• Submit Pre-Application Letter of Intent/Submission Letter (at least 2 weeks before pre-
application meeting)
• Pre-Application Meeting
• Brief overview of the certification process and regulations
• Applicant will describe the proposed training centre activities
• Submit Preliminary Assessment (DGCA Form No. 142-99) and supporting information
(proposed schedule of event, management personnel, training courses, and any additional
information that may be required)
• Minutes of Meeting and Attendance List
• Certification Team Assignment (CPM as a leader of certification process)
• DAAO will ascertain that the proposed operation is consistent with regulatory requirements
• DAAO will send the Phase 1 Result Letter

• Formal Meeting
• Submit Formal Letter of Application (DGCA Form No. 142-01) with attachments as follows :
➢ Formal Schedule of Events (updated proposed start date)
➢ Documents of Purchase, Contract or Leasing
➢ Training Procedures Manual (TPM) and Training Syllabus
➢ Management Qualifications Resumes (Applicant must notify the DGCA within 10 working days of
any change made in the management positions)
➢ Training Agreements
➢ Deviation and Waivers request (if applicable)
➢ Compliance Statement and any additional information/document that may be required
• Minutes of Meeting and Attendance List
• If the Formal Application accepted, DAAO will send the Phase 2 Result Letter
(Formal Application must be received by DAAO a minimum of 60 days before the start of proposed
operation)

• DAAO will review the documents that applicant submitted


• The review will include the following areas : (DGCA Form No. 142-04 & No. 142-13C)
➢ Management Personnel
➢ Evaluators and Instructors
➢ Required Documents (Contract, Leasing, Agreements and Waivers)
➢ Quality Control Measures
➢ Training Procedures Manual (TPM) and Curriculum
➢ Facilities and Record Keeping
➢ Any additional information/document that may be required
• If any documents or manual is incomplete, not safe or not comply with regulations, it shall be
returned to the applicant for corrective action with a detailed list of deficiensies
(DGCA Form No. 120-07 & No. 120-08)
• Documents or manuals that are satisfactory will be approved and DAAO will send the Phase 3
Result Letter

• DAAO will inspect Training Center’s Facility, Equipment and Records


• Inspect Quality Control Measures
• Observing for initial approval of a training curriculum and certification of a training center
(Validation)
• If the System Assessment and Validation found satisfactory, DAAO will send the Phase 4
Result Letter

• Issuance of Training Center Certificate (DGCA Form No. 142-02)


• Issuance of Training Specifications (DGCA Form No. 142-03)
• The CPM or their will assemble a certification file
• The CPM establishes a post certification plan (Inspection and Surveillance)
• Certification Report (signed by the CPM)
