabilities (PWDs) in meetings of the Municipal Development Council and other special bodies; (4) Encourage participation of NGOs, POs, etc in the implementation of disability related laws and policies; (5) Gather and compile relevant and regularly updated data regarding the Person with Disabilities (PWDs) of the Municipality of San Fernando; (6) Submit reports to the Office of the Local Chief Executive (LCE) on the implementation of program and services for the promotion of the welfare of PWDs in the Municipality of San Fernando; (7) To hold fund raising activities for the benefits of PWDs; and (8) Perform such other functions as may be prescribed by law, ordinance, or as the Local Chief Executive, may require.Section 2. Funding - Pursuant to Section 4 of RA 10070, the Municipal Government shall ensure that the necessary fund from any available local revenues is allocated for implementation of PDAO activities for the benefit of Person with Disabilities (PWDs) in the Municipality of San Fernando. Section 3. Appointment and Supervision Over PDAO Head or Focal Person - The PDAO Head or Focal Person shall be appointed and supervised by the Office of the Local Chief Executive (LCE). In lieu of this, Mrs. Jovita Samson Chavez has been designated as PDAO Head and as such, all operations and activities of the PDAO and the PDAO Head are under the LCEs supervision and guidance thereof.
