Tony Harrison have used wide range of linguistic and literary devices to

successful present the difficult and dangerous conditions in Sarajevo.

“The bright light of Sarajevo” the title has historical reassurance. The
title is ironic as it describing Sarajevo as a remarkable, modern and
beautiful city, it suggests hope and beauty. It is contradictory to the
condition in which the people are living. The title contrasts to the poem
till it ends. Throughout the poem the tone changed from positive to
negative and love to horror.
 In the very biggening the writer has use emotive language “empty
canisters of gas” It aid the reader to successfully show the impact of the
war, that creates imager in the readers mind and grab their attention in
the very beginning. Irony have been used “precious meagre grams” The
use of "meagre and grams" it further adds up to the difficulties depict
something present in little amount and calling it precious depict the
suffering of the people and the impact of the war that further make the
reader feel sorry for the people. The use of imagery “dodging snipers”
illustrates how uncertain their lives are they went to get the sustenance
of life while they are being killed while standing in queue. It further
adds to horror and creates tension in the reader’s mind. The writer
adds the short sentence to make the reader uncleared and give the
similar feeling of the people to the reader “Bread they’re rationed to
each day” it creates a deep ache environment in the readers mind that
further adds up to sympathy and empathy, that shows the difficulties of
the people.
“eleven flights” depict the difficulties by the people, it also creates
horror and illustrate the impact of war. The use of hyperbolic
statement "shredded bread... lay on this pavement with broken
dead.." It depicts the impact of the war too as the human cost at the
price of "bread" this conveys the harshness of the situation. 
The use of phrase “no light guide them” emphasizes their difficulties
and their lake in present of necessities, that further shows the impact
of war and its danger for ensuant peoples. "ideally bright…dark girls
shape" The dark imagers depicts the impact of war on the life of the 
People as well as the lack of necessary facilities such as electricity, 
However the use of diction "bright" emphasis on their hope and 
Ability to rise above all the difficulties.  "Muslims, Serb or Croat"
