Introduction

1. The United States of America acting through the Millennium Challenge


Corporation (“MCC”) and the Government of the Republic of Indonesia (the
“Government”) have entered into a US$600,000,000 Compact for Millennium
Challenge Account assistance to help facilitate poverty reduction through economic
growth in Indonesia through three projects: the Green Prosperity (“GP”) Project;
the Community-based Health and Nutrition to Reduce Stunting Project; and the
Procurement Modernization (“PM”) Project. The Government of Indonesia, acting
through the Millennium Challenge Account- Indonesia (“MCA-Indonesia”) intends
to apply a portion of MCC funding to eligible payments under a contract for
which this Request for Qualifications is issued pursuant to the Green Prosperity
Project. Any payments made under the proposed contract will be subject, in all
respects, to the terms and conditions of the Compact and related documents,
including restrictions on the use and distribution of MCC funding. No party other
than the Government and MCA-Indonesia shall derive any rights from the Compact
or have any claim to the proceeds of MCC funding.

2. This Request for qualifications follows the General Procurement Notice that appeared in
dgMarket and the MCA-Indonesia website (http://mca-indonesia.go.id/pengadaan/general-
procurement-notice-period-january-march-2017/) on February 1, 2017 and UNDB online
and in the local newspaper, Kompas, on February 3, 2017.

Background of the Assignment

3. The Green Prosperity (GP) Project will provide a combination of technical and financial
assistance to support rural economic development that raises real incomes of Indonesians
in a manner that reduces reliance on fossil fuels, improves land management practices,
protects natural resources capital, and complements efforts to reduce emissions from
deforestation and environmental degradation.

The GP Project will involve local communities and local governments in activities to
improve the clarity and implementation of government policies and regulations that
support low carbon economic development, as well as building capacity of local
communities with regard to natural resource and environmental management. The Green
Prosperity Project consists of four core activities: an Investment Facility, Participatory
Land Use Planning (PLUP), Technical Assistance and Oversight, and Green Knowledge
capacity-building.

Objectives of the Assignment

4. As part of the PLUP activities, Participatory Mapping and Planning (PMaP) sub-activity
has developed an Information Management System (IMS) in selected districts and
provinces to improve spatial analysis and the use, updating, and enforcement of spatial
plans; as well as to support integration, management and exchange of geo-spatial data,
and make it widely available to the public. This development of the portal and mobile
application of all IMS online application is now being hosted in the temporary server
and using different data and information format which need to be consolidated into an
established One Database and Information Management System (ODIMS).

Scope of Work

5. The main tasks of the Senior Program Monitoring Specialist under an Individual
Consultant basis (the Consultant) will be to monitor and review all environmental and
social aspects related to project implementation of the GP projects, particularly on the
environmental and social performance aspect of the GP Project.. The detailed tasks of
the assignment are described in the Terms of Reference.

Qualifications

6. The interested Individual Consultants will be evaluated based on the following


qualifications:

A. Mandatory Requirements

 A bachelor’s degree (or equivalent) in environmental science, environmental


engineering, natural or social sciences, sustainability, or related discipline. An
advanced degree (Master degree, or Doctoral degree) is an advantage.

 A proven understanding of and skills in project management cycle, including project
design and project monitoring and evaluation.
 A minimum of eight (8) years of professional experience in a related field, including
approximately five (5) years of demonstrated experience managing, preparing,
overseeing, and/or reviewing environmental and social impact assessments for
infrastructure, energy, and/or natural resource management projects, or projects of
similar nature.
 The Knowledge of Indonesian environmental and social laws and regulations,
including those relevant to strategic environmental assessment (Kajian LIngkungan
Hidup Strategis – KLHS), environmental impact assessment (Kajian Dampak
Lingkungan – AMDAL or UKL/UPL), peatland restoration, greenhouse gasses,
workers and public health and safety, natural resource management, stakeholder
engagement, public consultation, land acquisition and resettlement, indigenous
people, cultural heritage, and gender issues.
 Proven experience with international best practices regarding environmental
guidelines and safeguards, particularly the IFC Performance Standards, including
familiarity with the management of environmental and social management systems
(ESMS) and environmental and social management plans (ESMP), environmental and
social impact assessments (ESIA), stakeholder engagement, public consultation,
grievance mechanism, workers and public health and safety, land acquisition and
resettlement, indigenous people, cultural heritage, and gender issues.
 Computer proficiency in Microsoft Office (Word, PowerPoint, Excel).
 Fluency in Indonesia language and good level of English (verbal, reading and writing),
including the ability to translate documents between both.
 Willingness to undertake regular field visits to remote areas.

Duration and Place of Performance

7. The level of effort will be full time for a maximum of seven (7) months or until the
closing date of the Compact (Compact end date) on April 1, 2018. The Consultant will
be based in the MCA-Indonesia Office, in Jakarta, Indonesia. An option period may be
exercised by MCA-Indonesia depending on the Consultant’s level of performance and
budget availability. The option period and level of effort will be negotiated with the IC
based on the rates of the base contract. If the extended period is negotiated, the contract
date cannot go beyond the Compact Closure which is April 1, 2018.

9. Interested Individual Consultants shall submit the following (in English only):

(i) Curriculum Vitae (“CV”), using the CV template provided by MCA-


Indonesia, detailing the consultant’s professional qualifications, areas of
expertise, and experience carrying out similar assignments.

(ii) Professional references (at least three (3) referees) with contact details,
including a valid email address.

Proof of all professional qualifications and work experience indicated in the CV may be
requested to the selected Consultant.

Submission Date and Time

10. Interested Consultants shall submit their CVs as per instruction on Section 9 above to the
address below on or before the submission deadline. Applications received after this date and
time shall not be considered.
The Envelope should be clearly marked “Senior Program Monitoring Specialist:
Environmental and social Performance, and Procurement Number GP-B-056”.
Electronic submissions are acceptable; ensure that the full name of the position and
Procurement Number are mentioned in the subject of the email.

Selection Process

13. An Individual Consultant will be selected following the Individual Consultant


Procedures as defined in the MCC Program Procurement Guidelines (available at the
following website: http://www.mcc.gov/pages/business/guidelines).

14. Individual Consultants’ CVs and related documents will be evaluated to determine
if they meet the qualifications requirements stipulated in Section 5 (above). The
education, adequacy for the assignment and language requirements will be
evaluated. A Consultant shall be rejected if he/she fails to satisfy any of the
mandatory requirements.

15. After the Evaluation of Qualifications, the Consultant that satisfies the mandatory
requirements and is deemed most qualified will be interviewed in person or by
telephone in order to confirm qualifications. References will also be checked. If the
verification process supports the initial findings, the Consultant will be requested to
submit a financial proposal and may be invited to negotiate the contract. Should
negotiations fail with the most qualified Consultant, the MCA-Indonesia may at is
discretion proceeded to verify the qualifications of the next highest ranked Consultant.

16. Final selection will be subject to reasonableness analysis of the proposed fee. If
verification is not satisfactory and the proposed fee is not reasonable, negotiations may
be terminated.

17. MCA-Indonesia is not bound to accept any of the CVs or other documents
submitted, and may cancel the selection process at any time without providing any
justification to the Consultants.

Bid Challenges

18. MCA-Indonesia shall entertain a bid challenge from any Contractor, Supplier, or
Consultant that claims to have suffered or that may suffer loss or injury due to a
breach of a duty by MCA-Indonesia in the conduct of this procurement. The Bid
