Sub: Revalidation of Photo identity cards of Press Correspondents

Reference, Commercial Circular No. 36 of 2009 regarding grant of rail travel


concession to accredited Press Correspondents on production of Photo identity. In terms of
para 1.2 of the above mentioned circular, the Photo Identity card is valid for two years from
the date of issue. Certain Railways have raised queries regarding the procedure to be
followed for renewal of the Identity cards on expiry of the validity period.

2. The matter has been examined in Board. It has been decided that the following
procedure should be adopted for renewal of the expired Photo identity:-

(i) Renewal of photo identity card which has expired or is due to expire within
three months, win be done on production of a fresh certificate issued to press
correspondent by Press Information Bureau and other competent State/District level
authorities in the proforma given at Annexure 'A' (modified vide corrigendum of
even no. dt 24.9.2009) to above mentioned commercial circular.

(ii) On production of the certificate, Zonal Railways should revalidate the


identity cards for another two years by utilizing the existing functionality in the PRS.

(iii) Necessary changes may also be made on the Identity cards by striking off the
existing date of issue and writing in ink the date of renewal, duly endorsed with
Signature and Stamp of the issuing/revalidating authority.

(iv) Railways should ensure that the date of renewal as entered in the System is
same as that appearing on the Identity card.

(v) . In case of re-issue of a lost/misplaced or torn/mutilated photo identity card,


the same procedure as mentioned in para 2(i) above should be adopted. However, it
is to be ensured that before re-issue of new Photo identity cards, the Alpha-numeric
code of original identity cards should be blocked/disabled in the System and a new
number should be assigned for the new Photo identity card, so as to avoid any
mIsuse.

3. Necessary instructions may be issued to all concerned immediately including
PRS/UTSimmediatelyand complianceensured.

4. Widepublicitythroughvariousmediamay be given. Zonal Railwaysare requested


to intimatethe concernedaccreditationcertificateissuingAgencies within theirjurisdiction
regardingthe identitycard renewal/re-issueprocedure.
