CHECKLIST FOR APPLICANTS BEFORE SUBMISSION OF APPLICATION

FOR FREQUENCY ASSIGNMENT/WIRELESS OPERATING LICENSE(WOL)
IN RESPECT OF GSM ACCESS /MICROWAVE ACCESS/MICROWAVE
BACKBONE/PMRTS/CAPTIVE V-SAT LINKS
(ALL APPLICATION TO WPC ARE TO BE FILED ONLINE)

A: GSM
1. ISSUE OF FREQUECNCY/SPECTRUM ASSIGNMENTS FOR GSM
ACCESS INITIAL SPECTRUM:

1.1 Application in prescribed proforma(available on website wpc.dot.gov.in )

duly filled and signed by authorised signatory.
1.2 Copy of Service License Agreement with licensor i.e. DoT.(AS GROUP)
for the desired service area.

2. MICROWAVE ACCESS/BACKBONE INITIAL SPECTRUM:

2.1 Application in prescribed proforma(available on website wpc.dot.gov.in )

duly filled and signed by authorised signatory.
2.2 Copy of initial GSM Access earmarking letter.
2.3 Application to be filed online and submitted alongwith hardcopy.
2.4 Link details in prescribed proforma(available on website wpc.dot.gov.in).
In case of MW Back Bone.
2.5 Link diagram showing detailed applied links in case of MW Back Bone.
3. GSM ACCESS ADDITIONAL SPECTRUM:

3.1 Request of additional spectrum enclosing datewise figures of Active

subscribers(VLR) and peak traffic averaged over a month, as per the
criteria order in force,as amended from time to time.
3.2 Copy of initial/earlier earmarking of GSM ACCESS spectrum in
particular circle/area.

4. MICROWAVE ACCESS/MW BACK BONE ADDITIONAL

SPECTRUM/(EXTENSION OF THE EARMARKED SPECTRUM TO
OTHER DISTs/TOWNs IN CASE OF MW ACCESS):

4.1 Application to be filed online and submitted alongwith hardcopy with

justification for such request.
4.2 Copy of initial earmarking of MW ACCESS/BACKBONE spectrum.
4.3 Link details in prescribed proforma(available on website wpc.dot.gov.in).
In case of MW Back Bone.
4.4 Link diagram showing detailed existing as well as applied links in case of
MW Back Bone

5. DEPLOYMENT PLAN SUBMISSION FOR GSM ACCESS/MW
ACCESS/MW BACK BONE ;

5.1 Deployment plan in prescribed proforma (available on website

wpc.dot.gov.in ) with SACFA acceptance ID No. to be applied online
along with hardcopy and softcopy for acceptance.
5.2 Copy of earmarking letter.

6. ISSUE OF WIRELESS OPERATING LICENSE(WOL)FOR GSM

ACCESS/MW ACCESS/MW BACK BONE ;

6.1 Covering letter indicating the online ID No.s of the deployment

acceptance plans for which WOL is sought.
6.2 In case of license for additional sites, copy of earlier issued WOL.
6.3 Copy of equipment commercial invoice.
6.4 AGR/spectrum charges payment receipt for the current quarter along with
FBG particulars.
6.5 If the frequency is on trial basis,regularisation letter also to be submitted.

B: PMRTS
1. PMRTS INITIAL SPECTRUM(CHANNEL):
1.1 Application in prescribed proforma(available on website wpc.dot.gov.in )
duly filled and signed by authorised signatory.
1.2 Copy of Service License Agreement with licensor i.e. DoT.

2. PMRTS ADDITIONAL SPECTRUM(CHANNEL):

2.1 Copy of initial/earlier earmarking of spectrum in particular city service
area.
2.2 Request of additional spectrum(Channel) with justification is to be made
to CS-Cell of DoT.
2.3 Request will be considered only if recommended by CS Cell .

3. DEPLOYMENT PLAN SUBMISSION( FOR DIGITAL TECHNOLOGY

ONLY):
3.1 Deployment plan in prescribed proforma (available on website
wpc.dot.gov.in ) with SACFA acceptance ID No. to be applied online
alongwith hardcopy and softcopy for acceptance.

4. ISSUE OF WIRELESS OPERATING LICENSE(WOL):

4.1 Copy of frequency earmarking.
4.2 Covering letter should clearly indicate the online ID No.s of the
deployment plans for which WOL is sought(For digital technology only).
4.3 Copy of equipment commercial invoice.
4.4 Royalty and License Fee payment receipt for the current year.
4.5 Subscriber loading status as on 1st of January & July every year by means
of affidavit to be submitted.

C: CAPTIVE VSAT FOR BACKHAUL CONNECTIVITY
FOR GSM SERVICES

1. the check list is same as that of the subject matter pertaining to the check list for
sat group.

D. RENEWAL OF ALL THE ABOVE LICENSES(GSM &

CDMA):
1.1 If it is a fresh/first renewal, copy of WOL has to be submitted.
1.2 If it is subsequent renewal,copy of last renewal slip has to be submitted.
1.3 AGR payment receipt for the current quarter along with FBG particulars
in case of GSM.
1.4 Royalty and License Fee payment receipt for the current year in case of
PMRTS.
1.5 Subscriber loading status as on 1st of January & July every year by means
of affidavit to be submitted.
