(For Households and Establishments located within the nine barangays where segregated
collection is currently implemented)
If a business establishment is caught dumping waste, littering, setting out waste outside
collection hours, the person-in-charge will be given a written warning.
o The person-in-charge will sign the written warning to acknowledge the violation
he/she has committed.
o The person-in-charge will be required to take back the waste inside the business
establishment he/she is representing.
o The Environmental Enforcer assigned is required to take a picture of any available
evidence of the committed violation and post it on the CENRO Environmental
Enforcers 2021 Facebook group containing at least the following information:
DATE/TIME
BARANGAY
STREET AND HOUSE NUMBER
AGE
VIOLATION
ACTION TAKEN
REMARKS
The remarks section should provide additional information
regarding the encounter with the violator (i.e. was the
apprehended violator aggressive? Was he/she arrogant? Did
he/she sign the written warning? Was he/she aware of the
violation committed? Etc.)
o Should the business establishment be apprehended again for the same violation
at any point in time, the Environmental Enforcer has the right to issue him/her a
citation ticket.
If a business establishment or its representative is caught dumping waste, littering,
setting out waste outside collection hours and insists on it and/or is arrogant, the
Environmental Enforcer has the right to issue him/her a citation ticket immediately.
DO’s AND DON’Ts FOR ENVIRONMENTAL ENFORCERS AND OFFICERS
DO’S
Always be in proper uniform especially during work hours.
Always be courteous in dealing with households, individuals, or establishments
especially during apprehensions.
Learn the art of lambing.
Learn to listen.
Always use po and opo regardless of the age of the person you are talking to.
DON’Ts
Never engage in arguments or debates with households, individuals, or establishments.
Never turn your backs on apprehended households, individuals, or establishments BUT
learn how to end the conversation with them promptly and properly.
Never raise your voice towards anyone.
Never use citation tickets to threaten violators.
Never answer questions you are unsure of. If uncertain about what to answer to
residents and/or establishments, always refer them to the City Environment and Natural
Resources Office.
Refrain from asking the Kagawads to decide what to do to non-compliant households. If
the EE and EOs will consult the Kagawads, expect that the issue will be addressed by
reaching a settlement between the concerned household and the Kagawad, and not
through the issuance of a citation ticket.
If a Kagawad recommends to the EE or EOs a household for ticketing, the EEs or EOs
should not mention to the same household who recommended it for ticketing.
