This is a World Bank funded developmental project being implemented at Hanoi (Vietnam), namely,
“Support of Hanoi Department of Planning and Architecture (HDPA) for Urban Planning”. I am working
on this project as an Independent Consultant (International Institutional and Finance Expert) attached to a
reputed management consulting firm at Hanoi. My ToR includes –

1. Prepare concepts, feasibility studies, and detailed designs for the pilot demonstration projects with the
related international & national experts.
2. Responsible for reviewing the financial Audit Reports: summarizing the key findings and providing an
opinion about finances, creditability and institutional efficiencies.
3. Review and examination of project scope.
4. Review of detailed project report including examination of proposed institutional arrangement for the
project.
5. Study of procurement methods and implementation and operation and maintenance set-up.
6. Establishment of operation/effect indictors and calculation of internal rate of return.
